THE EDUCATION MISSION OF THE BUREAU OF INDIAN AFFAIRS* Philleo Nash Excerpts from an address at the Fourth Annual Indian Education Conference, March 22 and 23, 1963, Arizona State University, Tempe, Arizona. In my talk at your Third Annual Conference here at Tempe last March, I emphasized the fact that education is our biggest single function in the Bureau of Indian Affairs and that it accounts for just about three dollars out of every five we spend on all our programs. Today I want to talk in somewhat greater depth and detail about the various components that make up the total education mission of the Bureau so that we can see the entire sweep of the operation and how the elements fit together. First let me provide a very brief framework of statistics. In the school year that ended last June the Bureau operated 263 schools of various types and 20 dormitories for the housing and feeding of Indian youngsters attending the local public schools. The total enrollment in the Federal Indian schools was nearly 42,000 with about 26,000 in boarding schools and the balance in day schools, trailer schools or Federal-Indian hospitals. Over 80 percent of the children in our Bureau-operated schools were full-blood Indians and only about three percent had less than one-half Indian ancestry. This is a most important fact about our education mission which we have to keep constantly in mind. In addition, there were nearly 70,000 Indian youngsters of school age attending local public schools, intermixed in the classrooms with non-Indian children. About two-thirds of these were enrolled in schools that received some financial assistance from the Bureau under the Johnson-O’Malley Act. Under this act we had contracts with 14 states and with school districts in four other states to help the local schools in meeting financial needs occasioned by the enrollment of Indian children living on tax-exempt lands. Altogether in 1962 these grants totaled about $6.4 million.

OCCUPATIONAL TRAINING FOR AMERICA’S FORGOTTEN MINORITY Everett D. Edington and Darrell S. Willey Everett D. Edington, Ed.D., is Director of the Educational Resources Information Center—Clearinghouse on Rural Education and Small Schools ; and Head, Department of Educational Administration, New Mexico State University at Las Cruces. Darrell S. Willey, Ed.D., is Associate Director of the Educational Research Center, New Mexico State University at Las Cruces. It is ironic that the people in the United States with the lowest standards of living are the original Americans. The American Indian has the highest rate of unemployment, the lowest average education, the lowest annual income, the shortest expected life span, and the highest rate of infant mortality of any group of its size or larger in the nation. Some of the worst poverty areas to be found in the world are in our centers of Indian population. There are approximately 650,000 Indians living in the United States today, of which 75% live on the reservations. The bulk of these persons are in the western states, with two-fifths (or slightly over 250,000) living in Arizona, New Mexico, and Oklahoma. Many of the Indians who have left the reservation and migrated to the cities have found themselves extremely disadvantaged. They lack the communication, education, and skills to enable them to compete on the labor market. A vast majority have little knowledge of the English language, which complicates further their ability to find employment to sustain themselves. Those who do find work are employed at the extreme low end of the pay scale. This is complicated further by the fact that, when a member of a family is employed, extended family members move in with him, making many more mouths to feed.

Interagency Work Group In January 2002, the Arizona Department of Education, Exceptional Student Services (ADE/ESS) entered into an Interagency Agreement with the Rehabilitation Services Administration, Vocational Rehabilitation (RSA/VR). The primary function of the Agreement is to establish a coordinated system between schools and local Vocational Rehabilitation offices. This system would help students with disabilities who have a desire to obtain and maintain competitive employment to be linked from one agency (the school) to the other agency (Vocational Rehabilitation) prior to school exit, thus ensuring a seamless transition from school to work.

Voucher Research The National Bureau of Economic Research published a report (NBER Reporter: Research Summary Winter 2004) titled "The Economics of Education" which utilized data from Chicago public schools to investigate school issues. One of their more significant findings was that while analyzing the characteristics of students who opted to exercise "choice" and attend other schools. "Our results suggest that, with the exception of career academies (that is, vocational schools that focus on practical skills), the benefits of school choice to students who opt out are illusory. .... ... those who opt in are systematically better than observationally similar students who make other schooling choices and would outperform them regardless, except at career academies." This supports the common sense notion that parents who exhibit sufficient concern over their children's education to move them, are parents whose concern already motivates them to higher achievement than the average student. Thus statistical analyses that compare achievement in "choice" schools to average schools will show this bias regardless of the quality of the school attended. An additional finding involved the "achievement gap" between Black and White students. "Interestingly, along 'traditional' dimensions of school quality (class size, teacher education, computer-to-student ratio, and so on), Blacks and Whites attend schools that are similar. On a wide range of 'non-standard' school inputs (for example, gang problems in school, percent of students on free lunch, amount of loitering in front of school by non-students, amount of litter around the school, whether or not students need hall passes, and PTA funding), Blacks do appear to be attending much worse schools."
