PREAMBLE:
The Pan American Sanitary Bureau (PASB) is the executive arm of the Pan American Health Organization (PAHO); it simultaneously serves as the Regional Office for the Americas of the World Health Organization.
ORIGIN:
In 1949, the Pan American Sanitary Organization and the World Health Organization agreed that the Pan American Sanitary Bureau would serve as the Regional Office of the World Health Organization for the Americas. In 1950, the Pan American Sanitary Organization was recognized as a fully autonomous and specialized inter-American organization. Thus, the Organization became a component of both the United Nations and the inter-American systems. The XV Pan American Sanitary Conference (San Juan, Puerto Rico, 1958) changed the name of the Pan American Sanitary Organization to the Pan American Health Organization. The name of the Pan American Sanitary Bureau remained unchanged.
FUNDAMENTAL PURPOSES:
The fundamental purposes of the Pan American Health Organization are to promote and coordinate the efforts of the countries of the Region of the Americas to combat disease, lengthen life, and promote the physical and mental health of their people.

BVI’s Chris Ghiorse finishes third in Anguilla John T. Memorial race!

British Virgin Islands cyclist Chris Ghiorse finished third behind Guyana’s Dwayne Gibbs and St. Maarten’s Nipau Serge in Sunday’s 75 mile John T. Memorial race in Anguilla. The field included 78 riders from Anguilla, BVI, St. Martin, St. Maarten, Guyana, St. Lucia, St. Kitts, Nevis, Antigua and Curacao. Ghiorse on the podium after receiving the 3rd place trophy.
Gibbs and Serge finished in 3 hours, 16 minutes and 13 seconds, with Ghiorse close behind in 3:16.32. Ghiorse said he was really happy with his position because he didn’t really ride the most intelligent race of his career. “This is the first race I’ve done in 12 years where I’ve been fit and the race had a mass start. I reverted to my 20 year old days where I would keep attacking,” he explained. “I was out of rhythm with couple of moves but then it all came back together right near the end of the race........

History Colonized by English settlers from Saint Kitts in 1650, Anguilla was administered by Great Britain until the early 19th century, when the island - against the wishes of the inhabitants - was incorporated into a single British dependency along with Saint Kitts and Nevis. Several attempts at separation failed. In 1971, two years after a revolt, Anguilla was finally allowed to secede; this arrangement was formally recognized in 1980 with Anguilla becoming a separate British dependency. The primary objective of the working group is to strengthen national, regional and global structures and networks for improved monitoring and surveillance of HIV/AIDS and STIs. For this purpose, the working group collaborates closely with national AIDS programmes and a number of national and international experts and institutions. The goal of this collaboration is to compile the best information available and to improve the quality of data needed for informed decision-making and planning at national, regional and global levels. The Epidemiological Fact Sheets are one of the products of this close and fruitful collaboration across the globe.

Brief administrative history The International Sanitary Bureau, precursor of the Pan American Sanitary Bureau, was established by the First General International Sanitary Convention of the American Republics held in Washington, DC., in 1902. The Bureau, "according to the resolutions adopted", consisted of a board of seven health officials, residing in five countries, who were assigned the responsibility for the receipt and distribution of information on health conditions in the American Republics and to formulate sanitary agreements and regulations so that quarantine requirements would be reduced to a minimum in respect of cholera, yellow fever, bubonic plaque, smallpox and "any other serious pestilential outbreak". These functions and responsibilities were adopted both by the Second Conference of American States (1901) and by the First General International Sanitary Convention.
Five other international sanitary conferences held in the Americas between 1902 and 1920 approved resolutions to the effect that the Bureau would undertake the investigation of outbreaks of communicable diseases, the facilitation of commerce through the improvement of sanitary conditions in the sea-ports of the American Republics, through sewage disposal, drainage of the soil, and the destruction of mosquitoes and other vermin. However, resources available at the time in terms of staff, office space, travel and other expenses were not appropriate to allow compliance with these Conference resolutions.

To Review Constitutional Developments, Political,
Economic, Social Situation in Non-Self-Governing Territories
The Special Committee on the Situation with regard to the Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples, also known as the Special Committee of 24 on decolonization, will hold a Caribbean regional seminar at the Valley, Anguilla, from 20 to 22 May 2003.  In agreement with the United Kingdom, for the first time in history, the Seminar will take place in a Non-Self-Governing Territory and will be hosted by the Government of Anguilla.
The Seminar is conducted within the framework of the Second International Decade for the Eradication of Colonialism (2001-2010) and will focus on practical steps to advance the decolonization process in the Caribbean and Bermuda.  Among the issues to be discussed during the Seminar are the role of the Special Committee in facilitating decolonization of the Non-Self-Governing Territories; the perspective of the administering Powers on the completion of the decolonization process in the Territories within the context of the United Nations decolonization mandate; the views of the representatives of Non-Self-Governing Territories on their present status and prospects for decolonization; as well as an overview of the political, constitutional, economic and social implications of self-government, particularly in the Caribbean  Non-Self-Governing Territories. The Seminar will also examine the role of the United Nations system in providing assistance to the Non-Self-Governing Territories.

THE VALLEY, ANGUILLA, 21 May Grappling with some of the most difficult issues on the United Nations list of remaining Non-Self-Governing Territories, the regional seminar in the Caribbean this afternoon examined the myriad sides of the situations in Gibraltar, Western Sahara, and the Falkland Islands (Malvinas).
The representative of the Popular Front for the Liberation of Saguia el-Hamra and Rio de Oro (POLISARIO Front) gave his perspective on the history of the dispute, and reaffirmed the principle of the right of the Sahrawi people to self-determination as the only guide for United Nations action in that regard.  After explaining the reasons why POLISARIO Front was objecting to the latest proposal put to the parties by the Personal Envoy of the Secretary-General on Western Sahara, he said it wished to return to the 1991 Settlement Plan for implementation, albeit with significant concessions on its part.
The representative of the United Republic of Tanzania drew attention to the uniqueness of that case, whereby the Organization of African Unity (now, the African Union) had recognized the representatives of Western Sahara, but the parties were still struggling over the question of self-determination there.  In the small island territories of the Caribbean, the problem was ignorance about the options and implications; for Western Sahara, the option was clear, but there were profound obstacles in the way of achieving it.
