What's New Alternative schools' enrollment dropping 07:36 AM Mountain Standard Time on Tuesday, March 9, 2004 By Jennifer Sterba / Arizona Daily Star The growing popularity of charter schools could be leaving what some consider their birthplace - the alternative school - struggling to redefine itself and recapture enrollments down as much as 35 percent. The number of charter schools operating in Arizona has nearly doubled in the last five years, from 256 in 1999 to 492 today. Meanwhile, the average number of students enrolled in a district-operated alternative school in Arizona dropped from 116 to 102 by 2001 - nearly 12 percent. The average is back up to 113 this year, but there still are only 93 alternative schools statewide. To better serve students who have fallen through the cracks of traditional education, TUSD has formed partnerships with Pima Community College and charter school agencies. Locally, alternative schools have seen enrollments drop as much as 35 percent. While traditional public school districts say they don't track students after they leave a district, both alternative and charter school officials say there's no denying the menu of school choices existing today in Arizona.

    Arizona's charter schools are living up to their legal mandate to increase student choice, charter experts say. Whether they have improved student achievement - another mandate - is a little more in doubt. Experts say it's hard to generalize charter school performance because their missions are as dissimilar as college preparatory and dropout prevention. For the latter, simply keeping students in school is success - no matter how they score on AIMS and Stanford 9 tests. The educational reform effort has grown so fast here during the past five years that the state is likely to reach its charter school saturation point soon. "We have charter schools in every county. And they're wildly diverse. There are schools in more than 80 communities," says Mary Gifford, director of education policy for the Phoenix-based Goldwater Institute. "The fact that we have 401 charter school sites says we have accomplished the first" requirement. Gifford says the Goldwater Institute, a conservative political think tank, will release a study soon that shows charter school freshmen typically fare worse than mainstream freshmen on standardized tests.
