The Council of Europe (CoE) has five conventions covering animal welfare. These conventions can be signed and ratified by CoE member states. There is no legal obligation upon CoE member states to sign and ratify the convention, but if they choose to do so, it should be transposed into national law, and the relevant enforcement structures put into place. The Council of Europe obligation is a moral one, rather than a legal one. However, the European Union has passed Decisions on the conclusion of the European Convention for the Protection of Animals Kept for Farming Purposes, the conclusion of the Protocol of Amendment to the European Convention for the Protection of Animals Kept for Farming Purposes, the conclusion of the European Convention for the Protection of Animals for Slaughter, and legislation on the protection of animals during international transport of animals, which are binding upon EU member states. Undergraduate Specialized study in animal welfare happens at the Masters and Doctoral levels. Before entering these programs, students need to complete an undergraduate degree, normally a Bachelor of Science, Bachelor of Science in Agriculture, or equivalent. The Animal Welfare Program consider Masters and Doctoral applicants from a variety of undergraduate backgrounds, including animal science, agricultural science, zoology, biology, psychology (with emphasis on psychobiology), and veterinary medicine. Undergraduates cannot major in the area of animal welfare. However, students beginning a Bachelors degree and interested in studying animal welfare in the future can:

A number of objective indices indicated that two-step weaning was much less stressful for beef calves that abrupt weaning. In addition, Dr. Stookey met with graduate students and faculty at the College, and gave an interview on CBC radio's Maritime Noon. January 2003 On January 17 2003, the Animal Welfare Centre sponsored an afternoon focused on animal welfare for the annual convention of the Student Chapter of the Canadian Veterinary Medical Association which was held at the Atlantic Veterinary College. The plenary lecture was given by Dr. Suzanne Millman, Assistant Professor and farm animal welfare researcher at the Ontario Veterinary College, University of Guelph. The title of her lecture was Animal welfare as a 'public good': challenges and opportunities for the veterinary profession.

General Exams, vaccinations, spay/neuter surgeries, x-rays, AVID microchipping, dental cleaning, geriatrics and miscellaneous surgeries. If you are on government assistance, you must show current proof of your qualification and a picture ID at time of service. Those who qualify will be able for reduced exam fees. Our clinic offers AVID microchipping for only $28.50. Avid Microchipping is an identificaiton device that helps reunite lost pets with their owners. The micro-chip is a tiny computer chip injected under the skin. It is as small as a grain of rice. Each has a unique number programmed into it. This provides a permanent, positive identification which cannot be lost, altered or removed. If an animal becomes lost and brought into a shelter with the capabilities to scan for a chip, the animal will be happily united with its family.

More Shelter Links Five Rescues Harley, pictured above, came out of a local shelter on his last daydue to be euthanized at closing time. It took three baths to reveal the beautiful Australian Shepherd underneath coats of reddish mud and dust. After several weeks with us in foster care, a longer period with a great Aussie Rescue foster family, and a brief inappropriate placement, Harley went to his "forever" home with someone who appreciates him as he deserves. Who could possibly not appreciate a dog like this? Yes, all three of the pictures below also show rescued dogsone from a shelter, two from breed rescue. Right: Kohl, who arrived with severe demodectic mange and bad hips, belonged to a student who couldn't cope with his terrible health problems. As a responsible owner who wanted the best for the dog, he listed Kohl with German Shepherd Rescue. The picture you see here was taken nearly eight years later. Today Kohl is going strong at nearly ten years of age. At left (click for larger picture): Kirsten, who was found tied to a shelter fence, and weighing only 43 pounds, regained excellent health. She lived several more happy years despite a chronic condition, Exocrine Pancreatic Insufficiency.

Readers in other countries may be surprised to learn that the UKs oldest animal welfare society, the Royal Society for the Prevention of Cruelty to Animals, has entered the nasty world of meat marketing. As this is such a backward step for both vegetarianism and animal rights, I will explain how it happened and then suggest a better way to improve conditions for farm animals without encouraging meat eating. The sad saga, in essence, is as follows. A scheme known as Freedom Food was set up by the RSPCA in 1994. Farmers rearing animals under certain conditions, specified and monitored by the society, could apply the Freedom Food label to their products, which would then be sold in the normal way through supermarkets and shops nationwide. The labels read: Freedom Food - RSPCA monitored, but they might as well say approved, because that is surely what most people will understand them to mean. I can accept that the kernel of the Freedom Food idea may have been a sincere desire with the best of motives to improve the appalling conditions suffered by the majority of farm animals in Britain. However, it is bound to send a confusing message to meat eaters and to wavering vegetarians to the effect that meat eating is somehow acceptable, particularly if it apparently has the seal of approval of the most widely known and respected animal welfare society.

The present animal welfare legislation in Switzerland is based on a constitutional article introduced in 1973 declaring that Animal Welfare was of Federal concern. Based on this article a law was issued, creating the legal framework for animal protection in general and containing a chapter on animal experimentation. Animal protectionist groups obtained a referendum against this law, one of the arguments being that the law did not prohibit animal experimentation in principle. However, the referendum was rejected in December 1978 and the law was then introduced in 1981. The details of how it was implemented were provided by the Animal Protection Order of 1981.

Licensed animal experiments may only be performed in institutes or laboratories which have the necessary personnel and facilities for housing the species used, and under the responsibility of persons having the necessary competence, training and practical experience. Licences are only issued to researchers with a university degree in biology, medicine, veterinary medicine and closely related scientific areas and three years of experience in animal experimentation. The researcher has to be acquainted with the particular types of laboratory animals, their needs and diseases as well as their use in experiments and has to be able to provide for their adequate care. This means that normally a curriculum vitae is required at the first application. A full report on the experiments has to be produced and kept for at least three years.

The World Organisation for Animal Health (OIE) held a global conference on animal welfare in Paris, 23-25 February 2004. The purpose of the conference was to allow OIE to consult with stakeholders on its new role in animal welfare standards setting, and seek views on how NGOs and industry representatives can be incorporated in the active development of animal welfare guidelines. Approximately 500 delegates participated, including from the government and private sector veterinary profession, scientists, animal welfare NGOs, and primary industry production and processing, including IFAP. In 2002, the 166 OIE member countries mandated OIE to take a lead role in animal welfare, due to the relationship between animal health and animal welfare. OIE is already the official standards setting organisation for animal health and zoonoses under the World Trade Organisation but previously there was no single international organisation with a standard setting role for animal welfare. The OIE has established a department specifically responsible for international trade in animals and animal products, which will also address the topics of food safety and animal welfare.     People who support animal rights believe that animals are not ours to use for food, clothing, entertainment, experimentation, or any other purpose and that animals deserve consideration of their best interests regardless of whether they are cute, useful to humans, or endangered and regardless of whether any human cares about them at all (just as a mentally challenged human has rights even if he or she is not cute or useful and even if everyone dislikes him or her).
    There are people on both sides of the abortion issue in the animal rights movement, just as there are people on both sides of animal rights issues in the pro-life movement. And just as the pro-life movement has no official position on animal rights, the animal rights movement has no official position on abortion.

The legislation has some implications for schools. Any individual or organisation involved in the manipulation of animals for the purposes of research, testing or teaching must have a code of ethical conduct. The Director-General of the Ministry of Agriculture and Forestry (rather than the Minister) will approve such codes. The Ministry of Education advises that schools who manipulate animals as part of their programmes, need to enter into an arrangement and seek approval from an Animal Ethics Committee (AEC). A list of committees is available from the Biosecurity Authority at the Ministry of Agriculture and Forestry. The 1999 Ministry of Education publication Caring for Animals: A Guide for Teachers, Early Childhood Educators, and Students, clearly explains both the ethical and the legal obligations for boards of trustees, teachers, and students, whether they are manipulating (as defined in the legislation) or just observing animals. The guide also outlines the need of various vertebrates and invertebrates to ensure that they are kept healthy and well cared for. Other points to note are that:
