AEA Board members emerged from the meeting confident that General Clark is the best candidate to move America's public education system forward. "After hearing General Clark's answers, there was no doubt that our Board was going to recommend him," said AEA President Sid Johnson. "His views on education for America's public school children closely mirror our own. The fact that he is a graduate of Arkansas public schools also influenced our decision. HOME LAWS ORGANIZATIONS CASES ... HEADLINES March 17, 2003 Arkansas Legislation Would Require Homeschools to Prove They Provide "Quality" Education The freedom to homeschool is in Arkansas is in danger. On March 10, 2003, Representative John Lewellen introduced House Bill 2518 in the Arkansas General Assembly. This bill would grant to the State Board of Education more authority over homeschools than has ever been granted to a state agency by any other legislature in the nation! The language of the bill authorizes the State Board of Education "to undertake measures to ensure that home school students receive a quality education." This carte blanche authority means that the State Board of Education could impose on families whatever requirements it considers necessary for home school students to receive a quality education. Government bureaucrats, not parents, will define "quality education." More specifically, House Bill 2518 would make the following changes in the current law:

Preface

Unanticipated tragic events can quickly escalate into a school-wide catastrophe if not dealt with immediately and effectively. Knowing what to do when a crisis occurs can minimize the chaos, rumors, and the impact of the event on students and community. When a disaster strikes, teachers and school staff members are torn between the need to deal with student reactions at the same time they are coping with their own reactions. This time often proves to be a time that they are least prepared to think quickly. With some advance planning, this process can be much smoother than when tragedy takes a school by surprise and no pre-formulated plan is in effect. Return to Table of Contents

Since June 15, 1836 when Arkansas gained its statehood, a variety of interesting nicknames have been used to describe this entrancing southern state. Among them are: The Diamond State, The Land of Opportunity, The Bear State, The Cave State, The Hot Water State, The Wonder State, The Cradle of the Ozarks and The Natural State. Some folks even called it the Razorback State because many Arkansans have a strong affinity with University of Arkansas athletic teams. But that tag probably doesn't sit well with fans of Arkansas State, UALR or any of the state's other fine colleges and universities. Arkansas was part of the Louisiana Purchase in 1803, and then became the 25th state in 1836 (see flag above). It has a rich history, including its participation in the Confederacy during the dreaded Civil War of 1861-65. The state's name came from a French translation of the Quapaw Indian word, "acansa" or "downstream place." The Quapaws (called the "downstream people" by the French) were kin to the Sioux and lived along the Mississippi River on Arkansas' Easternmost border. Arkansans think of their state as one of the most beautiful environs on earth with rich green valleys, awesome mountains, winding rivers, lush forest, scenic lakes, fertile farmlands, spacious meadows, rife deltas and magnificent rolling hills. All 75 Arkansas counties are as diverse as they are beautiful. If you are a new resident or someone who is contemplating a move here, it won't take long before you realize just how special this "Dixieland Delight" is.

The following information was provided by ASD's Historical Museum.
The history of the Arkansas School for the Deaf spans 150 years of rich heritage in providing quality educational services to meet the immediate and future needs of deaf and hard of hearing children of Arkansas. The first program, which was started in 1850 in Clarksville, Arkansas, by Augustus Ward, was the first to be established west of the Mississippi River. During the 1870's and 1880's the population of the school continued to grow. In 1887, when the enrollment passed 100 students, full-time dormitory supervisors were hired. By 1892, there were 133 students. In 1898, the school was visited by Dr. Alexander Graham Bell, the inventor of the telephone, who was accompanied by his deaf wife. On September 30, 1899, the Arkansas School for the Deaf was completely destroyed by fire. The school was not insured and the loss to the State was total. In 1901, the State appropriated $80,000 to rebuild the school. Two years later, the Legislature appropriated $45,000 more to make it possible for the school continue serving students. In 1905, an Act was passed, extending the time that deaf children were allowed to attend the state residential school from 10 to 13 years. This Act included that only deaf children between the ages of 6 and 21 be admitted to the school.
