LITTLE ROCK - Even if the Arkansas Supreme Court takes no action effectively requiring another special session of the state Legislature this year, the regular session beginning in January looms ominously enough with every indication of a budget crisis. No matter what the Supreme Court decides in the school funding case this summer, the state will face either cutting services or raising taxes to meet its education obligations. A new law puts education, which already consumes nearly half the state budget, as Arkansas' top spending priority. In other words, when money falls short all agencies but education must take the hit. The Legislature's professional budget watchers say lawmakers will face an $86 million shortfall when they walk in the door come January, the start of the regular session. Meanwhile, higher education clamors for additional money, and if tradition holds, prisons will need more money. Medicaid continues its double-digit rise, a state official said.

The Arkansas Language Arts Framework and the Arkansas Mathematics Framework are the first two documents to be completed as part of a planned and continuous revision cycle. The revised frameworks were written by Arkansas teachers, as were the original framework documents. Some changes through revision are noteworthy. For example, the Arkansas Language Arts Framework replaces the two older English Language Arts and Reading Frameworks.   • The Auditor of State is one of seven constitutional officers in Arkansas. Other constitutional officers are the Governor, Lieutenant Governor, Treasurer, Attorney General, Secretary of State and Land Commissioner.
    The Auditor acts as the general accountant for the State, keeping track of all fund and appropriation balances of all state agencies, and writing the warrants (checks) in payment of the liabilities of the State.
    The Auditor is disbursing officer for certain federal funds, for approximately 800 individuals including Supreme and Appellate Justices, Circuit and Chancery Judges, Prosecuting and Special Prosecuting Attorneys, Court Reporters, Trial Court Administrative Assistants, the House of Representatives, the Senate, county Juvenile Probate and Intake Officers and Continuing Education Funds for County and Circuit Clerks, Treasurers and Collectors.
    The Auditor is a member of the State Board of Finance and, by statute, is the administrator of the Unclaimed Property Act. He serves on the Commercial Mobile Radio Services/Emergency Telephone Services Board and as an ex-officio board member of the Arkansas Public Employees Retirement System and the Arkansas Teachers Retirement System. The Auditor serves on the Boards of Continuing Education for County and Circuit Clerks, County Treasurers and County Collectors, and administers their continuing education program.

Reynolds Science Center Planetarium, located in the Reynolds Science Building on the South lawn of Henderson State University in Arkadelphia , is considered to be Arkansas finest planetarium. With seating capacity for 45 people, it contains a state-of-the-art Ziess ZKP-3 planetarium projector, producing over 9000 stars and reproducing the night sky with the finest accuracy technology will allow. In addition, it has the best multi-media capabilities of any planetarium within a 5 state region. The Donald W. Reynolds Science Center Planetarium shows the newest planetarium productions currently availabile every middle of the month on weekends, with special shows as advertised. In addition, the Donald W. Reynolds Science Center Planetarium also offers cub scout and boy scout badge workshops on astronomy, rocketry and earth science.

    The Rising Junior Exam
    The "Rising Junior Exam," officially called the Arkansas Assessment of General Education or AAGE, is designed to assess students' learning in the general education core. State law requires all baccalaureate students at publicly funded colleges in Arkansas to take the AAGE when they are sophomores. (A sophomore has earned 45 to 60 college-level hours, including transfer work and credit by examination, but not including remedial or developmental work.) If you have reached 60 college-level hours, you must take the test in order to proceed to your junior year. The CAAP test is used to fulfill the Rising Junior requirement. CAAP
    The Collegiate Assessment of Academic Proficiency, or CAAP, consists of four multiple choice exams that measure achievement in the following areas. (Click on the links for sample questions.) Each examinee will be randomly assigned one of the four exams on the test day. You will not know which exam will be assigned to you, and you may not request a specific test.
