      These eligibility requirements apply to all of the online charter schools in the state, not just Arizona Virtual Academy. If anyone wants to read the text of bill that established the newest changes in the distance learning charter schools, you can find it at the link at the bottom of this message. Before enrolling their child in any of the online charter schools in Arizona, parents should realize that by doing this, their child becomes a public school student who studies at home, rather than a homeschooler. This distinction is what requires the online charter school students to take all the standardized tests, including AIMS, that are mandatory for other public school students. These online charter schools mark a significant change in the way homeschooling works in Arizona - prior to these schools, parents were solely responsible for making the educational decisions that affected their children. Now, people who consider themselves homeschoolers, and who indeed are encouraged by the online charter schools to see themselves as homeschoolers, have to share that educational responsibility with public officials and school personnel.

I certainly did understand how virtual charter schools work. I object to the way the schools are marketed. Virtual charter schools add a layer between the parent and the child. The child is no longer directly accountable to the parent, the parent is no longer directly in charge of the child's education. Instead, the child is directly accountable to the agency administering the virtual charter school program, via the parent, while the parent is overseeing the child's education, following whatever curricula, methods, and reporting are required by the virtual charter school. Here is the final part of that earlier message: "Now, people who consider themselves homeschoolers, and who indeed are encouraged by the online charter schools to see themselves as homeschoolers, have to share that educational responsibility with public officials and school personnel." This is what I meant by the significant change for homeschooling in the state - I know parents who use these virtual charter schools, and they fully consider themselves to be homeschooling. It is this issue of confusion that is the problem, whether it is the parents themselves who don't fully understand what it is they are doing (public schooling at home), or it is legislators who assume that these parents are indeed homeschooling.

    Arizona Corporation Commission (ACC)
    State of AZ Public Access System (STARPAS) provides dial-in access via computer modem to information on corporations, limited liability companies, trademarks, tradenames, and limited partnerships having a business presence in Arizona. It is a fee based system requiring a modest $36. startup fee and a deposit account with the ACC to cover the $.30 per minute usage fee. It is a good model of providing state public records to the business and legal communities, but the deposit account model precludes casual or occasional public usage.
    Arizona Department of Education (ADE) AzEdLink is the department's current Internet access service for the K-12 educational community. For an annual fee of $35, public school instructional, administrative and support staff members as well as affiliated community members and students (currently a total of 3,000 users) dial-in via computer modem for full Internet access. The 800 service used in the pilot program has been discontinued due to traffic and cost, but in addition to Phoenix local lines, Yuma, Tucson and Flagstaff have local access. ADE (along with the Department of Commerce) has the most thoughtfully designed and useful World Wide Web site in Arizona government with their visions and goals readily accessible as well as pointers to K-12 schools hosting their own Web presence and links to many educationally related resources.

    TUSD Food Services Offers Summer Meals for Children The 2004 Summer Meals Program provides free breakfast and lunch meals to children attending summer programs at qualifying school and non-school sites. The meal service is also open to children through age 18 living in the neighborhood who would like to participate even if they are not registered in a summer program at that site. The program runs from May 25 through July 9. Exact dates of service and meal times vary. For more information, read the 2004 Summer Meal Schedule or call Food Services at (520) 225-4700.
