    INTRODUCTION
    From "A Nation at Risk" to "No Child Left Behind", efforts to improve K-12 education have increasingly recognized that improvement requires reform of a host of interconnected systems that make up education as we know it. "School reform" still means many things to many people, but there is widespread agreement that it must be more than just "tinkering around the edges."
    PROJECTS
    All of our projects share in common a clear focus on applied research and technical assistance that reflects equity and diversity issues within schools. Projects relating to this topic are listed here. For a state-by-state listing of projects, see Where We Work
    Breaking Ranks Study [detail]
    The LAB will conduct a study that systematically investigates how the implementation of the Breaking Ranks framework supports effective high school reform and improved teaching and learning in urban low-performing schools. Through this study, the conditions and strategies necessary for achieving and sustaining positive change and improvement in low-performing schools will be documented, and resultant effects on student learning and achievement for diverse student populations will be documented. This research activity will be conducted by staff of the LAB and Center for Resource Management (CRM) in partnership with the National Association of Secondary School Principals (NASSP), the NASSP state affiliates in this region, the Providence, RI school district, the Yonkers, NY school district, and the Malden, MA school district.

    A AAAS American Association for the Advancement of Science AACTE American Association of Colleges for Teacher Education AASA American Association of School Administrators AEL Appalachia Educational Laboratory AERA American Educational Research Association AFT American Federation of Teachers AIT Agency for Instructional Technology alternative assessment: An assessment in which students originate a response to a task or question. Such responses could include demonstrations, exhibits, portfolios, oral presentations, or essays. (Compare to traditional assessment analytical trait scoring: A method for assigning a summary score to a product, performance, or work sample based on a prior analysis that defined the key traits, dimensions, or characteristics possessed by the class of objects being scored.     Critical Issue: Ensuring Equitable Use of Education Technology
    ISSUE : When a school or district decides to implement education technology into the curriculum, one of its overriding goals must be to create plans and policies for all members of the learning community to have equitable access and use . Appropriate funding and professional development represent the key means of supporting equitable access and use of technology to ensure technology literacy and to support meaningful learning for all students. OVERVIEW: Even before high-technology applications began appearing in some U.S. schools, learning opportunities were not the same for all students. Students who are already at risk of educational failure often attend schools that provide fewer opportunities for meaningful learning. The development of high-technology learning tools holds promise for leveling the playing field and ensuring equity in educational opportunity for all students in all schools. The National Academy of Sciences and the National Academy of Engineering (1995) emphasize the importance of technology in promoting educational opportunities for all students: "Technology deployed in education can help remove inequities between the schools of the inner city and the suburbs, between cities and rural districts.... Technology can become the force that equalizes the educational opportunities of all children regardless of location and social and economic circumstance."

    Mission To ensure that homeless children and youth have access to a free, appropriate public education, comparable to that provided to the children of any Arizona resident and consistent with Arizona's mandatory school attendance laws. Program Description Title X-C of the Stewart B. McKinney Homeless Assistance Act of No Child Left Behind (NCLB) requires equal access to education for homeless children and provides funds for state and local activities to provide such access. The Academic Achievement Division (AAD) develops and implements a state plan for educating homeless children and youth, and provides technical assistance to local education agencies, (LEAS) and public and private social service agencies on appropriate services for homeless children. The Academic Achievement Divison also provides and administers grants to local education agencies to provide direct educational and support services to homeless children and youth.
