The Rating Formula

First, the formula calculates the average number of kids who passed the tests in 2000 and 2001 for third-, fifth- and eight-graders and high school. It also calculates the average number of kids who passed the tests in 2001, 2002 and 2003 in each grade. The most weight is given to whichever number is higher in each grade and in each test. Schools also get credit for moving students out of the "falls far below standards" score, the lowest of four scores possible, and for having a larger percentage in the "exceeds" standards, the highest of four scores possible. The formula excludes test scores from students learning English who have not completed three full years of English instruction.

Sample Selection
Information from the pilot study helped guide the allocation of the total sample to the two major categories of districts: districts that reported alternative schools in the CCD and those that did not report alternative schools in the CCD. Within each category, the samples were further allocated to district size strata (less than 2,500, 2,500 to 9,999, 10,000 or more) in rough proportion to the aggregate square root of the enrollment in the stratum. The sampling frame was also ordered by metropolitan status (urban, suburban, rural) and region (Northeast, Southeast, Central, West) to induce additional implicit stratification. Within each primary stratum, districts were selected systematically and with equal probabilities. The sampling frame constructed consisted of 14,619 regular public school districts during the 1998–99 school year. After the stratum sample sizes were determined, a final sample of 1,609 districts was systematically selected from the sorted file using independent random starts. The 50 states and the District of Columbia were included in the sample, while school districts in the outlying U.S. territories were excluded. Districts are of three types: unified, secondary, and elementary. Unified districts serve students across all grade levels and comprised 83 percent of the total sample (table A-1). Secondary districts comprised 2 percent, and elementary districts (i.e., serving grades no higher than grade 8) comprised 15 percent of the sample.

Ethnic Segregation in Arizona Charter Schools

Among the criticisms of charter schools is their potential to further stratify schools along ethnic and class lines. This study addressed whether Arizona charter schools are more ethnically segregated than traditional public schools. In 1996-97, Arizona had nearly one in four of all charter schools in the United States. The analysis involved a series of comparisons between the ethnic compositions of adjacent charter and public schools in Arizona's most populated region and its rural towns. This methodology differed from the approach of many evaluations of charter schools and ethnic stratification in that it incorporated the use of geographic maps to compare schools' ethnic make-ups. The ethnic compositions of 55 urban and 57 rural charter schools were inspected relative to their traditional public school neighbors.

Charter Schools: An Approach for Rural Education? ERIC Digest.
Charter schools have emerged in the 1990s as a prominent and controversial school reform idea. This Digest describes characteristics of charter schools, outlines some tentative research findings, discusses advantages and shortcomings, and summarizes challenges rural communities might face in starting such a school.
WHAT WE HAVE LEARNED ABOUT CHARTER SCHOOLS
In some ways, charter schools are traditional and tap historic rural roots of public education. They give parents, students, and educators public school alternatives based on the idea that competition will bring educational innovations (Thomas, 1996). But there is potential for controversy, especially in poor rural communities with limited financial and educational resources to support additional schools. Since Minnesota passed the first charter school law in 1991, 32 other states and the District of Columbia have passed similar legislation (Hirsch, 1998). The Center for Education Reform (1998) estimated 1,129 charter schools existed nationwide in September 1998. Most schools were in the South and West. Half were in three states: Arizona, California, and Michigan. Almost another quarter were in four other states: Colorado, Florida, North Carolina, and Texas. While the number of charter schools has increased rapidly since 1991, these schools represented only about 0.5% of public school students in charter states during the 1996-1997 school year (RPP International, 1998). It is unclear how many were in rural areas.

Tucson Education
Tucson offers exceptional education opportunities, and a cost of higher education that is 25 percent below national norms. Excellent public and private schools are available from the pre-school level through high school. Tucson has over 30 private and parochial schools for all ages. College bound students will find suitable preparatory programs to help them reach their full potential.
The University of Arizona, a world-class research and teaching institution, offers undergraduate and graduate degrees in more than 100 different fields. The multi-campus Pima Community College system, eighth largest in the nation, is extremely pragmatic and willing to work with the Greater Tucson Economic Council to develop specific training programs for selected companies. Pima College's new Advanced Manufacturing Extension Center, financed by a grant from the National Institute of Standards and Technology, can provide technical assistance at the work site to support the needs of small to medium sized manufacturing firms.
Tucson's educational system reflects on the community's diversity offering programs at all levels that meet the needs of both student and employer. Schools offer programs designed to meet the needs of students in all areas including gifted, honors, bilingual, vocational, special needs, and business skills programs. Advanced placement programs help students develop creative thinking and reasoning skills which help them gain a better understanding of the world. Private vocational and business schools with programs that prepare students for entry into the job market are thriving.
