The combination of yellow, blue and white represent the sun, sand and sea. Antigua and Barbuda , independent Commonwealth nation (1991 pop. 60,847), 171 sq mi (442 sq km), West Indies, in the Leeward Islands. It consists of the island of Antigua and two smaller islands, Barbuda and Redonda. Saint John's is the capital. Antigua is a hilly island with a heavily indented coast, while Barbuda is a flat coral island dominated by a large lagoon on its western side. Most residents are of African ancestry. Anglicanism is the predominant religion. Tourism is the most important industry, and there is a growing offshore financial services sector. Agriculture, fishing, and manufacturing are also pursued. Periodic hurricanes can cause heavy damage to the islands. The country has a parliamentary-style government with a bicameral legislature. The British monarch is the titular head of state, but primary executive power lies with the prime minister. Antigua , the larger of the two main islands located 295 miles (420 km) south-southeast of San Juan, P.R., is low-lying except for a range of hills in the south that rise to their highest point at Boggy Peak (1,330 ft.; 405 m). Well-wooded Antigua is 108 sq. miles (280 sq. km); the island dependencies of Redonda, an uninhabited rocky islet and Barbuda, a coral island formerly known as Dulcina, are 0.5 sq. miles (1.30 sq. km) and 62 sq. miles (161 sq. km), respectively.

The Governmental System
Antigua and Barbuda is a constitutional monarchy with a British-style parliamentary system of government. The reigning British monarch is represented in Antigua by an appointed governor general as the head of state. The government has three branches: legislative, executive, and judicial. The executive branch is derived from the legislative branch. As leader of the majority party of the House of Representatives, the prime minister appoints other members of Parliament to be his cabinet ministers. In late 1987, the cabinet included thirteen ministries: Ministry of Agriculture, Lands, Fisheries, and Housing; Ministry of Defense; Ministry of Economic Development, Tourism, and Energy; Ministry of Education, Culture, and Youth Affairs; Ministry of External Affairs; Ministry of Finance; Ministry of Health; Ministry of Home Affairs; Ministry of Information; Ministry of Labour; Ministry of Legal Affairs; Ministry of Public Utilities and Aviation; and Ministry of Public Works and Communications. The judicial branch is relatively independent of the other two branches, although the magistrates are appointed by the Office of the Attorney General in the executive branch. The judiciary consists of the Magistrate's Court for minor offenses and the High Court for major offenses. To proceed beyond the High Court, a case must pass to the Eastern Caribbean States Supreme Court, whose members are appointed by the OECS. All appointments or dismissals of magistrates of the Supreme Court must meet with the unanimous approval of the heads of government in the OECS system; the prime minister of Antigua and Barbuda acts on the recommendation of the attorney general in making decisions concerning this judicial body.

Culture Away from the resorts, Antigua retains a traditional West Indian character, manifest in the gingerbread architecture found around the capital, the popularity of steel band, calypso and reggae music, and in festivities such as Carnival. English traditions also play an important role, notably in the popularity of Anglicanism and cricket. Several Antiguan cricketers are considered among the best of all time. English is the official language, but most islanders speak a local patois. Antigua has a venerable literary tradition, dating back to colonial memoirs, and continuing with the works of world-renowned author Jamaica Kincaid. While generally friendly to outsiders, Antiguans are jealous of those who come from independent nations. The country's first prime minister was a trade unionist who led the fight for Antiguan autonomy. Among the British Caribbean islands, Antigua is one of the few that elects its own head of state. Barbuda shares the West Indian culture of its larger neighbor, but its isolation has given it some peculiar traits. Most of its 1100 people share half a dozen surnames and can trace their lineage to a small group of slaves brought to the island in the late 1600s. Breeding experiments on the slaves produced a population of inordinately tall people.

Slavery left a bitter legacy on Antigua. "Freedom" came on August 1, 1834, but the lack of an "apprenticeship" or transition period left former slaves instantly impoverished. They had no choice but to continue working on the sugar plantations, where conditions and wages kept them dependent on their former masters. I t would be difficult to overestimate the impact on Antigua's history of the arrival, one fateful day in 1684, of Sir Christopher Codrington. An enterprising man, Codrington had come to Antigua to find out if the island would support the sort of large-scale sugar cultivation that already flourished elsewhere in the Caribbean. His initial efforts proved to be quite successful, and over the next fifty years sugar cultivation on Antigua exploded. By the middle of the 18th century the island was dotted with more than 150 cane-processing windmillseach the focal point of a sizeable plantation. Today almost 100 of these picturesque stone towers remain, although they now serve as houses, bars, restaurants and shops. At Betty's Hope , Codrington's original sugar estate, visitors can see a fully-restored sugar mill.

Formal diplomatic relations at the non-resident Ambassadorial level were established on Wednesday, 11 June between the Governments of Antigua and Barbuda and the Republic of Haiti.
In the communiqué signed by UN Ambassador Dr. Patrick A. Lewis on behalf of Antigua and Barbuda and Ambassador M. Pierre Lelong for the Republic of Haiti, both Governments expressed the desire to promote mutual interests in the areas of trade, economics and culture. "Our countries share common threads of history and culture," said Ambassador Lewis. "This action only formalises a relationship that has existed for quite some time."
After the 1991 military coup, Antigua and Barbuda, along with her CARICOM partners, played an active role both at the Organisation of American States and the United Nations in keeping the Haitian crisis on the international agenda and supporting the efforts to restore democracy to that beleaguered Caribbean nation. Antigua and Barbuda was one of the few countries willing to open her shores to Haitians fleeing the murderous military junta.
A further sign of CARICOM's commitment to forging stronger links with the wider Caribbean was the decision to join with Haiti and her Spanish neighbour to the east, the Dominican Republic to form CARIFORUM as a means of expanding trading opportunities within the region.
