The chief executive officer of the federally funded Education Leaders Council (ELC) is giving up a $235,000-a-year renewable consultant contract that she arranged for herself three years ago as a board member, because the arrangement violates federal ethics rules.
Lisa Graham Keegan "is in the process of completing the paperwork necessary to become a full-time ELC employee," with the apparent intention of stepping off the ELC board, Brian Jones, the council's chief operations officer, told the Education Department on March 25 in response to a department probe.
In the past year, eight ELC directors have resigned because Mrs. Keegan rebuffed their requests for management changes after the council's auditing firm flagged her contract.
Directors who resigned also wanted ELC to get more of its money from private sources and to reduce its dependence on $10 million in annual federal appropriations.
Conservative education advocates founded ELC in 1995 to push for school choice, higher achievement standards and other reforms at the federal and state level against the teacher-union-led education establishment.

The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

Nothing in this article shall be construed to require the testing of children who are instructed in a home school program while they are receiving home school instruction. B . A child who enrolls in a kindergarten program or grades one through twelve after receiving instruction in a home school program shall be tested pursuant to this article in order to determine the appropriate grade level for the educational placement of the child. 15-802. National Assessment of Educational Progress (NAEP) The National Assessment of Educational Progress (NAEP), also known as the ‘nation’s report card’, is the leading national assessment of what American students know and can do in reading, mathematics, and many other subjects. NAEP provides information on state and national student achievement, and how that achievement has changed over time. The No Child Left Behind Act requires that NAEP assessments be administered in reading and mathematics at grades 4 and 8 every two years. States and school districts that receive federal funding to aid educationally disadvantaged students in high poverty areas must participate in these assessments.

February 24, 1998 Introduction : Aquaculture has evolved rapidly in recent years here in Arizona. Although the primary regulatory agency is now the Department of Agriculture, Arizona Game and Fish and the Department of Environmental Quality have significant regulatory oversight. The following outline is meant to provide the basic information regarding the stocking, rearing, transportation, harvest and disposal of aquaculture products, by-products and effluents. All practicioners should maintain and review copies of all the pertinent regulations. II. Triploid Grass Carp (a.k.a. White Amur, White Amir) - A special permit, issued by Arizona Game and Fish, is required for the stocking of triploid grass carp. Only fish which have been certified as sterile may be brought into the state and these must be of a certain size before they can be stocked into irrigation systems or golf course lakes, where they are used for aquatic vegetation control. - FREE III. Aquaculture license - A person who wishes to raise fish in captivity as a commercial enterprise is required to obtain an aquaculture permit from the Arizona Department of Agriculture. The permit application will require that information regarding the location, water source and water disposal, the responsible (contact) person be provided. The application also must include the species being cultured. - $100 per year

Final Regulations Regarding Qualified Educational Loan Interest Deductions Issued (TDNR JS-1512; T.D. 9125)
The IRS has issued final regulations related to the Code Sec. 221 deduction for interest paid on qualified educational loans. Additionally, Reg. §1.6050S-3 was amended, affecting taxpayers who pay interest on qualified education loans and payees who receive payments of interest on qualified education loans.
Interest Provisions
Capitalized interest is deductible as qualified educational loan interest. Fees such as loan origination fees or late fees are considered interest if they represent a charge for the use or forbearance of money. If, however, the fees represent compensation to the lender for the cost of specific services performed in connection with the borrower's account, they are not interest for purposes of income tax. Under the final regulations, loan payments generally first apply to interest that has accrued and remains unpaid as of the date the payment is due, and then apply to outstanding principal. Payments of interest made by someone other than the taxpayer/borrower are generally treated as first paid to the taxpayer and then paid by the taxpayer to the lender. Thus, if a third party pays interest on behalf of the taxpayer as a gift to the taxpayer, the taxpayer may deduct this interest for federal income tax purposes. While the definition of eligible educational institutions has not been changed from that provided in the proposed regulations, a new example illustrates that deductibility of interest on a loan is not affected by an institution's subsequent change in status.
