In 1975, the book, Animal Liberation , written by Australian philosopher Peter Singer, was published, and the modern Animal Rights Movement was launched. It is important for all dog and cat lovers - whether breeder, exhibitor, or pet owner - to understand the difference between “Animal Rights” and the more traditional “Animal Welfare.” Animal Welfare is the concept that humans have the obligation to ensure that the animals in our society, whether pets, livestock, research subjects or wildlife, are treated humanely and appropriately in our interactions with them. Animal Rights is the concept that non-human animals have the right, by virtue of their existence, to not be used by humans for any purpose at all - neither food, clothing, entertainment nor research. In 1987, the following agenda was formulated by Animal Rights Activists for inclusion in the US Greens party platform, and may be considered the framework of the Animals Rights Movement. Pay particular attention to #10. This is a summarized version; a more complete version can be found in The Hijacking of the Humane Movement (see Recommended Reading at end of essay)

    We the undersigned believe that Breed Bans and or Breed Specific Legislation are a short term, short-sighted attempt to deal with the issues surrounding canine related injuries.
    Statistics on dog bites and dog related injuries simply do not support the assertion that one breed has a predisposition to be more aggressive versus another. In Canada there are no laws making it mandatory to report dog bites. The Canadian Safety Council acknowledges that breed bans and or breed specific legislation do not address the real problem which is irresponsible dog owners. NO form of legislation will not stop dogs from biting ,but enforcing responsible dog ownership will dramatically lower bite incidences.
    ALL dogs can and will bite under given circumstances.
    If any community wishes to seriously discuss this issue,let us look at the facts gathered from the following organizations:

    Status: At the invitation of The Kennel Club I attended a meeting of the all-party Animal Welfare Committee of Members of Parliament at Westminster this evening. The RSPCA, the secretariat for the committee, had suggested the subject for the MPs to consider - "Dangerous Dogs Act in Germany" before the Summer recess and recommended that the KC be asked to provide the briefing. I assume that a formal set of minutes will be published in due course but, as usual, I thought people would want to know about the meeting. Caroline Kisco and Phil Buckley represented the Kennel Club and several other major UK animal welfare organisations such as the British Veterinary Association, RSPCA and NCDL were represented in the visitors area. Caroline made the initial introduction to the events of the past 6 months and explained why we objected to Breed specific legislation in general - including the UK's current laws! I was then asked to explain why the actions in Germany are concerning UK dog owners.

Their phone number is (512) 837-7985. Austin Pets Alive is working hard for the no-kill millenium. They also rescue animals. They really need volunteers to accomplish their no-kill goals. Blue Dog Rescue does a fantastic job providing care, relocation, and adoption of abandoned dogs in the Williamson and Travis county areas. Petfinders is a great website with loads of rescues and shelters listed. They also provide web space to rescue groups FREE!!! Petshelter Network has links to rescue groups and animal shelters all over the world. SARA is a 581-acre animal sanctuary and wildlife refuge located near Seguin, Texas. SARA has over 500 animals (dogs mostly, 100 cats) at any one time. Utopia Rescue Ranch . Nancy and Tony are the proprietors of this amazing place, affiliated with musician and author Kinky Friedman. We LOVE these guys!

    The mission of the AKC Canine Health Foundation is to develop significant resources for basic and applied health programs with an emphasis on canine genetics to improve the quality of life for dogs and their owners. Pre-proposals for genetic research, clinical studies and educational projects are now being accepted. The deadline for submission of pre-proposals is March 22, 2004. Please mail as early as possible. The Foundation is interested in receiving proposals for one- or two-year projects only. GUIDELINES FOR RESEARCH PRE-PROPOSALS Canine Health Research – The Foundation is interested in areas of clinical research that will have a positive impact on the health of dogs. One- to two-year studies with immediate applicability are of particular interest. Canine Genetics – Major goals of the Foundation are to define modes of inheritance of canine diseases, to develop information for improved diagnosis, and to provide guidance in health based breeding decisions. Funding the discovery of genetic markers and mutations useful in disease diagnosis, carrier identification and testing, and breeding decisions are a major emphasis.

    Insurance companies dropping home insurance coverage for owners of large dog breeds Shushu, a 9-year-old spayed Dalmatian, is a favorite playmate for the children in her Randolph, Mass., neighborhood and a regular blood donor at the Massachusetts Society for the Prevention of Cruelty to Animals. "She's a lovable dog," said her owner, Barbara Mersal, an MSPCA employee. "I've never had a problem." So, Mersal was shocked when she received a letter from her homeowners insurance company informing her she was being dropped because of Shushu. The dog, the company argued, was a breed that would no longer be covered. Mersal's decade-long relationship with the company would end because of a beloved dog. Mersal is not alone. Many insurance companies are looking to cut costs by excluding owners of large breed dogs from homeowners insurance plans. Breeds that have been targeted include pit bull-type dogs, Rottweilers, Doberman Pinschers, Chow Chows, Akitas, Siberian Huskies, and German Shepherd Dogs, and in some cases, even Dalmatians and Boxers. Insurance companies defend the breed-specific measures, saying that dog bite injuries account for more than one-third of all liability claims against homeowners insurance. These claims cost the industry $310 million in 2001, according to the Insurance Information Institute.

    Other Organizations The East Bay SPCA is one of many animal welfare organizations serving Alameda County and the Bay Area.
    The East Bay SPCA is often confused with other organizations that also work to improve the lives of companion animals.  We offer the following information about each of our roles within our cooperative, humane community: Animal Control Agencies Examples:  Oakland Animal Control Section, East County Animal Shelter Municipalities work to ensure that their citizens are safe from animal attacks and diseases, by providing an Animal Control agency that provides the following:
    •  Pick up and intake of stray animals
    • Confinement of animals who have bitten, to ensure that the animal could not transmit rabies to the victim
    • Enforcement of local and statewide animal ordinances

As dog attack incidents began receiving more coverage nationwide, Lafayette city-parish officials last year knew it was a matter of time before they would have to test the legality of local animal control legislation, said District 5 Council member Lenwood Broussard. “We were one of the first communities in the country to pass what I term a ‘reaction law,’ ” he said. News of vicious dog attacks across the country usually increases the demand for breeds that are in danger of being banned. Breed-specific laws are also impossible to enforce.
