The moratorium will expire on May 14. Talks between leaders of Justice and the AMK and the three pro-Kocharian parties making up Armenia’s coalition government began on May 6 and will continue this week. The participants have issued a brief statement saying that they agree on "the need to create a new situation in the country" and have approved a long list of issues to be discussed during the dialogue.

General Ravil Rzaev, the commander of Azerbaijan's air force, told journalists in Baku on 13 August that the country's air defense forces will shoot down Iranian and other foreign aircraft that violate Azerbaijan's airspace "if the life of our citizens is endangered," Turan and Interfax reported. He said the air force is on war alert. Iranian aircraft have penetrated Azerbaijani airspace almost daily over the past week. Also on 13 August, opposition Musavat Party Chairman Isa Gambar argued that the Azerbaijani government should "either suppress Iran's aggression" or lodge a formal complaint with international organizations.         During the years 1990 to 1995 it was necessary to dissolve the political, legal, social, and economic relationships of the previous political system while simultaneously creating those internal and external attributes denoting an independent state. The political life of the country changed on July 5, 1995, when the citizens voted to adopt the Constitution of the Republic of Armenia . This provided legal guarantees of civil rights, the development of democratic institutions, and the creation of a market economy to secure the future stability of the Armenian state. President
        Armenia is a republic with a presidential governing system. On the basis of the Constitution, the President is to provide for the normal activity of the executive, legislative, and judicial authorities. The same person cannot hold the office of president for more than two consecutive terms. The President is directly elected by the people for a five year period. The first president, Levon Ter-Petrossian , was elected on October 16, 1991.

His country defeated Azerbaijan in a costly war over Nagorno-Karabakh, a predominately ethnically Armenian territory that had been given to Azerbaijan by the Soviet Union. However, because of many economic and political problems, he resigned on February 3, 1998 and was succeeded by Robert Kocharyan.

    Introduction [Top of Page] Current issues: Armenia's leaders remain preoccupied by Armenia's 10-year conflict with Azerbaijan over the Nagorno-Karabakh enclave. Although a cease-fire has been in effect since May 1994, the sides have not made substantial progress toward a peaceful resolution. In January 1998, differences between President TER-PETROSSIAN and members of his cabinet over the Nagorno-Karabakh peace process came to a head. With the prime minister and defense and security ministers arrayed against him, an isolated TER-PETROSSIAN resigned the presidency on 3 February 1998. Robert KOCHARIAN, TER-PETROSSIAN's prime minister, was elected president in March 1998. Concerns about Armenia's economic performance rose in 1997 with a slowdown in growth and an increase in inflation.
