(a) Every parent, guardian, or other person residing within the State of Arkansas having custody or charge of any child or children age five (5) through seventeen (17) years on October 1 of that year, both inclusive, shall enroll and send the child or children to a public, private, or parochial school or provide a home school for the child or children as described in Sec. 6-15-501 et seq. under such penalty for noncompliance as shall be set by law with the following exceptions:
  • Any child who has received a high school diploma, or its equivalent as determined by the State Board of Education, is not subject to attendance requirement.
  • Any parent, guardian, or other person residing within the state and having custody or charge of any child or children may elect for the child or children not to attend kindergarten if the child or children will not be age six (6) on October 1 of that particular school year. If such an election is made, the parent, guardian, or other person having custody or charge of the child must file a signed kindergarten waiver form with the local district administrative office. Such form shall be prescribed by regulation of the State Department of Education. On filing the kindergarten waiver form, the child or children shall not be required to attend kindergarten in that school year.

    Teacher Licensure
    Licensure rules and regulations are always subject to change due to current legislative or state department actions. L icensure is an integral part of becoming a professional in various courses of study. The College of Education and Health Professions offers programs that lead to licensure in a wide variety of fields. The regulations governing the licensure of teachers in Arkansas are issued by the State Board of Education. The degree of Master of Arts in Teaching is awarded upon the completion of one of the teacher preparation curricula offered in the College of Education and Health Professions. Arkansas law specifies that each application for a teacher's license or request to add an additional licensure area must be supported by the appropriate PRAXIS II score(s). All applicants must also complete a Teacher Record Check Form in order to make application for an Arkansas license. HEADLINES March 31, 2003 House Bill 2518: Requiring Homeschools to Prove "Quality Education" Author: Representative John Lewellen (D-District 34) Summary: This bill would authorize the Arkansas State Board of Education to issue rules, regulations, and guidelines to ensure that homeschool students receive a "quality education." This subjective standard would inevitably result in oppressive state oversight of homeschooling. Whatever the State Board of Education thought was good for homeschoolers would be imposed on them. The authority of the State Board would be completely unrestrained under the law. Status: This bill was considered by the House Education Committee on March 25, 2003, and was ordered postponed until an interim study committee can consider it further. This effectively kills the bill for this session.
