    Animal welfare groups are celebrating Justice Minister Anne McLellan's announcement of legislation to strengthen the cruelty to animals sections of the Criminal Code of Canada "This is a significant advancement for the protection of animals in Canada," said an elated Bob Gardiner, Chair of the Status of Animals Committee of the Canadian Federation of Humane Societies. "The proposed amendments to the Criminal Code announced today by the Minister of Justice will serve as a deterrent to crimes against animals. Animal abuse should be considered a serious offence based on the fundamental moral value of animals as beings capable of suffering." The Canadian Federation of Humane Societies has urged reform of the Criminal Code , Cruelty to Animals sections for over 18 years. CFHS has been supported in its fight by the rapid growth in public concern about animal welfare in the past two decades. Animal abuse cases horrify people. A kitten was found in a dumpster after being thrown from a third-floor balcony, then stomped, punched, choked and spiked. Several dogs have been dragged behind vehicles by their owners recently, resulting in unspeakable suffering. A farmer allowed a third herd of cattle to starve to death.

    Speak out against Breed Specific Legislation (BSL) In the city of Chicago, 19th Ward Alderman Virginia A. Rugai has proposed an ordinance that would prohibit Chicago residents from owning, transporting or selling pit bulls (including pit bull mixes). Violators would be subject to fines of up to $1,000, and/or up to 6 months in jail. This law would take effect 30 days after passage and contains no grandfather clause for current owners, which means that responsible dog owners would be forced to give up their canine companions. PAWS Chicago, along with a host of other local and national animal welfare organizations, opposes this legislation, because targeting breeds simply does not work in achieving the desired results. We support "dangerous/vicious" dog provisions that focus on the behavior of an individual dog, regardless of its breed, and strong laws that penalize irresponsible dog owners. Breed specific legislation (BSL), like Alderman Rugai's, singles out a particular breed without regard to the behavior of the individual animal.

In an interview with The Times, animal welfare Minister Ben Bradshaw MP has acknowledged that there is a strong case for allowing docking to continue. Mr Bradshaw commented: “It seems odd to me that we allow human circumcision and, therefore, we should not be over-draconian in terms of animal welfare law. I want sensible, but useful and meaningful, reforms.” However, he has indicated that only a few particular breeds of dog will escape a docking ban.

    Animal Welfare; Standards AGENCY: Animal and Plant Health Inspection Service, USDA. ACTION: Final rule. SUMMARY: We are amending the regulations for the humane handling, care, treatment, and transportation of dogs and cats, and nonhuman primates, by a comprehensive revision and rewriting of those regulations. The effect of this action is to update the regulations, to make them more consistent with other Federal regulations concerning the handling, care, treatment, and transportation of these animals, and to carry out the requirements of the amendments to the Animal Welfare Act (7 U.S.C. 2131, et seq.), enacted December 23, 1985. Rewriting the regulations also makes them easier to understand, thereby increasing compliance and making them more effective. EFFECTIVE DATE: This final rule shall become effective March 18, 1991. Plans for providing exercise of dogs in Sec. 3.8 and for promoting the psychological well-being of nonhuman primates in Sec. 3.81 must be implemented by August 14, 1991.
