Overview
Arkansas's public telecommunications infrastructure is still in its nascent stage. However, 1995 was a watershed year for telecommunications-related legislation. In a recent Southwestern Bell rate case before the state's Public Service Commission, it was stipulated that overearnings will be used to upgrade infrastructure in state hospitals and schools. Legislation
1995 Ark. SB 417 (Act 737) created the Telecommunications and Information Technology Fund and established the Joint Legislative Committee on Advanced Communications and Information Technology, which will review legislation pertaining to telecommunications and public information access and study issues relating to the development of a statewide telecommunications network. The act also created the Governor's Telecommunications and Information Technology Advisory Board, which will work with the Joint Legislative Committee. Act 1052 appropriated $2 million to develop a strategic plan for the establishment of a statewide distance learning and telemedicine network.

Pottsville School District , the fastest growing school district in Pope County, is a mixture of the small school personal touch and big school progressiveness. The Board of Education, administration, faculty, and staff are committed to offering a comprehensive educational program that is sensitive to the needs of the students. The district is committed to offering students the opportunity to achieve academically in an environment conducive to producing positive self-esteem and self-actualization. Fully accredited by the North Central Association of Schools and Colleges, students in the district consistently score above the state and national averages on achievement tests. The district is a recognized leader in the use of technology as an instructional tool and served as the regional site for technology inservice sponsored by the Bill and Melinda Gates Foundation. Parents in the district are able to access their child’s grades and communicate with teachers over the internet using Edline, a service that allows parents to monitor their child’s progress from home. In the past four years, approximately forty thousand square feet of new, modern facilities have been added within the district. These include new fine arts areas for drama, instrumental music, vocal music, and art. New instructional areas for family and consume science and new technology labs have also been added. In addition, a new football stadium, complete with track/field facilities was completed in December 2001. These modern facilities, combined with a well-qualified faculty (50% have Master’s Degrees) work hand in hand to produce a learning atmosphere that helps students realize their potential in a positive school climate.

Home to the Russellville Cyclones, the Russellville School District The vision of the Russellville School District is to educate students for participation in the fast-paced global community. This involves building a strong foundation in basic skills, as well as developing problem solving skills and training in the use of technology. The district seeks to prepare students to function in the world of work and prepare those so inclined to enter higher education or advanced training. Russellville students traditionally score above the 50th percentile of all students across the nation taking the Stanford Achievement Test 9. One student for every 16.25 who participates qualifies as a National Merit Semifinalist. This is one of the highest ratios in the state and compares favorably with top quality school systems throughout the nation. More than 50 percent of our high school graduates enroll in programs of higher education each year. The average ACT score of Russellville High School students is 22.4.     The Clinton Snipe Hunt
    Twenty years later, Arkansas is still poor.
    T wenty years ago the Clintons sent the people of Arkansas on the equivalent of a snipe hunt, linking economic and income growth to the largest tax increase in state history. The plan promoted by Gov. Bill Clinton also included recommendations developed by an Education Standards Committee chaired by his wife, Hillary Rodham Clinton. "To put it bluntly and get right to the point," Mr. Clinton said in September 1983, "we've got to raise taxes to make Arkansas competitive with the nation and the world economically." He asked the Democrat-controlled legislature to raise the sales tax 33 percent from three to four cents to fund K-12 public education, and they did. Mr. Clinton claimed the plan "is not just a tax increase that's a tax increase. It's an investment in the future of our children and in the economic development of our state." Mrs. Clinton, appointed by Mr. Clinton to chair the Standards panel, declared: "If implemented, it will do what the governor thinks it will do to improve the state's economy and the education system" (Sept. 20, 1983). Panel recommendations were approved by the state Board of Education in February 1984. Today Hillary Rodham Clinton is a U.S. Senator from New York. In her recent book

Energy Office Helps Develop Pilot HVACR Course
The Arkansas Energy Office of the Arkansas Department of Economic Development assisted in the development of a pilot program for heating and cooling contractors. Arkansas State University at Mountain Home offered the first in a series of continuing education courses specifically for the HVACR industry. This course, "Air-side Design for HVACR," was developed in conjunction with the Arkansas State HVAC Association, Arkansas Department of Health - HVACR Section, Arkansas Association of Two-Year Colleges, and Arkansas Energy Office. This collaboration was a result of continued efforts to provide the HVACR industry with education courses designed to improve installation procedures and practices, energy performance, and cost-saving opportunities. The course subject and course content were chosen based on the results of the Energy Performance Evaluation of New Homes in Arkansas conducted by the Arkansas Energy Office. Results of the study showed that 96 of the 100 new homes had oversized heating and cooling equipment in a range from 50 percent to 300 percent. The average additional up-front cost to the builder for oversized equipment was $600. The Arkansas Energy Office and its collaborative partners then instituted an extensive outreach educational program to review the study. As a result, a Workforce Training Consortium-HVACR Training Committee was developed to prioritize and determine a series of course curricula to assist the HVACR industry. The ultimate goal is to develop a core curriculum that may be transferred and available to 22 two-year colleges in Arkansas for the existing HVACR workforce.
