Check out the City of Portland's Bureau of Planning. for ideas on zoning and overlay districts that will help the city grow smarter. Portland's focus on determining its future began in the 1970's when it was called upon by the State of Oregon to develop a land use plan. Its plan covers 24 cities in three counties. And, unlike most other growing cities, Portland has stood up to pressure from developers, including the threat of lawsuits. Portland passed the toughest development laws in the US. In essence, Portland drew a line around its metropolitan area, saying that all future development should occur there and that outside areas should remain undeveloped open space. More specifically, the city decided that downtown Portland should be the center for government, business, and cultural activities and should be pedestrian friendly. Growth is allowed in the 364-square mile area around this core. Light rail connects the core with nine smaller business and shopping areas.

Cities with indoor smoking bans have dramatically lower indoor air pollution than cities that allow patrons to light up in bars and restaurants, according to a study released Thursday. Also Online Roswell Park Researchers at the Roswell Park Cancer Institute in Buffalo conducted air quality tests in 53 venues in seven major U.S. cities, and found that indoor air pollution was an average of 82 percent lower in smoke-free cities. The results appear in line with several smaller studies that showed a decrease in air pollution in cities that prohibit indoor smoking. "If anything is surprising, it's the magnitude of the effect," said Andrew Hyland, who led the study. "We're not talking about a 10 percent reduction in exposure." The latest study was partly financed by grants from the Campaign for Tobacco-Free Kids, an anti-smoking group.

In particular, the department has strengths in algebra, analysis, computational mathematics, control and system science, differential equations, discrete mathematics, dynamical systems and chaos, mathematical biology, mathematics education, number theory, and statistics. The department also participates in the Master of Science degree in statistics and the Master of Natural Science (M.N.S.) degree for interdisciplinary study, for which a thesis is not required. Arizona City Realizes Benefits of Energy-Saving Investments
State Energy Office Project Brief, Arizona, March-April 2003 Bullhead City, Arizona, recently completed a major energy efficiency project that is projected to save the city more than $100,000 a year in energy costs and operation and maintenance expenses. In recognition of these improvements, the city received the 2002 Governor's Award for Energy Efficiency for Arizona Municipalities for populations between 10,000 and 70,000. The project began in 1998 when Bullhead City was awarded a Municipal Energy Management Program (MEMP) grant for $58,000 from the Arizona Energy Office. The grant funded approximately half the cost of new thermostats for city buildings and the replacement of old roof-mounted, air-cooled chillers with ground-mounted, water-cooled chillers. After purchasing the chillers the city found other energy saving projects: a rehab of the mechanical system provides a 36 percent savings in energy costs; a lighting retrofit project reduces Bullhead City's energy consumption for lighting by 51 percent; and a traffic signal retrofit at 19 intersections reduces the energy consumed by traffic signals approximately 88 percent. The total project cost was $1,229,248. The city contributed $1,171,248 to the project, with the state providing the original $58,000 matching grant. The city has been guaranteed annual energy savings of $86,021, and $29,642 per year in operation and maintenance savings, plus and an additional $18,000 per year in cost avoidance realized with the replacement of old equipment. The costs of all energy efficient measures will pay for themselves in savings in approximately 10 years.
