An Essential Planning Tool
As computer systems evolved, the operational functions of the business were tackled first. Systems were built individually to support distinct parts of the business. They were designed by separate development teams, at different times, and in isolation from each other. New requirements were treated as add-on pieces. This approach has resulted in a virtually unmanageable mosaic of data bases and computer programs that is a challenge just to keep running. We see similar data being stored in multiple files. For example, customer data is in both billing and service files. This has resulted in inconsistencies: changes in one are not applied to the other, data formats are different, codes mean different things. Consequently, we see incompatible systems: data cannot be easily passed from one system to another. And we see data integrity problems: two reports purporting to show the same information have different results. Changes are expensive and take too long. When a change must be made, time is spent sorting it all out and developing ways around the inconsistencies. This increases the complexity over time, which results in even greater cost and delay in future enhancement work.
