An animal shelter has two main jobs—to be a safe haven for all animals in need and to be the nucleus of a community's animal care and control program. Its staff should provide quality care for all stray and relinquished animals temporarily in its care, making every effort to provide a safe, comfortable, and stress-free environment. The shelter should also be accessible and welcoming to the community. Purpose
An animal shelter's tasks should include the following: teaching humane principles in the community, preventing animal cruelty and suffering, and enforcing animal protection laws. Although an animal shelter may not undertake all of these tasks itself, it has an ethical, and often legal, responsibility to ensure that some person or organization in the community undertakes them. General Policies
If your shelter is a municipal animal care and control facility, the commissioners in charge must fully acquaint themselves with the community's animal problems and should consistently allocate adequate funding and resources for a humane and effective animal care and control program. A comprehensive animal control ordinance should be in place and adequately enforced. If your shelter is a private facility (or a private facility with a government contract to perform animal care and control functions), all members of the board of directors must have a basic understanding of animal care and control issues. Board members should commit time and effort to help develop policies and plans that will help the animals, support the staff, and serve the community. Board members should remember that they are responsible to the dues-paying membership and should report the shelter's activities to the membership at regular intervals.

Is your public or private animal-care facility meeting the basic needs of animals and the public? Find out by comparing the following seven of the most essential shelter policies with those of your facility. POLICY #1 Accept every animal brought in. WHY IT'S IMPORTANT: For a shelter to be a true haven for lost or unwanted animals and provide a comprehensive service to the public, its doors must be open to all animals. A shelter that turns away an animal being surrendered, or asks someone to keep the animal until space opens up at the facility, risks losing that animal to abandonment or some other cruel fate. Similarly, a shelter that cannot accept an animal found running at large or rescued in a cruelty case is not acting in the animal's best interests. Shelters exist, first and foremost, to protect animals. Euthanasia of shelter animals to make room for others is a tragic necessity that prevents animal suffering. An organization that cares for homeless animals but doesn't accept every animal may be doing admirable work as an adoption center or a limited-access refuge, but it isn't providing the full complement of animal sheltering functions needed in every community. A facility that doesn't accept every animal can supplement an animal shelter, but it can't substitute for one. Some private shelters are not authorized to take in strays from areas where they do not have contracts with municipalities or counties. Together with the governing entities, such shelters should arrange for any strays brought to the shelter to be housed there until they can be transferred to an appropriate facility.

The aim of the program is to develop relationships with shelters and animal protection groups outside of the United States who will work with us to help animals in their countries and to serve as role models for other developing groups. We ask that they endorse, promote, and strive to adhere to certain basic policies, such as conducting humane education projects in their local communities and reducing the overpopulation of companion animals by discouraging breeding and promoting spaying and neutering. ... Click here for IHDI Order Forms General Information IHDI has trained more than 900 hearing dogs since 1979 for persons who are deaf or hard-of-hearing. All of the dogs selected for this special training come from local animal shelters. The dogs are generally mixed breeds, six months to a year in age, in good health, with aim-to-please, energetic personalities. Each dog receives a thorough medical examination before training begins, including blood work, vaccinations and spay or neuter if necessary, to ensure a long healthy life. The dogs learn to respond to many sounds in the home, such as the door bell or knock, telephone, alarm clock, smoke alarm, or a baby's cries, during daily training sessions. General obedience and socialization rounds out their 4-8 months of custom training. IHDI also trains dogs to assist deaf/blind individuals (in the home only) by guiding slowly to the source of the sound. Each dog is selected with the needs and lifestyle of its new master in mind.
