His campaign opened its headquarters this week in Arkansas, former President Clinton's home state. "We want people prepared for the 21st century," Bush declared, saying that the nation's work force needs to stay on the edge of technological change. The president promoted his proposal to overhaul the major federal program for vocational education, the Perkins Vocational Education program. Bush would channel $1 billion in annual funding from that program into a new Secondary and Technical Education program to improve primarily math and science education at vocational schools. Bush's initiative would require such schools participating in the program to offer four years of English, three years of math and science, and 3.5 years of social studies. Bush would also establish a public-private partnership in which the government and private enterprises would split the costs of $100 million in grants to low-income students who study math or science.

Arkansas Statewide Systemic Initiative in Math and Science: K-4 Program Follow-up Study During the 1990’s the state of Arkansas has implemented a strategic plan based on Act 236 and Goals 2000 to systematically improve educational outcomes for K-12 students. This plan incorporates an educational philosophy emphasizing leadership development, a collaborative leadership style, site based management of schools, parent and teacher involvement in educational decision making, and active learning for students. The recommended instructional approach focuses on thematic curricula, hands on instruction materials, group learning activities, and infusion of technology in the lesson plan. Several systemic initiatives are underway including the Arkansas Educational Leadership Academy, the Statewide Systemic Initiative in Math and Science, the grade level curricular frameworks and learner outcomes, revised graduation standards, and competency based teacher licensure. Each of these changes are directed toward improving the quality of the education offered to the children of Arkansas.

"When kids are coming out of a vocational training program, they're going to need to do more than just what's taught at the vocational training level," he told students, educators and business leaders at South Arkansas Community College.
"They're going to need to be able to think. And we can't let kids go through without raising the standards and raising the bar."
All three proposals, including the partnership that would grant $5,000 to 20,000 low-income students by imposing restrictions on Pell Grants, require congressional approval. None would require new federal spending.
The "conversation on job training and the economy," as the White House billed the round-table event yesterday with six men and women from throughout Arkansas, came a day after Mr. Bush began to stress that Americans need better education for a new economy that has shed manufacturing jobs.
As an example, the president said jobs in the computer and mathematics-related fields will rise 60 percent by 2010 in Arkansas; health care and technical jobs will rise 40 percent.
