May 2, 2000 (Last update 4/26/00) LOS ANGELES, CALIFORNIA Following the Los Angeles City Council's passage in March of the ordinance to increase the costs for the unaltered dog license and breeder permit to $100, other related issues have appeared on Council agendas and the Animal Regulation Commission remains a window on animal control activity and sentiment. Reports on the April 24 Commission meeting were published online and are cause for further concern. The meeting, held at the Madrid Theater in Canoga Park, was part of the Commission's outreach plan, which sets one meeting each quarter in one of the six areas serviced by the department and was attended by approximately 50 Valley residents and at least a half-dozen department employees. ValleyPet reports Department of Animal Regulation General Manager Dan Knapp's new stated policy to increase euthanasia of dogs from South Central and North Central Shelters and move a temporary mobile shelter from East Valley to South Central to create additional holding space at South Central to minimize danger to employees and dogs from dog fights resulting from crowded conditions. As we have written before, Californians have enjoyed a decade of freedom from the breed specific laws as a result of the courageous efforts of our board member, Judith A. Brecka and others in successful trial court litigation that provided the leverage to achieve in the state dangerous dog law and a prohibition on any breed specific programs in the state. This provision is now contained in California Food And Agricultural Code Section 31683. "Nothing in this chapter shall be construed to prevent a city or county from adopting or enforcing its own program for the control of potentially dangerous or vicious dogs that may incorporate all, part, or none of this chapter, or that may punish a violation of this chapter as a misdemeanor or may impose a more restrictive program to control potentially dangerous or vicious dogs, provided that no program shall regulate these dogs in a manner that is specific as to breed."

County and state Cooperative Extension personnel often are asked to comment or provide advice to clientele relative to a particular event or piece of information touching on animal welfare. To address the information requirements of county and state Extension personnel, we have enlisted the assistance of a number of authors and co-authors, as well as numerous reviewers to produce the 14 discussion papers in this compendium. Authors were chosen for their expertise in commodity areas, and knowledge of animal welfare issues. We requested individuals from many points within the ideological spectrum of animal welfare/rights to review the papers.

    Petition to the USDA to provide protection to ferrets Currently, many legislative challenges are facing ferrets and the ferret community nationwide. Many of these pending legislative actions have not only repercussions on the welfare of ferrets, but also their health. Now, an action (see petition below) is being brought before the United States Department of Agriculture and the Animal Plant Health Inspection Service that would request a revision in the requirements for breeding farms already under USDA control. The proposed changes would not apply to small breeders who sell privately; rather they would apply only to breeders who breed ferrets for wholesale to the pet industry, their distributors, and the transport they use. This action requests that the departments review the current protection provided for ferrets, and revise them to provide more breed specific needs. Currently, no ferret specific guidelines are available for the protection of the health and welfare of farmed ferrets - and several groups would like to see this matter addressed. Within the next several months, proposed regulations will be available for public review and commentary. At this time, however, it is critical to convince the Department of Agriculture that ferrets need - and deserve - breed specific protection equal to that of dogs and cats.

Scary scary people to say the least , hiding behind the facade of caring "knowledgeable" animal experts. Just how far will the Animal Liberationists, P.E.T.A [People for Ethical Treatment of Animals], the Australia Veterinary Association [AVA] and the Royal Society for the Prevention of Cruelty to Animals [RSPCA] go? Destruction of history and tradition The Animal Terrorists, the RSPCA and the AVA have taken it upon themselves to destroy heritage, tradition and history when they began their campaign to ban tail docking. We preserve historic building well after they have stopped being used for the purpose what they were originally built.     Cosmetic Surgery in North America and Latin America Alice Crook Canada This paper summarizes legislation, position statements, and veterinary attitudes regarding cosmetic surgery in North America and Latin America. Practices under consideration include ear cropping, tail docking, and debarking (devocalization) in the dog, and declawing (onychectomy) in the cat. LEGISLATION In Canada, the only jurisdiction with specific regulations concerning these practices is the province of Newfoundland and Labrador. The Animal Protection Act stipulates: “A person who cuts or crops the ear of a dog mistreats an animal.”(1) In the United States, some states restrict the amount of the ear that can be cropped. In Maine, the cropping of a dog’s ear is prohibited and constitutes unlawful mutilation.(2) In Argentina, according to the 1954 law on the protection of animals, it is considered an act of cruelty to “mutilate any part of an animal’s body, unless it is for the improvement, marking, or hygiene of the species, or is performed as an act of mercy.”(3) However, this is not interpreted to include ear cropping or tail docking, which are commonly done in Argentina.(4) EAR CROPPING AND TAIL DOCKING Position Statements The Canadian Veterinary Medical Association (CVMA) opposes ear cropping and tail docking in the dog for cosmetic purposes (Appendix I, a). The American Veterinary Medical Association (AVMA) encourages veterinarians to counsel owners about the risks and lack of medical benefits before agreeing to perform these procedures (Appendix II, a).
