Spring 2004 Newsletter Help by Making a Donation With PayPal Everyday the Animal Welfare League saves animals lives and works to improve the way they are treated and regarded by society. In the Chicagoland area, we help all animals through our adoption programs, our low cost clinic services, our local cruelty investigations, and our public education programs. Locally we work to improve municipal, city and state laws and regulations regarding the treatment of animals and operate the states largest non-profit animal shelter program. We have made progress since our beginnning in 1935, but much more work needs to be done.
The Animal Welfare League is an independent, non-profit 501(c)(3) organization that receives no city, state or federal funding and relies on private donations to continue with its misssion of helping all animals.

    No other organization does more for the health and welfare of cats than The Cat Fanciers' Association. Consider the far-reaching effects of the health studies financed by the Winn Feline Foundation . Consider the effect of our cattery inspection program , and our committment, worldwide, to rescue and aid cats displaced durings disasters . On top of that add in our Trap, Test, Vaccinate, Alter, Identify and Release Program for managed feral cat colonies, our promotion of responsible pet ownership and public education , our dedication to present the most beautiful cats in the world to the public, and our quest to constantly do the "right thing". Education is one of our priorities, and we are working on proposals for ethics and education. Pamphlets are being drafted, in conjunction with the animal health committee, for buyer education and youth education regarding responsible pet ownership. A new program will see vet students receive copies of our breed profiles, Winn Feline Foundation information, and a presentation on our CFA recognized breeds, cattery management, the CFA Inspection program, disaster relief, and a discussion of breeder/veterinarian relationships. CFA has been an integral part of the disaster rescue picture . At the Disaster Summit hosted by the American Humane Association, CFA was recognized as the expert in cat rescue and aid, and will be a vital participant in any future disaster rescue mission as warranted. Our goal is to provide the appropriate level of resourcing based on the disaster, be it money, personnel, supplies, and/or equipment.

    The winner of the design contest for the New Mexico spay/neuter license plate is Josh Leach, a student at the Art Center Design College in Albuquerque. Josh is a native New Mexican who lives with his wife and companion cat in Albuquerque. Josh has been attending the Art Center for the last two years. Animal Protection of New Mexico has submitted the design to the Department of Motor Vehicles, and they are in the process of printing them. Animal Rights is based on personal values and philosophy, while the agenda for Animal Welfare is based on science. The Animal Rights and Animal Welfare agendas represent entirely different perspectives on human/animal coexistence. Animal Welfare proponents believe that human use of animals is appropriate as long as practical measures are taken to ensure that human use does not cause any undue pain and suffering to animals. Wildlife biologists and all responsible trappers and hunters are staunch supporters of animal welfare.     Definition: The use of laboratory animals in research and teaching is regulated by the federal government through the USDA regulations (Animal Welfare Act) and through the PHS (PHS Policy on The Use of Animals in Research). The University of Miami is licensed by the USDA and has filed a "Letter of Assurance" with the Office of Laboratory Animal Welfare (OLAW), DHHS that describes the animal care and use program at the University of Miami. In addition the University of Miami is accredited by AAALACI. The University of Miami IACUC oversees all animal related activities at the University. Training of Investigators, staff and IACUC members is mandated by federal regulations and a high priority at the University of Miami. Contact Us Search Home Educational Resources Laws and Regulations Laws, Regulations and Federal Policies Governing Animal Research One of the most widely held misconceptions of animal research is that no regulatory system exists to protect the welfare of laboratory animals. It is common to hear animal activists claiming that scientists can do "anything they want" to laboratory animals without justification. Activists also imply that there is an endless supply of research dollars, and that scientists can qualify for funding simply by contriving an animal experiment that has not been tried in the past. Actually, many factors prevent the unnecessary suffering of laboratory animals and the appropriation of money for frivolous research. What follows are some of the major restraints: Federal law safeguards the welfare of laboratory animals The Animal Welfare Act also requires that each institution establish an Institutional Animal Care and Use Committee (IACUC), which is responsible for evaluating the total animal care program, as well as for scrutinizing all proposed animal experiments. The committee must include at least one person who is unaffiliated with the institution and one veterinarian. Researchers proposing a procedure must explain to the committee in writing the number of animals they plan to use, why a certain species is necessary, and what steps will be taken to prevent unnecessary suffering. The committee has the power to reject any research proposal and stop ongoing projects if it believes USDA standards are not being met.
