The strength of the AOC membership, the   development of a register, the production of its Business Plan for Regulation and the setting up of the Aromatherapy Regulation Working Group (ARWG), meant that the AOC were perceived by most as being the lead body for the profession up to the end of 2000. In 2002, the Department of Health suggested a Professional Consultative Group should be formed within the ARWG so that the whole profession could be a part of regulation. This proved impossible to achieve and so each         association was given the opportunity to become individual members of the ARWG by paying a per capita fee. Some associations chose to be consulted only and some paid the fee. The AOC associations felt that as they had solely paid for regulation for many years they requested a one year break. This also proved to be a point of contention and therefore something had to give. At its EGM in August, the AOC looked to find a way forward that would    encompass the inclusivity of all associations and settle all the outstanding   concerns of the associations outside of the AOC.
