GENERAL ENVIRONMENT
Certain conditions in which cows are housed or are required to move around for access to grazing, housing, feeding and milking areas can pre-dispose them to lameness. Walking and standing in slurry and silage effluent will soften the horn of the hoof. Badly designed or maintained cubicles discourage cows from lying down, and the additional time spent standing puts extra stress on feet and legs. Poorly designed cubicles and those which were installed some years ago, and which have now been outgrown by the cows, are responsible for much of the hock and knee damage that is seen. Many cubicles were installed when the predominant dairy breed was the British Friesian, which commonly weighed around 550kg. However, increased use of the Holstein means that many cows now weigh in excess of 700kg and as a consequence the length and width of cubicles are too small. Narrow passageways and sharp turns in loafing and feeding areas and around the parlour can cause the cows to move awkwardly, putting additional stress on their feet.

The first report on the environment to be issued by the Board was Man in his Living Environment . This was debated by the Church Assembly in 1970. In 1986 the General Synod received the report Our Responsibility for the Living Environment Christians and the Environment (GS Misc) In July, 1992, the General Synod carried the following motion from the Lichfield Diocese:
  • to take positive steps to curtail damage to flora and fauna by human activities in this country, and seek to extend such restraint elsewhere in the world;
  • Following the debate, the Board prepared a leaflet for parishes wanting to take practical action. This was entitled Conservation and the Environment July 1995 - Ethical Investment
  • recognise the need for a stronger and clearer ethical investment policy on the handling of Church assets, as proposed, for example in Faith in the Countryside; and
  • ANIMAL WELFARE The Church Assembly, during a debate in 1970, registered its disapproval of hare coursing, deer hunting and otter hunting.

    International Wildlife Week, Oct. 1-7, 1999 The Animal Welfare Board of India was set up in 1962 with its headquarter at Madras, under the provisions of the "Prevention of Cruely to Animals Act,1960" (PCA Act, 1960). The Board consis of 28 members reprsenting Government of India, the veterinary profession, municipal bodies, practitioners of modern and indigenous systems of medicine, Animal Welfare Organisations of the country and humanitarians. Two members of Rajya Sabha and 4members of Lok Sabha are on the Board. It is an autonomous body working under the administrative control of the Ministry of Environment and Forests.
    Main functions of the Board are :
    • To keep the law in force in India for the Prevention of curelty to animals under constant study and advise the Government on the amendements to be undertaken in any such law form time to time.
    • To advise the Central Government on the making of rules under this Act with a view to preventing unncecessary pain or suffering to animals generally, and more particularly when they are being transported form one place to another or when they are used as performing animais or when they are kept in captivity or confinement:
    • To advise the Government or any local authority or other persons on improvements in the design of vehicles so as to lessen the burden on draught animals:
    • To take all such steps as the Board may think fit for amelioration of animals by encouraging or providing for the construction of sheds, waterthroughs and the like and by providing for veterinary assistance to animals:

    Animal Welfare Animal Welfare Licensing Service Summary Under the remit of animal welfare licensing we offer advice on all aspects of animal welfare in licensed premises. Licenses are required for: Riding Establishments, the keeping of Dangerous Wild animals, dog boarding kennels, Catteries, dog breeding establishments and pet shops. We will grant a licence to operate under the appropriate animal legislation providing that the applicant operates to the set standards.     Laws Pertaining to Animals
    There is a leash law which covers most areas of Fayette County*. The leash law includes all animals, dogs, cats, livestock, et cetera. All animals must be kept on the owners property unless restrained by a leash and under the control of a competent person. *The only exceptions to the leash law are pet owners who reside within the city limits of Brooks or Woolsey.
    Fines for Violations
    A judge can fine any amount up to $1,000.00 and/or jail time. The first offense is at the discretion of the Judge, second and third offenses are mandatory set fines. You may be fined more but not less. Four or more offenses are at the discretion of the Judge. Typical Fines

    The OIE's initiatives in animal welfare Animal welfare was identified as a priority in the 2001-2005 OIE Strategic Plan. OIE Member Countries had decided that, as the international reference organisation for animal health and zoonoses, the OIE must provide international leadership on animal welfare. Even though animal welfare is not covered by the WTO SPS Agreement, Member Countries wished to have guidelines and recommendations to assist them in bilateral negotiations. Member Countries recognised that, as animal protection is a complex, multi-faceted public policy issue which includes important scientific, ethical, economic and political dimensions, the OIE needed to develop a detailed vision and strategy incorporating and balancing these dimensions. In order to implement the new mandate, the Director General of the OIE convened an Ad hoc Group on animal welfare the recommendations of which were unanimously adopted during the 70th General Session. A permanent Working Group on Animal Welfare was then established and held its first meeting in October 2002.

    Do Cloned Animals have Shortened Life Spans?
    The jury is still out. There is evidence that the length of the chromosome ends called telomeres are associated with ageing. Dolly has shorter telomeres than expected and so the suggestion is that the fact that she was cloned from a six year old ewe may have some effect. Significantly Dolly has given birth to three sets of lambs by ordinary mating, and they show normal telomere length. Other experiments in the USA claim that cloning can produce longer telomeres, implying apparently younger animals. This is an indication that, despite the empirical results, the basic science of nuclear transfer cloning is still comparatively little understood. It may not be premature ageing that is the issue so much as whether more conventional failures happen at a higher rate in cloned animals, and thus lead on average to shorter lifespans. There are relatively few cloned farm animals in existence, so it is difficult to say about longer term issues. Dolly is unique whether a problem like Dolly's arthritis is actually cloning or just a random effect. Roslin have a cloned sheep a year older and a year younger than Dolly who do not have arthritis, but these were not made from somatic cells. There would need to be several examples before a pattern were established. Roslin and PPL have other cloned sheep (although not from somatic cells) a year older and a year younger which do not have arthritis.

    The SRT Project disagrees with the report's conclusion that "no aspect of cloning by nuclear transfer was intrinsically objectionable." There are deep intrinsic objections to the mixing of cell nuclei and cytoplasm between widely different species, as in the USA where cow cells have been given the nuclei of sheep, pigs and monkeys. This represents a violation at a very fundamental level of the integrity of the animal, in a sense far beyond genetic engineering practices where only one or two genes are changed. The report says that would need to be "appropriately justified". In our view there is no such justification for such an intervention, regardless of whether the embryo was viable or not. The same objection applies even more strongly to the mixing of human nuclei in cow cells, which are not discussed in this report but which were recently announced in the USA.

    Within the new Animal Welfare Act 2002 , (the Act) power is provided for the appointment of general inspectors to assist in ensuring the proper, humane care and management of animals. Under this new Act, General inspectors have increased powers to search and enter, as well as seize animals if they suspect animals are being treated in an inappropriate manner. Under the Act, the RSPCA, Local Government, Department of Agriculture WA, Department of CALM are all given the opportunity to make nominations for general inspectors. More than 100 general inspectors have been appointed. Now there is a comprehensive coverage of animal welfare protection across the State. General inspectors are issued with a card for identification purposes and a sample of this is attached.
