1. Torts defamation First Amendment concerns. Where the First Amendment is involved in a case, the supreme court is obligated to make an independent examination of the whole record to make sure the judgment does not constitute a forbidden intrusion on the field of free expression; similarly, where the First Amendment right to free expression is at stake, the court applies a heightened standard of review.
3. Torts fair-report privilege when abuse takes place. The fair-report privilege exists even though the publisher himself does not believe the defamatory words he reports to be true and even when he knows them to be false; thus, abuse of the privilege takes place when the publisher does not give a fair and accurate report of the proceeding.
4. Torts fair-report privilege report must convey substantially correct account of proceedings. With regard to the accuracy and fairness of the report, it is enough, for purposes of the fair-report privilege, that it conveys a substantially correct account of the proceedings; although it is unnecessary that the report be exhaustive and complete, it is necessary that nothing be omitted or misplaced in such a manner as to convey an erroneous impression.
5. Torts fair-report privilege when inapplicable. The fair-report privilege does not apply where a person testifies in a proceeding solely for the purpose of obtaining the fair-report shield for himself or in collusion with a third party.

Ahlf Junior High School
The Ahlf Junior High staff of 34 certified members, 14 of whom hold masters degrees, and 14 classified members serve 537 students. Each certified staff member participates in yearly in-service to improve their teaching abilities. Academics has first place at Ahlf Junior High School, but a variety of school activities are available as well. National Junior Honor Society, student council, annual staff, and Searcy Cheerleaders are all opportunities for service. Choir, band, football, boys and girls basketball, track, offer students the opportunity for competition and physical activity. Clubs have pooled their money to buy equipment for the school such as an opaque projector, laminator, and a video camera. Providing students and staff with access to computers and electronic information is a continuing goal. Internet access is currently available on five computer stations in the library media center with plans to increase access as computers become available in classrooms. The media center collection is easily accessed via Catalog Plus on six computer stations. Multimedia encyclopedias, atlases, full-text magazines, etc. are available on CD-ROM. Ahlf Junior High School is dedicated to assisting the individual student as he/she develops mentally, physically, emotionally, and socially. The Faculty strives to teach skills and knowledge that will enable each student to think critically and to live and work successfully in today's world.

INTRODUCTION
Welcome! My name is Barbara Williams. I am chairperson of the Department of Nursing at the University of Central Arkansas. I'd like to tell you about nursing and the degree programs we have to offer. Nursing is at an exciting time in our history. We have expanded opportunities to assist individuals who are il and those who want to remain healthy. As a result, baccalaureate and advanced degrees in nursing are very important if the nurse is to take advantage of the expanded roles.
UCA offers two degrees in nursing: the Bachelor of Science in Nursing (BSN) and the Master of Science in Nursing (MSN). The BSN degree prepares the individual to take the licensing exam to become a Registered Nurse (RN) as well as preparing the person to assume positions in a variety of health care settings. The MSN degree is an advanced practice degree and prepared the RN to assume a Nurse Practitioner or Clinical Nurse Specialist role. Detailed descriptions of nursing and our degrees are located later in this media program.

Return to top The goal of the Master of Science program in library media and information technologies is to prepare individuals for professional positions in a variety of information and educational settings. These graduate programs of study, located within the Department of Middle/Secondary Education and Instructional Technology, are designed for individuals who may be (1) planning careers in school library media centers at the elementary, secondary, and district levels and regional educational cooperatives; (2) planning careers as associates in public, college, and special information centers; and (3) planning careers as computer technology coordinators in public schools. To achieve this goal, the program seeks to create an environment in which students

    Grades: K-5
    Julia Shannon Elementary School is found in eastern Stuttgart. The school, built in 1969, consists of 22 classrooms, a large media center, counselor's office, cafeteria, teacher workrooms, and administrative offices. Additions were made in 1972 and 1991 to adapt to the needs of our students. Julia Shannon Elementary has a staff of 22 certified teachers, six non-certified support members, and one principal. The enrollment is approximately 330 students.
    Programs and Achievements
    Students are involved in activities and programs that continue the tradition of excellence in education. The school earned recognition as one of Arkansas' Diamond Schools and achieved North Central Association accreditation. Many services and programs are offered to students. These include a self-contained special education class serving students in K-2, a Title I reading program, speech therapy and language development, a full time elementary counseling program, physical education, music, library services, a Gifted/Talented program and an enrichment program for second and third grades. Additional noteworthy programs include:
    • Project MAST: (Math And Science Together) in grades 2-4 which integrates math, science and literature using child centered hands-on activities that enhance the NCTM standards for elementary math.

    Grades: K-5 Clary Elementary is located in northern Stuttgart. The school consists of 23 classrooms, a large media center, cafetorium with a stage, counselor's office, administrative offices, conference rooms, and a teacher workroom. Facility additions were made in 1984 and 1991 to accommodate the needs of our students and district. Clary Elementary employs 25 certified teachers, 14 non-certified support staff members, and a full time administrator. The school currently services approximately 350 students of which fifty-five (55) percent are white and forty-five (45) percent are minority.
    Students and staff are involved in programs and activities which continue the tradition of high standards of excellence in education and strive to improve the effectiveness of instruction.
    • Clary Elementary has earned recognition as one of Arkansas' Diamond Schools and has achieved North Central Association accreditation.
    • Clary Elementary is honored to be a member of the Arkansas Educational Renewal Consortium. Clary Elementary has the distinguished honor of being voted Best Elementary School In Arkansas County by the patrons of the Grand Prairie.
    • An active Parent Teacher Organization supports Clary Elementary. Since 1986 parents, teachers and students have worked actively to raise thousands of dollars yearly. They target this money to enhance the quality of education for all Clary students.

    A WHITE HOUSE MILLENNIUM COUNCIL PROJECT
    The National Commission on Libraries and Information Science and Sister Cities International have embarked on a major initiative, Sister Libraries: A White House Millennium Council Project. The initial goal is for public and school libraries in the United States to pair with others worldwide, focusing on programs specifically planned for children and teenagers. Participating libraries, such as the ones listed here, receive recognition and designation as official White House Millennium Council Sister Libraries, but the project does not provide funds for staff, equipment or materials. Many Sister Libraries are in locations that are already affiliated through Sister Cities International, an organization for sister city, county and state programs in the United States. SCI is the official agency that links communities from the United States with communities worldwide.     Plans progressing for new
    Cabot High School campus

    Preparations are being made to start construction on the high school campus. Footings have been marked by high school employees to determine the dimensions of the main building. By placing these settings, the exact size of the building can be determined more easily along with the amount of space allowed around the building. These markings will also be used to plan for parking and portable classroom placements for next year.
    The main building will house core subject classes such as English, science, math, and social studies. The building will include administration offices, counseling offices, and a media center. There will be 12 science labs in the main building to accommodate science course needs. The building will contain a professional development center that will be used for large group presentations.
