Arkansas files appeal challenging school funding ruling
Thousands of documents were filed in an appeal to overthrow a judge's ruling that Arkansas' school funding formula is unfair and inadequate. LITTLE ROCK, Arkansas (AP) The state has filed an appeal with the Arkansas Supreme Court challenging a judge's ruling that the state's public school funding formula is unfair and provides inadequate resources. In the appeal, filed Monday, the state argued that it has met its constitutional obligation to fund public schools. Before filing a 50-page brief and supporting documents with the high court, state Attorney General Mark Pryor argued that the Legislature, and not the court system, should determine matters involving public school finance. Pryor also said he had "grave concerns" that if the high court affirms the ruling, "what we'll see here in the state of Arkansas is mass consolidation and also a great increase in taxation." The original ruling, handed down in May 2001 by Pulaski County Chancellor Collins Kilgore, came in a lawsuit in which the Lake View School District challenged Arkansas' method of distributing $1.7 billion in education funding to 310 school districts.

Two Arkansas School Children and Killing Blame
By Joe Otterbein
The most human thing to do when hearing of some unspeakable tragedy is to look for a place to lay blame. Putting it directly on the killers is hardly satisfying in cases like the Jonesboro, Arkansas schoolyard killings because the accused murderers are children. For several weeks the media will offer various theories and "explanations" for why two boys would go out and shoot five people one day and cry for mommy the next. And the politicians will follow with calls for legislation and programs. We will hear various theories involving, rightly or wrongly, among other things, the parents, schools, society, TV, video games, Rock 'n Roll, computers and the rise of the Internet for inspiring to kids to load a van with weapons and play commando raid with real bullets against their classmates. The relatives of the suspects, 13 year-old Mitchell Johnson and 11 year-old Andrew Golden, have already taken to the airways; taking advantage of an insatiable press and the victim's parents understandable shying from the media spotlight. The media seems naively sympathetic to the "plight" of the suspect's parents, giving them time to prepare the children's defense and test it on an unsuspecting public. By insulating the parents from blame, this leaves the easy availability of guns as the leading reason given by the media for these unimaginable killings.

question What do we want our schools to do their ideas for the legislativelymandatedArkansas Blue Ribbon on education reform to the state s general Assembly
http://www.studycircles.org/pages/success/speakup.html
Arkansas Study Circles Project Receives Two-Year Grant for Education Reform Conversations
The Arkansas Study Circles Project has been awarded a significant grant from the Winthrop Rockefeller Foundation to continue its work in helping launch study circles on education in communities throughout the state.
The Arkansas Supreme Court recently upheld a lower court ruling that Arkansas public schools were both inadequate and inequitable in the delivery of education to the schoolchildren of the state. The Arkansas Study Circles Project is part of the Arkansas School Boards Association Educational Foundation. The organization has been the driving force for launching study circles to engage Arkansans in meaningful conversations about improving education for the state's 500,000 schoolchildren.
The grant, for nearly a quarter-million dollars over the next two years, will help the organization launch numerous study circles throughout the state to engage Arkansans in an effort to improve their public schools.
The organization used the model, with help from the Study Circles Resource Center, to help shape a massive one-night event last April to discuss the question: "What do we want our schools to do to educate our children." The event, called "Speak Up, Arkansas!" was developed between mid-January until April 4, when 6,000 people at 91 sites came together to provide their ideas for the legislatively-mandated Arkansas Blue Ribbon Commission on Public Education. The concerns that were articulated that night by Arkansans were collected and submitted to the Commission to help shape its recommendations on education reform to the state's General Assembly.
