The University of Arkansas Cooperative Extension Service educates Arkansans in the areas of agriculture, environmental stewardship, community economic development and family and consumer sciences. Extension values and promotes principles of citizen and community involvement, scientifically-based education, life-long learning and volunteerism. The Family and Consumer Sciences program of the University of Arkansas Cooperative Extension Service is directed toward helping people acquire research-based information and decision-making skills so they can provide for the economic security and enhance the quality of life of their families. LITTLE ROCK - Some critical facts were missing during the recent debate over capital gains tax cuts in the Arkansas General Assembly. Supporters of capital gains tax cuts have praised HB1186 as a critical economic development tool for the state. HB1186 would exempt 30 percent of a capital gain from state income taxes in 2000; 50 percent in 2001; 70 percent in 2002; and all of a capital gain in 2003 and beyond. Richard Huddleston, research director at AACF and director of SFAI, said, "The ITEP study clearly shows that most Arkansas families, especially low- and middle-income families, would not benefit from capital gains tax cuts. Moreover, the $73 million in lost revenue comes at a time when the state has critical revenue needs to fund programs serving families in areas such as juvenile justice, child welfare, child health, welfare reform, child care and early childhood education. "The ITEP study raises serious concerns about the bill’s fairness in its treatment of low- and middle-income families. Because the wealthy receive a far greater share of capital gains income than middle- and low-income families, this tax cut would benefit the richest Arkansas families the most.
