Are Alternative Certification Programs a Solution to the Teacher Shortage?

Francisca Ramirez-Sorenson says teaching runs in her family. Her mother was a teacher, as was her grandmother. But until a year ago, Ramirez-Sorenson was on a different career path - one that made use of her master's degree in anthropology. "I was not going to be a teacher under any circumstances," she recalls. "But I think I was born with certain talents." In September, Ramirez-Sorenson was certified as a teacher. The route she took to the front of the classroom, however, is different from the traditional four-year college program. She is a graduate of the Houston Independent School District's Alternative Certification Program - the first district-based program of its kind in the country. This year-long program prepared her well for the classroom, says Ramirez-Sorenson. "They taught us a great deal about child development, child psychology, strategies for teaching, and how to encourage children to learn. They also taught us how to work with foreign students - and the cultural shock they might go through when they come here - and how to help them."

Great Moments in Accreditation:
The Case of IAC, ACI, and The Three Stooges

In 1982, there opened for business in Missouri the International Accrediting Commission (IAC). They aggressively marketed their accreditation services among hundreds of then-unaccredited institutions in the United States. Their standards were rather modest, but they were operating within the law, and they were able to bestow that magical word "accredited" upon their clients. More than 130 institutions had achieved IAC accreditation by 1989, when one Eric Vieth established the Eastern Missouri Business College and immediately applied to the International Accrediting Commission. Vieth opened his headquarters in a one-room office in St. Louis, Missouri, and issued an eight-page typewritten catalog that listed faculty members such as Arnold Ziffel, Edward J. Haskell, M. Howard, Jerome Howard, and Lawrence Fine. Trivia buffs may recall that Arnold Ziffel was the pig on the TV show Green Acres, Eddie Haskell was the obsequious friend on Leave It to Beaver, and the Messrs. Howard, Howard, and Fine were collectively known as the Three Stooges. It gets better. The college seal was emblazoned with the phrase Solum pro Avibus Est Educatio, which means "Education is only for the birds," and the motto was Latrocina et Raptus, or, loosely translated, everything from petty theft to highway robbery. Doctorates were offered by mail in dozens of fields, from aerospace to marine biology. The marine biology textbook was identified as The Little Golden Book of Fishes.

The Herald Staff A special mathematics teacher certification program is now being offered during the summer and fall semesters. The program is for persons who already have a teaching certificate in another subject area and who have taken courses in college algebra and trigonometry or pre-calculus. The goal of the program is to help alleviate the shortage of qualified math teachers in the state of Arkansas by certifying more teachers for grades seven through 12. "There is a strong need for math teachers statewide. We get inquiries every year from schools across Arkansas needing teachers," Roger Abernathy, chair of the Department of Computer Science and Mathematics, said. The level of difficulty of mathematics and the low pay scale for Arkansas teachers have contributed to the shortage of teachers, Abernathy said. Statistics show only about 60-70 percent of teachers are certified in the area they are teaching, Abernathy added.

Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

The key to the codes follows the state listing.
When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Another source of information about certification requirements will be the actual districts to which you apply.

SYNOPSIS
The Mississippi Private School Association is a service agency for member schools in the four state area of Arkansas, Louisiana, Mississippi and Tennessee. The association offers such services as school accreditation, teacher certification, student activities and athletics, a teachers' organization, testing programs, teacher placement services, and student organizations including student council and honor society.
To obtain membership in the MPSA, a school must be accredited by the MPSA Accrediting Commission. At present, the MPSA has a membership of 120 schools with approximately 47,000 students and 3,000 teachers and administrators. Of the 120 schools, four are in Arkansas, 22 are in Louisiana, 90 are in Mississippi and four are in Tennessee.

EXECUTIVE COMMITTEE
The Executive Committee of the MPSA, which is composed of 12 members, is the governing board of the association. The committee includes one lay director (board member of a school) and one administrator chosen annually by the schools from each of the five geographical districts of the MPSA. Four additional laymen are chosen by the membership to serve as officers of the association.
The Executive Committee is responsible for such items of business as reviewing and approving applications for membership, dismissal of schools not meeting minimal accrediting standards, hiring personnel to staff the association's central office, setting the annual budget for the association, approval of policies and standards recommended by the commissions and any other business that is of general concern to the membership. This board also renders final decisions on all appeals from any part of the infrastructure of the organization.

Accrediting Agencies and Associations Recognized
by the Secretary, U.S. Department of Education
The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.
