Links for Kids A HAZUS Comparison of the 1985 Six Cities Study Overview of the Comparison In 2003, CUSEC used HAZUS, FEMA's Geographic Information System (GIS) based, loss estimation software to do a comparison of the original Six Cities Study. HAZUS can estimate losses on a variety of levels. A level one analysis is a basic census tract data set with limited soil data. The highest level of analysis, or level three, uses comprehensive building inventory, lifeline, and soil data. For this comparison, data collection and manipulation were not used, so a level one analysis was performed. In the comparison, the same six cities were used, as in the original study. The comparison used magnitude 6.5 & 7.5 events that are more likely to occur in the Central United States. Epicenters were used from the historic 1811-1812 earthquakes. In the original study, epicenters "closest to each city" were used. Theses factors, combined with the limited data in a level one analysis, do not estimate the destruction levels to be as high as the original study. With the recent activity in the Wabash Valley Seismic Zone, 7.0 events were added to the cities of Paducah, Kentucky; Evansville, Indiana; and Carbondale, Illinois.

A handful of states have statewide restrictions, the foundation says. But only a small percentage of those places have approved laws as restrictive as the one under consideration in Fayetteville. The ordinance proposed in Fayetteville would ban smoking in workplaces, restaurants and bars. The hospitality industry has been the most outspoken opponent of smoking restrictions nationwide, saying they hurt business, Alpert said. Alpert and anti-tobacco activists in Fayetteville dispute that conclusion.

R AILROADING WAS ONE OF THE BIGGEST BUSINESSES IN ARKANSAS IN THE EARLY YEARS of the Twentieth Century. Thousands of miles of track traversed the state, and at any given hour of the day there were dozens of trains in operation. This meant an investment in the state of millions of dollars and other millions paid in wages each year to Arkansas citizens.
The state's railroads could be divided into four basic categories. Most spectacular were the trunk lines which bisected Arkansas from every direction. The huge Iron Mountain System (Missouri Pacific), with its more than 1,000 miles of track in Arkansas, was the giant of the trunk lines, but the Rock Island, Cotton Belt, Frisco and Kansas City Southern all furnished through passenger and freight service linking the state with the rest of the nation (1).

LITTLE ROCK - Some critical facts were missing during the recent debate over capital gains tax cuts in the Arkansas General Assembly. Supporters of capital gains tax cuts have praised HB1186 as a critical economic development tool for the state. HB1186 would exempt 30 percent of a capital gain from state income taxes in 2000; 50 percent in 2001; 70 percent in 2002; and all of a capital gain in 2003 and beyond. Richard Huddleston, research director at AACF and director of SFAI, said, "The ITEP study clearly shows that most Arkansas families, especially low- and middle-income families, would not benefit from capital gains tax cuts. Moreover, the $73 million in lost revenue comes at a time when the state has critical revenue needs to fund programs serving families in areas such as juvenile justice, child welfare, child health, welfare reform, child care and early childhood education. "The ITEP study raises serious concerns about the bill’s fairness in its treatment of low- and middle-income families. Because the wealthy receive a far greater share of capital gains income than middle- and low-income families, this tax cut would benefit the richest Arkansas families the most.

Grisham will be present for the festivities. Mike Castle (R-DE), would allow direct coordination between Head Start and state programs in up to eight qualified states, permitting state programs to be united with the federal program to create a system that provides the best qualities of both for the disadvantaged children Head Start is intended to serve. The House bill would also give such states a more significant role in the financial oversight of Head Start, addressing the financial accountability problems brought to light at Head Start operations in a number of U.S. cities last year in which millions of Head Start funds intended for children and teachers were instead squandered or wasted on executive perks and other reported abuses "Head Start isn't perfect, and neither are most state-funded programs. A combined effort is needed by states and the federal government to help Head Start meet its true potential and that's what the House-passed Head Start bill would begin to allow in up to eight of the most qualified states," said House Education & the Workforce Committee Chairman John Boehner (R-OH). "Under the House-passed bill, participating states would be required to increase their spending on early childhood education, high standards would be required, and it would be much more difficult for federal Head Start funds intended for disadvantaged children and teachers to be wasted and squandered by local executives on lavish perks."
