Anguilla is a small society in the Caribbean with a successful tourism economy. The growth-oriented tax system is based on consumption, not income, and rewards productive behavior. Anguilla has a government, so it has taxes, but it doesn't have a sales tax, VAT, GST, income tax, profits tax, capital gains tax, or inheritance tax. Those who use the services, pay the taxes on them. When you buy something that is imported into Anguilla, and most things are imported, the price includes import duties. Duties are a type of consumption tax, like a sales tax . Anguilla collects about 25% duty at the border on most items (actually 5% on food and computers to 30% on beer and cigarettes). Anguilla also has yearly license fees for businesses and professions, plus work permit fees for foreign workers. The property tax is only on improvements, not land, and the rate is very small. In many countries, there is also a universal "Value Added Tax" that applies to every sale of goods or services in the economy. VAT turns each electrician and gardener into either an unpaid government bookkeeper/tax collector, or into a tax cheat in the underground economy. Currently, there is a 7% GST in Canada and 10%-40% VAT in Europe, and it is imposed in addition to heavy income taxes. Anguilla does not currently have a VAT.

History
The Leeward Islands British dependencies lie east of Puerto Rico in the region where the Greater Antilles and Lesser Antilles meet. The British Virgin Islands, immediately east of their United States counterparts, consist of more than forty islands, rocks, and islets, the most important of which are Tortola (containing the capital of Road Town), Virgin Gorda, and Anegada (see fig. 16). Anguilla (pronounced "an-GWIL-a") lies some 120 kilometers east of the British Virgin Islands (see fig. 17). It is small, but its territory includes several even smaller islands. Montserrat, also a small island, lies 180 kilometers southeast of Anguilla, not far from Antigua. Christopher Columbus discovered the Virgin Islands and Montserrat on his second voyage to the West Indies in 1493. He named the former "Las Virgines" in honor of St. Ursula, an Englishwoman who is alleged to have traveled to Germany with virgin attendants and to have been martyred there. Columbus named Montserrat after the mountain in Spain on which Ignatius Loyola established of the Society of Jesus (the Jesuits). Whether or not Columbus also sighted Anguilla during this 1493 voyage remains uncertain. Historian Thomas Southey made the first known mention of the island in 1564, after a French expedition passed it on a voyage from Dominica to Florida. The island apparently received its present name from its long, narrow shape and serpentine shoreline. Anguilla means eel in Spanish.

AGREEMENT BETWEEN THE CARIBBEAN COMMUNITY
AND THE GOVERNMENT OF ANGUILLA The CARIBBEAN COMMUNITY (hereinafter called "CARICOM") and the GOVERNMENT OF ANGUILLA: HAVING REGARD to Article 30 of the Treaty establishing CARICOM which provides for Associate Membership of the Community; RECOGNIZING the present constitutional restraints on the capacity of the Government of Anguilla to participate in the decision-making process of CARICOM on matters relating to defence and foreign affairs; BEARING IN MIND the existing and the possible further involvement of the Government of Anguilla in areas of functional cooperation with CARICOM; HEREBY AGREE as follows: Anguilla shall, in accordance with the decisions of the Conference of Heads of Government of CARICOM taken at its Nineteenth Meeting held in Castries, Saint Lucia, during the period 30 June-4 July 1998, be an Associate Member of CARICOM subject to the following terms and conditions: (i) the right of attendance by Anguilla as an Observer at Meetings of the Conference of Heads of Government and the Community Council of Ministers; (ii) the right of participation (without the right to vote) in the deliberations of the Organs and Subsidiary Bodies of the Community, with the exception of the Council for Foreign and Community Relations, in order to promote the interest of Anguilla in specific programmes and measures, including the right to propose programmes and measures or the modification of programmes and measures as well as to share in the benefits of all CARICOM regional programmes and measures, whether proposed by Anguilla or not. It is mutually agreed and understood that Anguilla will not participate in the discussions relating to Foreign Policy issues in any other Organ of the Community.

Colonial Times. Anguilla was first settled in 1650 and was administered as part of the Leeward Islands by the Captain General and Governor-in-Chief residing in Antigua. Anguilla had its own Lieutenant or Deputy Governor with a local council or assembly. In 1825, a representative was sent to sit in the St. Kitts legislative House of Assembly. A new local council, the Vestry, was established in Anguilla. The majority of freeholders protested what was, in effect, a legislative union with St. Kitts. In 1871, Anguilla was federated with St. Kitts and in 1875, Anguillans dissatisfied with the subordinate status and enforced union, petitioned the colonial office in Britain asking for direct rule from Britain. Nevis, being added to the Presidency in 1882, made matters worse, St. Kitts' view of Anguilla being reflected in its renaming the tri-state St. Christopher - Nevis with no mention of Anguilla until 1951. The tri-state entered the West Indies Federation in 1958 and reverted to being a separate colony on its abortion in 1962 with Anguilla still unhappy with the unholy marriage.
Rebellion
On 27th February 1967, St. Kitts-Nevis-Anguilla was given self government as an Associated State with Britain under the West Indies Act. The islanders seized the opportunity, evicted the seventeen Kittitian policemen on 30th May 1967. A referendum was held on 11th July 1967 in which 1,813 people voted in favour of secession from the Associated State and 5 were against. On the strength of this vote the Anguillans set up there own government through a local council. Thus the Associated State government in St. Kitts and the Anguillans were in a political stalemate.

History Before the Europeans came to this island, the Arawak Indians had called it arrowshaped.....Malliouhana.They had dwelled on Anguilla since AD 600 ,as was deduced by an archaeologist who found a vase that dated back to the said date. The Indians had constructed a ceremonial worshipping site to be used by Arawaks from the north eastern Caribbean inside of an underground cave, located at Shoal Bay. The cave is 70 feet deep and an excellent source of fresh water, in it was found a 16 foot,carved, petroglyph ( a figure carved from stone). The figure depicts the Supreme God of the Arawaks; Jocahu , "Giver of Cassava", the main crop grown by the Arawaks.Twelve other petroglyphs can be found in this cave called The Fountain. The Arawaks were brown, tall people with long, straight, black hair.They grew cotton from which they made cotton clothing to cover their bodies and to make hammocks. Besides cassava, they ate different varieties of reef fish; conchs, shellfish, whelks. Corn and sweet potato were also cultivated. Their jewellery was crafted from seeds, bones, seashells, and conch shells. REVOLUTION!
