Current Research: The Instructional Consultant Role of the School Library Media Specialist
Patricia W. Pickard, Department of Educational Media, DeKalb County School System. At the time of this article she was library media specialist at Sequoyah Junior High School in Doraville, Georgia.
The role of the school library media specialist has progressed from that of librarian, or keeper of books, to master teacher, instructional design consultant, or teacher-librarian, which is the term used in Canada. In 1988, Information Power: Guidelines for School Library Media Programs Media Programs: District and School, elevated the instructional role and described the requirements for that role as design and consultation. "Design" meant that the library media specialist was to initiate and participate in curriculum development, while "consultation" meant that the library media specialist was to recommend media applications for instructional settings. By the late 1970s, many articles and books focused on the concept of instructional design and the librarian's role in it. In the early 1980s, several models for instructional development or design and curriculum involvement by the library media specialist appeared in the literature. Nickel listed twelve steps for the library media specialist to follow in order to play a key role in curriculum planning and development, including being aware of the total instructional program of the school; visiting classes as often as possible; knowing the current methods of teaching; becoming involved in the actual planning of the curriculum; conducting in-service for teachers; knowing bibliographies in the textbooks and adding books cited in them to the media center collection; and participating as a member of the instructional team.(1)

Students FIRST ( Revised A Summary of the New School Capital Finance System In 1994, the Arizona Supreme Court ruled that the state’s statutory scheme for funding school facilities and equipment violated the Arizona Constitution. The four-year struggle to create a new capital finance system ended July 9, 1998 when the legislature passed and Governor Hull approved SB 1101, a revised version of Students FIRST. Acting on a joint statement of the litigants that the revised Students FIRST "facially meets the standards for establishing and maintaining a general and uniform public school system," the Supreme Court vacated the pending injunction against state aid to public schools and directed the trial court to terminate the litigation. Students FIRST creates a completely new system that will be more equally funded but also more tightly controlled by the legislature and its agent, the new School Facilities Board. The purpose of this memo is to familiarize school administrators and board members with the new school capital finance system. Despite its length and complexity, Students FIRST provides only the legal structure of the new system. The School Facilities Board must "operationalize" the system by establishing definitions and procedures for specific funds. The Old System At a Glance Funding for K-12 education under the old system has been based upon a formula composed of three basic components from which funding limits are calculated: maintenance and operations (M&O), capital, and transportation. The capital component consisted of two funds: the Capital Outlay Revenue Limit (CORL) and the Capital Levy Revenue Limit (CLRL). CLRL monies could be used only for capital expenditures, while CORL monies could also be used for M&O expenses. In 1996, a "capital outlay transfer limit" was imposed to gradually eliminate CORL transfers to M&O.

Big High schools striving for small-school ambiance Other coaches and student advisers will be expected to do the same, said Jack Dillard, principal of Sandra Day O'Connor High School, Deer Valley's newest high school. "I want this to be a personable school," Dillard said. "One where kids feel connected." Making large high schools feel small, intimate and personable is the latest trend in high school education, where enrollment can top 2,500 students. For decades, high schools have been departmentalized, run like small colleges. Teachers weren't expected to find out why a kid didn't turn in his paper; they only knew that he didn't. Now, high schools are being divided into "houses" or "schools within a school." Throughout the Valley, incoming freshmen are being given the royal treatment at orientations, and some schools are asking upperclassmen to be a buddy, mentor and tutor to underclassmen.

Late Nineteenth Century
The development of school libraries can be traced to the beginning of the public library movement in the last half of the nineteenth century in the United States. Public libraries served the needs of public schools which were sometimes built in close proximity to a public library. Public library staff frequently placed temporary book collections in the schools for educators' use. Bookmobiles visited, and still do, public schools in rural areas.
In 1876 the United States Dept. of the Interior, Bureau of Education published a report

Eileen Maxwell IMLS Responds to Challenge to Help Children Learn Washington, D.C.-Museums and libraries across the country are welcoming America's students back to school. With increasing frequency, schools and school districts are tapping museums and libraries to help teach and enrich the K-12 curriculum. Some students whose schools link their curricula with nearby museums and libraries are even reporting scoring higher on standardized tests. Launching his annual America Goes Back to School effort, U.S. Secretary of Education Richard W. Riley is calling for greater community involvement in education: " America Goes Back to School is a special time for communities to reaffirm their commitment to learning and education." By providing crucial Federal support (grants and technical assistance) to the nation's museums and libraries to carry out their educational mission, the Institute of Museum and Library Services (IMLS) reaffirms its commitment to learning. Museums and libraries are natural partners in education. IMLS recently funded a nationwide survey, "True Needs, True Partners," which found that 88 percent of museums provide K-12 educational programming. Seventy percent have at least one full-time paid staff member who administers K-12 educational programs. Museums report substantial use of school curriculum standards in shaping educational programs for a variety of school subjects. IMLS grants for musuem-school partnerships have involved 82,000 students, 228 schools, and 82 museums.
