General Information Regarding Animal Disease . . . Foot-and-Mouth Disease: Foot-and-mouth disease (FMD) is a severe, highly communicable viral disease of cattle and swine. It also affects sheep, goats, deer and other cloven-hoofed ruminants. The disease is characterized by fever and blister-like sores on the tongue and lips, in the mouth, on the teats and between the hooves. Many affected animals recover, but the disease leaves them weakened and debilitated. Canada has been free of foot-and-mouth disease since 1952. Bovine Spongiform Encephalopathy (BSE): What is BSE: Bovine Spongiform Encephalopathy (BSE), or "Mad Cow Disease," is a progressive, fatal disease of the nervous system of cattle. It is what is known as a transmissible spongiform encephalopathy, or TSE. Other TSEs include scrapie in sheep, chronic wasting disease in deer and elk, and Creutzfelt-Jakob disease in humans. Although the exact cause of BSE is unknown, it is associated with the presence of an abnormal protein called a prion. There is no treatment or vaccine currently available for the disease. The majority of signposts denoting distance are now in kilometres per hour but speed limits are still denoted in miles per hour. All signposts and place names are displayed bilingually in both Irish and English.

Abstract
There are five basic causes of animal welfare problems in slaughter plants:
  • Poorly designed or improper stunning and handling equipment.
  • Distractions which impede animal movement, such as sparkling reflections on a wet floor, air hissing, high-pitched noise or air drafts blowing down the race towards approaching animals. These distractions can ruin the performance of a well designed system and cause animals to become excited. When this happens, prodding will be required to make them move.
  • Lack of employee training and poor supervision of employees by management.
  • Poor maintenance of equipment and facilities, such as malfunctioning stunners or worn, slick, floors which cause animals to slip and fall.
  • Poor condition of animals arriving at the plant, such as cripples and sick animals. Another problem is pigs and cattle from excitable genetic lines which are more likely to become agitated during handling To maintain a high standard of welfare, all five problem areas must be addressed. A survey of 29 Canadian slaughter plants indicated that 27% had excellent non-slip floors and 21% had slick floors which would cause animals to slip. Twenty-four percent had high pitched motor noise or hissing air exhausts that caused animals to balk. Air drafts blowing down the race toward approaching animals were a problem in 9% of the plants. Air drafts will often impede animal movement.

    (7 U.S.C. §§ 2131 et. seq.) Section 1 . (a) This Act may be cited as the "Animal Welfare Act" (b) The Congress finds that animals and activities which are regulated under this Act are either in interstate or foreign commerce or substantially affect such commerce or the free flow thereof, and that regulation of animals and activities as provided in this Act is necessary to prevent and eliminate burdens upon such commerce and to effectively regulate such commerce, in order (1) to insure that animals intended for use in research facilities or for exhibition purposes or for use as pets are provided humane care and treatment; (2) to assure the humane treatment of animals during transportation in commerce; and (3) to protect the owners of animals from the theft of their animals by preventing the sale or use of animals which have been stolen. The Congress further finds that it is essential to regulate, as provided in this Act, the transportation, purchase, sale, housing, care, handling, and treatment of animals by carriers or by persons or organizations engaged in using them for research or experimental purposes or for exhibition purposes or holding them for sale as pets or for any such purpose or use. The Congress further finds that (1) the use of animals is instrumental in certain research and education for advancing knowledge of cures and treatment for diseases and injuries which afflict both humans and animals;

    General
    Whatever the housing and feeding system, slurry needs to be removed frequently from all concrete areas. This should be a minimum of twice daily. Cows prefer to walk on clean surfaces and actually change the way they walk when slurry is deeper than 5cm. Concrete floored areas, both rough and smooth, can cause problems. Rough and broken concrete can cause abrasion of the sole and puncture wounds. Care should be taken when laying new concrete to use the correct mix and properly graded aggregates. Whilst the final surface should provide grip, it should be tamped to a finish which will not cause damage to feet. Repair to broken concrete should be made using concrete or non-slip epoxy materials. Worn, smooth concrete can cause slipping, leading to bruising of the sole and to other foot and leg damage. Where concrete has become worn, grooving can reduce the risk of injury to cows. Good results have been obtained by cutting grooves 40mm apart which run at right angles to the direction of cow movements. These provide better resistance than grooves which run parallel to the direction of cow traffic. A grooved finish on new concrete is recommended and the latest evidence suggests that a honeycomb pattern (hexagonal grooves 10mm deep, 12mm wide with 46mm between grooves) provides equally good slip resistance in all directions but without unacceptable high pressure upon the hoof.
