In the case of animal produce, the way livestock are treated has an impact on animal health and food safety. It is this link, together with increased consumer concern, which has led the European Commission to support research into animal welfare. On 23 April, the Commission hosted a seminar in Brussels on EC-funded farm animal welfare research. This was the first time scientists carrying out this research met with representatives of animal welfare and consumer groups to discuss how research can best contribute to shaping animal welfare and food safety policies. The seminar was opened by Bruno Hansen from the Research Directorate-General who outlined the research programme. Noah's Ark Animal Welfare Association  Rt. 46 Ledgewood, NJ 07852 Please help Cozette , our senior Lab mix female with the cost of her surgery to repair a ruptured anterior cruciate ligament in her hind leg. She is a wonderful, docile creature who was surrendered into a kill facility and due to her advanced age and injury to her leg, was deemed hopeless! A handful of wonderful volunteers from MD, who help transport animals to safety, especially Laurie Spencer, rescued Cozette and helped return her to our shelter where she was originally adopted. Cozette needs this surgery, but it is very expensive and because we have so many pets in residence to care for, we are asking the public for help. Please, she has come so far, don't let her luck run out now! Update : Noah's Ark received a donation of $350 from an wonderful person who wishes to remain anonymous in order to start the wheels in motion by helping Cozette get this much needed surgery. If you would like to donate to this cause, simply send in your donations marked "Cozette" or simply stop by the shelter and meet with her yourself and see the canister we have on the front desk especially for her surgery. You may even fall in love and whisk her away to her new homeafterall, fairytales do happen... Still missing: Here's Apricot (funny name but came in with it). He is a 3 yr. old neutered male Shep mix who is very sweet but extremely shy unless he knows you then he is a lap dog. He loves other dogs. It would be best if someone spots him to try and corral this dog in an enclosed area and call for help. Any sightings should also be called in to Noah's Ark Shelter at (973) 347-0378 or into your local Animal Control Office for Noah's Ark. Thank you!

The Animal Welfare Unit (AWU) is a government section concerned with the welfare of animals in our community. It was established in 1993 as an independent program within NSW Agriculture reporting directly to the Director-General of the Department.
What does the Animal Welfare Unit do?
The Unit gives specialist advice to the Government of New South Wales on animal welfare. It is one of the main ways in which Government decisions on animal welfare are turned into action. This can be through laws, education or administration
Why does the Animal Welfare Unit exist?
Animals are used for many purposes in our society. There are many views of what uses are right or wrong, reasonable or unreasonable. The Unit exists because there is a need to balance these views. This lets people use animals in conventional ways but makes sure that the animals are cared for properly and humanely. The welfare of animals is part of the concern that people have for the total well-being of the place in which they live - their 'quality of life'. Also our trade in animal products must be protected from objections raised by trading partners. Farm animal welfare is an issue that could be used in trade negotiation and trade sanctions.

The joint Animal Welfare Centre was established by the University of Melbourne, Monash University and the Department of Primary Industries. The Centre focuses and coordinates the research and academic resources of the three collaborating organisations, providing the farming community, the general community and the academic community with an internationally competitive research, teaching and training resource in animal welfare. The desired outcomes for the three collaborating organisations in the Centre are improvements in the welfare of farm, laboratory and companion animals, generation of agricultural wealth through sustainable animal welfare practices in agriculture and improvements in the quality of life of people through a better understanding of human-companion animal relationships. The Centre is an an unincorporated joint venture between the University of Melbourne, Monash University and the Department of Primary Industries and is located at four campuses, DPI Werribee, the University of Melbourne, Parkville and Monash University, Clayton and Caulfield. A Board of Management, comprising senior staff representatives from the partner organisations, is responsible for establishing policy and monitoring management of the Centre. An Advisory Committee, comprised of eminent scientists and representatives of funding bodies and farming and animal welfare organisations provides advice to the Centre on future opportunities, directions and funding.

The Department for the Environment, Food and Rural Affairs (DEFRA) has announced a huge overhal of existing animal welfare legislation. The aim is to modernise and consolidate the legislation, and the Animal Defenders hope that this may provide an opportunity to end the misery of circus animals.
Elliot Morley MP, minister at DEFRA, launched a consultation process on updating animal welfare legislation into a new Animal Welfare bill, at a meeting of the Associate Parliamentary Group for Animal Welfare at the House of Commons. The Animal Defenders has been invited to take part in the consultation and will be making a submission on the use of animals in circuses and entertainment. In the summer of 2001, shortly after the last general election, almost all animal welfare issues became the responsibility of the Department for the Environment, Food and Rural Affairs - animal experiments remain the responsibility of the Home Office. It is hoped that by consolidating these issues under one roof, there will be swifter parliamentary action for animals than we have seen in the past. The downside would be that a negative regime at DEFRA might thwart many animal welfare campaigns. Initially, however, things appear positive, with minister Elliot Morley MP responsible for animal welfare issues. Elliot Morley spoke at the Animal Defenders' fringe meeting at the Labour Party conference, and was responsible for pushing through the fur farming ban.

“Section 1
General principles for the care and use of animals for scientific purposes
Purpose: For the guidance of investigators, teachers, institutions, AECs and all involved in the care and use of animals for scientific purposes. Encapsulated in these principles is the need in scientific and teaching activities to consider:
  • the replacement of animals with other methods;
  • the reduction in the number of animals used; or
  • the refinement of techniques used to reduce the impact on animals.

Scientific and teaching activities using animals may be performed only when they are essential to:
  • obtain and establish significant information relevant to the understanding of humans or animals;
  • the maintenance and improvement of human or animal health and welfare;
  • the improvement of animal management or production; and
  • the achievement of educational objectives.

Studies using animals may be performed only after a decision has been made that they are justified, weighing the scientific or educational value of the study against the potential effects on the welfare of the animals.
People who use animals for scientific purposes have an obligation to treat them with respect and consider their welfare as an essential factor when planning and conducting studies.
