    My original charge was a simple review of an article from the Educational Policy Analysis Archives: Ethnic Segregation in Arizona Charter Schools. However, the more I read and researched the premises surrounding the authors' research, the more the project took on a life of its own. The deeper I delved into the subject of ethnic bias and charter schoolsalso known as alternative, independent, magnet, accelerated, Montessori schools, etc.the more questions were created about charter schools themselves. It quickly became clear to me that all that I really knew about charter schools could fit on the head of a pin and not interfere with any angels that might be dancing there. Just what is a "charter school" and why is time and energy being devoted to researching them? The five Ws investigative techniques who? what? when? where? why? will give the reader a thumbnail sketch of this educational phenomenon. Who? Charter schools are "designed and operated by educators, parents, community leaders, educational entrepreneurs, and others. They are sponsored by designated local or state educational organizations who monitor their quality and integrity..."(1). What?

    Five years of charter schools has done little to effect change in Tucson’s public schools. Instead, charter schools are having a deep impact on most private schools in all aspects – from enrollment to the way private schools operate. At least four private schools have or plan to become charters themselves to survive enrollment losses. Arizona Daily Star The most striking finding (of the Arizona State University’s Morrisen Institute) was that students who attend charter schools achieve below their potential, and score high achievement gains only when they return to public schools. This finding was true at virtually every grade level in every subject analyzed (reading, language arts and math) in this study.     Education Re-segregating Schools By E. Wayne Ross C urrent efforts to reform public education are driven by a fervent desire to improve student test scores. For many states and local school districts the only thing that counts when judging the effectiveness of schools are the scores students produce on standardized tests. In the pursuit of higher test scores, a Long Island, New York school district has instituted a tracking system that unfairly segregates kids and teachers by race. The latest “Amityville horror” was concocted in a secret meeting of the seven-member Amityville school board and the district superintendent last August and implemented in the fall without input from the public or teachers. The tracking scheme sorts elementary and middle school students into low, regular, and high-achievement tracks based on standardized test scores, a practice condemned in a recent report by the National Research Council. In a district where 68 percent of the students are African American, 16 percent Hispanic, and 16 percent white, the “low-skills” classes enroll 91 percent minorities, while the “high-skill” classes enroll only 60 percent African American and Hispanic students. The Amityville tracking system doesn’t stop with students. Although there are eighteen African American teachers in grades affected by the plan, only one African American teacher has been assigned to teach a higher-skills class. In addition, the Amityville scheme denies students in the “low level” track access to instruction in social studies and science, as well as classes in library, band, orchestra, and chorus. The district defended its tracking system by claiming the intent was to increase the districts below-average test scores and that instruction in any area other than reading and math would be a distraction from this goal.

    How charter schools are revamping public education in Arizonaand beyond. James K. Glassman Three years ago, Arizona passed a law that allows almost any reasonably serious person to start a school and receive a little more than $4,000 in state funds for every student enrolled. Such "charter schools," as they're called, are public schools that operate with more autonomy than conventional onesa vague definition, perhaps, but the best one available. Twenty-nine states and the District of Columbia have laws permitting them. In the short time they've been around in Arizona, charters have attracted more than 25,000 students, or roughly 3 percent of the state's public school population, and the number is still rising by 10,000 annually. Arizona, with one-fiftieth of the nation's population, has about one-third of its 780 charter schools. Arizona has twice as many charters as California, which has eight times as many children under age 18. Over the past year, I've visited Arizona three times to see how well its charter schools are working. I especially wanted to find out whether charters were providing competition to traditional public schools and whether, in response, those public schools were trying to improve. I am not an expert on educationfar from itbut I write about business and economics, and I've long suspected that one reason public schools fail is that, as government-protected near-monopolies, they lack the feedback mechanisms built into market systems. As a result, they can't get the sort of information that would help them do a better job. Ultimately, they're operated more for the benefit of administrators and teachers than for parents and studentsfor producers rather than consumers. When charter schools started pulling some of those consumers away from traditional public schools, my hypothesis went, the latter would have no choice but to get better in order to lure the kids back.
