  • Arizona's continuing general fund shortfall will require very difficult decisions; Although economic growth is occurring , Arizona continues to experience difficulties; and Arizona's needs continue to be widespread and include higher education as well as health and human services. Schools and school districts are held increasingly accountable for student achievement through state and federal laws. While funding for Arizona's school building needs has increased, the increase in funds for school operations continues to lag behind dramatic population growth, the needs that exist in the classroom, and the standards to which Arizona's schools will be held accountable through the federal law, No Child Left Behind.
However, ABEC believes that:

Inside The Fans' Poll by Tim Healey Journalists often use the term "softball" to refer to easy questions asked of controversial news subjects. Asking Arizona State fans to pick the Sun Devils' top female student-athlete for 1999-2000 is, by no means, an easy task. Yet, that question, which was the subject of this week's Fans Poll on the ASU athletic department web site, www.thesundevils.com, generated a decidedly softball-type answer. 39% of those responding to our poll named ASU softball star Kirsten Voak as the Devils' top female performer of this past season. Voak outdistanced soccer's Stacey Tullock, who finished second with 20% of the vote. Golfer Miriam Nagl was third, receiving 16% of the votes cast, followed by gymnast Elizabeth McNabb (14%). Sun Devil basketball player Rachel Holt and distance runner Kelly Macdonald each were picked by 5% of the respondents. Kirsten Voak was a second-team softball All-American this past season, setting ASU records with 30 pitching victories and 316 strikeouts. A sophomore from Fremont, CA., Voak tossed 13 shutouts (including a no-hitter), finished with a 1.16 earned run average and held opponents to a paltry .178 batting average. At the plate, Voak batted .315 in 2000, with three home runs and 22 RBI, helping the Sun Devils post a school-record 43 victories and earn a second straight NCAA Tournament berth.

Posted on: 03/02/2003 The state of Arizona's School Facilities Board, which governs all building improvements at state schools, recently established minimum facilities guidelines for all schools in Arizona. Any school that is measured against the new guidelines and exceeds them will eventually be converted from evaporative cooling systems commonly used in the region to A/C systems. In 2002-2003, the Tucson Unified School District (TUSD) is receiving nearly $72 million in state building improvement funding, much of which is being used to help convert a sizeable number of schools to A/C. According to mechanical consultant O.J. Clayton, principal and owner of Clayton Engineering and Consulting in Tucson, A/C will eventually become the standard cooling system in most Tucson schools. "And with so many schools going to year-round schooling and public interest growing in improving students' learning environments, it's inevitable that all qualifying schools will be making the changeover," he said. Duct liner plays key role in conversions Naturally, this movement to A/C systems has kept local mechanical contractors extremely busy. They have been working on the conversion to A/C in approximately 40-plus schools in the district, as well as the installation of A/C systems in new schools under construction. Qualified Mechanical Contractors, Inc. has handled much of the work, including the HVAC systems in two schools that opened last fall: Laura Nobles Banks Elementary School and Henry "Hank" Oyama Elementary School. The firm worked with general contractor Richard E. Lambert Construction.

The program was designed to address the needs of middle and high school biology teachers for graduate-level biology courses, taught at times when they could participate. Courses are offered at times when teachers can attend: evenings, weekends, and school vacations. Because the courses are graduate-level, they meet many school districts’ requirements for salary increment credit. Courses are divided into the following categories: School-year courses : One-unit Current Topics for Biology Teachers courses meet for 15 hours, either evenings or weekends. Topics vary based on the interests of teachers and availability of instructors. The courses are designed to provide science content in the context of teaching the content to middle or high school students, so every attempt is made to incorporate hands-on activities and field trips. Summer courses : Summer provides teachers with more time to devote to their own continuing education. Most of the summer courses are two- or three-unit courses that emphasize either biology content or biology teaching. Many of our summer courses are core courses for our innovative master’s degree program.

Ethnic Segregation in Arizona Charter Schools

[The editorial review and decisions on this article were the
responsibility of Anthony G. Rud Jr. of the Editorial Board Abstract
Among the criticisms of charter schools is their potential to further stratify schools along ethnic and class lines. This study addressed whether Arizona charter schools are more ethnically segregated than traditional public schools. In 1996-97, Arizona had nearly one in four of all charter schools in the United States. The analysis involved a series of comparisons between the ethnic compositions of adjacent charter and public schools in Arizona's most populated region and its rural towns. This methodology differed from the approach of many evaluations of charter schools and ethnic stratification in that it incorporated the use of geographic maps to compare schools' ethnic make-ups. The ethnic compositions of 55 urban and 57 rural charter schools were inspected relative to their traditional public school neighbors.

They will capture spiders, observe and care for them, and use them to answer their own questions about spider behavior. Modeling the process of a research scientist, each team of students will design and conduct their own experiment. Simultaneously, the class will collaborate on joint projects investigating feeding rates of spiders and their importance in controlling the numbers of insects (by conducting a field study on or near school grounds). A CRITIQUE OF THE ARIZONA
CHARTER SCHOOLS STUDY

by Michael T. Martin
Arizona School Boards Association

Research Analyst Executive Summary In its analysis of an Arizona Charter Schools study , the Arizona School Boards Association finds that charter schools in Arizona retard the educational development of elementary school students. Relying almost exclusively on quotations from the study by Arizona State University’s Morrison Institute, the ASBA report shows that the primary appeal charter schools have for parents is the smaller class sizes that are possible with higher funding received per student by charter schools over that of public schools. The Arizona Department of Education commissioned the Morrison Institute to study Arizona charter schools, and to compare the growth in student achievement scores at charter schools with those same statistics in public schools. The state-mandated SAT9 test was used to measure student achievement. The Morrison study used focus groups and parent, student and teacher surveys at charter schools. According to the ASBA report findings, despite a severe bias in the administration of the surveys and focus groups, the study concluded primarily that public schools are overcrowded, while charter schools offer smaller classes with more individual attention per student.

Arizona School for the Deaf
1. How old is ASDB?
ASDB was established by the Arizona State Constitution in 1912 when Arizona became the 48th state. The Tucson Campus moved to its present location on Speedway from the University of Arizona grounds in 1922. The Phoenix Campus (The Phoenix Day School for the Deaf [PDSD]) opened in 1967. The North Central Regional Cooperative, the first of ASDB’s five regional programs, opened in 1988. The last of the five regional programs opened in 1998.
2. How many students attend ASDB programs?
In the 2002-2003 school year, approximately 2000 sensory impaired students from all over Arizona were served by ASDB. About 300 students attend the Tucson Campus, and about 270 students attend the Phoenix Campus. The remainder, nearly 1400, receive services from ASDB’s regional programs.
3. How many students live in the Tucson Campus residence halls?
The Tucson Campus of ASDB has facilities for students to board. About 35% of the students on the Tucson Campus (about 110) board at the school. About half of these students go home each weekend; the remaining students go home at the major homegoing breaks scheduled throughout the school year.
4. Is ASDB a private school?
