As charters and voucher schools decry the "burdens" of special education, advocates for students with disabilities prepare to defend hard-won rights By Christine Stoneman "My child may be deaf, but she is not a burden!" cries Milwaukee parent Susan Endress. Endress made the comment after the City of Milwaukee announced that its charter schools do not bear the "burden" of providing special education services to students with disabilities. The Wisconsin Department of Public Instruction (DPI) has threatened to withhold funding for charter schools that do not provide such services, setting the stage for a showdown with the city. Several miles away in her north side apartment, Viola Beacham ponders her decision to return her son to the Milwaukee Public Schools. The private school for which she had received a state-funded voucher wasn't providing the services he needed for his speech/language and learning disabilities. Pat Patterson, meanwhile, makes unanswered calls to some of Milwaukee's private voucher schools seeking, so far in vain, for them to take her two severely disabled sons. "This is a public program," says this long-time mentor and advocate for African-American parents of students with disabilities. "Why shouldn't they have to take my children and provide the help they need?"

Introduction: The charter school movement is one of the fastest growing education reforms of the Nineties. In 1992, only two states, California and Minnesota, had passed charter school legislation. By the end of 1995, 19 states had charter school laws in place and at least 16 others had considered similar legislation. At the federal level, Congress passed legislation in 1994 authorizing grants to support states' charter school efforts. Despite such popular interest, fewer than 250 charter schools are currently operating nationwide. Whether this small but growing number of schools will lead to greater innovation and influence the systemwide transformation of public education remains to be seen. Below is a summary of the issues surrounding charter schools and the implications of recent research about the future of this movement. What constitutes a charter school?

Latest school and child care requirements:
Effective in April of 2000, Arizona students enrolling for the 2000/2001 school year had to meet new immunization requirements prior to 2 nd and 7 th grade entry that included a second dose of Measles, Mumps, Rubella (MMR) and the 3-dose series of hepatitis B vaccine. The hepatitis B vaccine series takes a minimum of 4 months to complete. The new rule was added to a Kindergarten and 1st grade requirement by phasing in two grade levels. Every year for a five year period, two grade levels will be added until all grades K-12 are included. Schools will be responsible for following the implementation schedule by excluding those who have not started the shots or who are overdue for the next dose. On January 19, 1999 a new rule became effective requiring the 2 dose hepatitis A vaccine series for children aged 2 through 5 attending child care in Maricopa County.

Our Mission:
Our Montessori school challenges each child to achieve excellence through an individualized program. We inspire a passion for learning, instill a sense of personal responsibility, and cultivate a respect for the environment and involvement in the community. Thanks to the foresight and hard work of a determined team of parents and community volunteers, Sedona Charter School was founded in 1995 as the second charter contract issued in the state of Arizona. The SCS charter proposal was so well-conceived that it was approved quickly and unanimously by the State Board of Charter Schools. It was also distributed nationwide as a model for other new charter schools to follow. Our doors opened at the start of the 1995-96 school year with 90 students in grades 1-5. We currently serve students in grades K-8 and our attendance is at approximately 145 students. In this small school atmosphere, our students are able to reach high levels of academic achievement and receive some of the highest scores on standardized tests in Arizona. The children are taught by an intensely focused teaching team in multi-age, multi-grade classrooms. This team is guided by an experienced head teacher formally trained in the Montessori method. The teachers work to ensure that each student has the opportunity to excel, both academically and as a good citizen, in an environment that is physically and emotionally safe for all children.

Charter school students in the elementary grades exhibited faster achievement growth than traditional public school students.
Achievement growth in the middle grades was similar for both kinds of students, while high school achievement growth was higher for traditional public school students.
Even so, charter students who completed the 12th grade surpassed traditional public school students on SAT-9 reading tests.
In the middle and high school grades, charters generally serve students seeking vocational training, who have been out of school, are struggling with learning or behavioral problems, or those who have been in the juvenile justice system.
Although the study treats the initial years of extensive charter school existence, the results suggest that the long-term benefits of switching schools to find a better student/school match outweigh the short-term disruption.

Arizona's charter school law does not meet the AFT criteria for good charter school law. It does not allow for collective bargaining for employees, does not require certification for teachers, and does not connect charter schools to the local school district. Admissions policies: Charter schools may limit admissions by age groups or grade level. The school must admit students who reside in the attendance area of the school, except where admission would violate a federal court desegregation order. If too many applicants apply for admission, the charter school must admit students in the geographic area of the school district the school is located in, and if further cuts are necessary, they must be done through an equitable selection process like a lottery. Charter schools are required to enroll all eligible pupils who apply in a timely manner. State standards apply: Yes. The state standards in core subjects apply to charter schools. The charter school may design its own method of measuring progress toward pupil outcomes adopted by the state board of education. Uses the same test instrument: Yes. Charter schools must participate in the Essential Skill Tests and national standardized norm-referenced tests.
