History
During Estonia's independence before WW II there were numerous societies for the prevention of cruelty toward animals. These organizations were mostly initiated and supervised by prominent veterinary professors from Tartu University (e.g. Hans Richter, Elmar Vau). Due to the commencement of war and the following enforced Soviet control, all such societies, various charity and temperance movements, students clubs etc. included, were abolished for half a century.
Recovery
In 1990 the Estonian Academic Society for Animal Welfare (EASAW) was founded at the Veterinary Faculty in Tartu. This has been greatly supported by professor Hackon Westermarck (Finland), president of Nordic Council for Animal Welfare at the time. Ms Helgi Aart, PhD became the first president of EASAW. Nordic Council for Animal Welfare, as well World Society for the Protection of Animals (WSPA) accepted EASAW.

Word: Word Starts with Ends with Definition Animal welfare groups are activist organizations arguing for greater protection for animals Animals are the group of organisms that constitute the kingdom Animalia. Typically, they are multicellular in composition and capable of both locomotion and responding to their surroundings. Unlike plants, animals do not photosynthesize, instead consuming plants or other organisms to grow and sustain themselves. Most animals have a body plan that becomes fixed as they mature and, except in animals that metamorphose, is established early in their development from embryos. The Animal Welfare Act
The AWA requires that minimum standards of care and treatment be provided for most warm-blooded animals bred for commercial sale, used in research, transported commercially, or exhibited to the public. This includes animals exhibited in zoos, circuses, and marine mammal facilities as well as pets transported on commercial airlines. The AWA also prohibits staged dogfights, bear and raccoon baiting, and similar animal fighting ventures. The law was first passed in 1966 and amended in 1970, 1976, 1985, and 1990. In enforcing the AWA, Animal Care (AC) conducts randomly scheduled, unannounced inspections to ensure that all regulated facilities comply with the law. If an inspection reveals deficiencies in meeting the AWA standards and regulations, the inspector instructs the facility to correct the problems within a given timeframe. If deficiencies remain uncorrected at the follow up inspection, AC documents the facility's deficiencies and considers possible legal action. Such action could include fines and/or license suspensions or revocations. In addition to the AWA, many State and local governments have passed animal welfare legislation. The public is encouraged to work with Federal, State, and local officials as well as local humane organizations to help eliminate inhumane treatment of animals.

    June 4, 2004 I receive calls and e-mails daily from people seeking help. Two that I received this week were especially troubling. Although they were different, the underlying cause was the same - lack of feeling for animals and the widespread belief that animals are just property. The first call concerned a badly abused 5-month old pup. A caring neighbor had taken him in. As she has limited resources she wanted to give him to a shelter where he could be adopted into a good home, but no one had any space. The shelter told her he would have to be immediately euthanized. She and her kids really wanted to keep him, but didn't know if he was sick or injured and what it might cost. We were able to help her have him checked out and the vet found nothing seriously wrong. This little guy's chances for a long life in a loving home look good. However, the person who abused him continues to abuse other animals. Although he has previously been convicted of animal abuse, he will not be prevented from owning animals. In fact, at this moment he currently has numerous cats and dogs. In the other case I received an e-mail from someone wanting to find a home for her 6 year old German shepherd because "I would like to find her a good home for the remainder of her life because I have limited space and I'd like to keep a new young female for breeding." She goes on to describe what a wonderful dog she is.
