Patti White and her fellow parent leaders at the Cherry Brook School in Collinsville, Connecticut, thought they’d done everything right. They filled in all the requisite paperwork, they paid their dues ($732), and they waited for the benefits to start arriving. And they waited  and they waited  and they called for answers  and they waited  and they e-mailed for answers  and they waited  . According to White, the real attraction in joining the PTA was the resources that were mentioned so prominently in the initial meeting. “We felt that there was going to be this wonderful well of resources to draw on,” recalls White. “The PTA recruiter talked about bus safety kits and fire safety kits and a monthly magazine and information on speakers for our school. She really sold us that the PTA was going to come out and train our board members and everything. There was also a lot of talk about insurance benefits. It sounded great.” And yet, as the 1999-2000 school year began, White looked for the benefits and couldn’t find them.

The Kyrene School District is facing declining enrollment due to demographic changes within District boundaries and recent competition from charter schools. Lower enrollment numbers and the goals of providing market-driven compensation and maintaining quality programs will affect the District’s budget and will result in necessary budget reductions. The Budget Advisory Group (BAG), whose membership provides equal representation to parents, teachers, support staff, and administrators, is in the process of examining a "yellow" list of possible ideas for budget reductions. This group will prioritize the ideas for budget reductions. However, it is important to note that no decisions have been made to date. There are still two opportunities to provide input to this group.

This is very helpful for me in terms of understanding what you're planning. I'm still trying to figure some things out. Please keep in mind that I am not being critical as I ask these questions. I am simply trying to get some things straight and to understand this better. It sounds like Massachusetts is much further than we (Arizona) are in many ways on this issue. (That goes without saying.) More specifically, it sounds like almost all teachers believe that the tests are detrimental to educating students. Perhaps they vary in the strength of this belief and how much they are willing to risk when they take an action. But not many believe that tests are like a bad tasting medicine. Few people, at least

In a celebrated 1995 essay, Harvard political scientist Robert Putnam warned that Americans were far less likely to join groups than in the past. Citing declines in many major organizations—labor unions, the League of Women Voters, PTAs, and bowling leagues—Putnam concluded that Americans had become far less civic-minded, a trend that would inevitably lead to a fractured and balkanized America. Ladd, professor emeritus at the University of Connecticut, disagrees. A great deal of evidence, he contends, shows Americans are now more likely to join associations and aid charities. We are less likely to bowl than in the past—but more likely to join soccer leagues. Women have shifted their allegiance from the League of Women Voters to less political groups, such as the Soroptimists and local businesswomens’ associations. And while PTA membership is declining, parents aren’t abandoning the schools; they’re more likely to create independent, locally controlled parent-teacher organizations (PTOs), which don’t have to pay hefty dues to the PTA national headquarters or follow its political lead. Americans are also increasingly donating time to worthy causes. Polls show steady rises in the percentage of Americans who say they volunteer to help others. In 1977, for instance, 26 percent of Americans surveyed said they donated time to help the poor, the sick, and the elderly. By 1995, the percentage had more than doubled to 54 percent. Charitable donations are also rising, from $349 per person in 1970 to $524 in 1996 (measured in constant 1993 dollars).
