GENERAL TAX INFORMATION FOR POTENTIAL ARIZONA RESIDENTS

The department often receives requests for general Arizona tax information from people who are thinking about moving to Arizona. The department has drafted this document to provide that information. For complete details, refer to the Arizona Revised Statutes and the Arizona Administrative Code. In case of inconsistency or omission in this document, the language of the Arizona Revised Statute and the Arizona Administrative Code will prevail. PERSONAL INCOME TAXES
Personal Income Tax

Arizona imposes its income tax on residents and on nonresidents that earn income in Arizona. The starting point for the income tax computation for Arizona residents is the federal adjusted gross income (Arizona gross income). This amount is then subject to certain additions and subtractions to arrive at Arizona taxable income. Since Arizona starts with the federal adjusted gross income, any income that is taxable for federal purposes will also be subject to Arizona tax unless such income is specifically excludable under Arizona law. Additions to Income
Arizona law requires a taxpayer to add certain items to his or her Arizona gross income. One of the items a person must add to income is interest income from non-Arizona municipal bonds. The Form 140 instructions have a full list of items that a person must add. You may view the form 140 instructions by visiting our web site, or you may order a Form 140 booklet. You can find the web site address and telephone numbers later in this document.

An Invitation to Participate Join with thousands of citizens taking action to create great public schools for every Arizona child.
The Arizona Education Association is initiating a citizen movement to organize thousands of teachers, parents, and other citizens who will define a 10 point agenda built on the needs of schools and students and hold our elected officials accountable for doing their part in supporting great public schools for every Arizona child. How Education Victory 2004 Works:
1. AEA will initiate hundreds of conversations with teachers, school employees, and citizens. From these conversations, a list of 10 essential initiatives will form the AEA Great Public Schools Action Agenda. This agenda will provide a basis for conversations with elected officials and candidates. We will seek a covenant among the citizens of Arizona, its teachers, and elected officials and hold each other accountable to it. 2. The conversations will also form a powerful coalition that will organize an early ballot drive that collects thousands of request forms from Education Victory 2004 voters who support the AEA Great Public Schools Action Agenda. Education Victory 2004 participants will be part of a communications network that is informed about elected officials and candidates and their stand on the AEA Great Public Schools Action Agenda. 3. An Education Victory 2004 Rally in October, 2004 will attract thousands of citizens to the Arizona State Capitol as a public expression of support for Public Education and the strength behind the voter education network.

Students First Overview
School Facilities Board
Students FIRST is a school capital finance program funded by revenues dedicated from the state transaction privilege (sales) tax. Monies are transferred annually by the State Treasurer to the Arizona School Facilities Board, which administers the program; there is no need for legislative appropriation. Arizona public school districts receive funding for the correction of deficiencies in existing school facilities, building renewal, and new school construction, while maintaining the ability to raise local funds through limited general obligation bonding and capital overrides.
Background
Deficiencies Correction
The Students FIRST law established a deficiencies correction fund for the purpose of correcting deficiencies in existing school facilities. Deficiencies might take the form of a square footage deficiency or a quality deficiency, and must be corrected by June 30, 2003. The School Facilities Board is charged with adopting rules establishing minimum school facility guidelines, assessing school buildings against these guidelines, and providing monies to bring the buildings up to the guidelines. On November 18, 1999, the Board adopted Building Adequacy Guidelines that now serve as the minimum standards for existing and new school facilities in Arizona.
Building Renewal
New School Facilities
The Students FIRST law established a new school facilities fund for the purpose of constructing new schools to meet the minimum adequacy guidelines. The criteria to determine district eligibility for monies from the new school facilities fund are based on annual evaluation and approval of district enrollment projections and the additional square footage that will be needed to maintain adequacy standards in a district. The School Facilities Board distributes new school facilities monies to school districts based on the following formula: (number of students) x (square footage) x (cost per square foot) = allocation. Land costs are funded in addition to formula funding for new construction.

ARIZONA GENERAL EDUCATION CURRICULUM (AGEC-S) GENERAL EDUCATION VALUES STATEMENT Through a general education program, a college or university commits students and faculty to the pursuit of wholeness in learning - to seeing the relationship of our special interests to the larger academic and cultural contexts which we share. The search for an integrated understanding requires a general desire to learn, an energetic interest in the world, and a willingness to put ourselves in the place of those whose beliefs and outlooks are different from our own. A general education program, pursued by curious and empathetic faculty and students, provides a structure in which the accumulation of knowledge and the practice of disciplined, independent thinking can grow into comprehensive understanding and reasoned value.

What is an AGEC?
The Arizona General Education Curriculum (AGEC) is a thirty-five semester credit "block" that you can complete at any Arizona community college. Because there are some differences in the mathematics and science requirements for different degrees, there are three AGECs.
  • AGEC-A: This is 35 semester credits that are part of the Associate of Arts degree. AGEC-B: This is 35 semester credits that are part of the Associate of Business degree. AGEC-S: This is 35 semester credits that are part of the Associate of Science degree.
Completion of the AGEC with a grade point average of 2.0 on a 4.0 scale guarantees your admission to the universities if you are a resident student. Non-residents must have a grade point average of 2.5 on a 4.0 scale. Completion of the AGEC also means that you will have met the lower-division general studies requirements at any of the Arizona public universities.
