RELATED STORIES, SITES KINSHASA, Congo (CNN) Zimbabwe's President Robert Mugabe said Monday his nation was ready to help Angola put down renewed attacks by UNITA rebels that left a 1994 peace accord in tatters. "We are going to give material support to Angola to put an end to this war," Mugabe told reporters at the close of a five-hour meeting with Angolan President Jose Eduardo dos Santos, Congolese President Laurent Kabila and Namibian President Sam Nujoma. Zimbabwe, Angola and Namibia are already supplying troops and materiel to Congo to help Kabila put down a seven-month rebellion that has occupied at least one-third of the country. The meeting was held to discuss future cooperation in Congo. Mugabe did not elaborate on what kind of support Zimbabwe would give to Angola.

    Recent Arms Flows to the Angolan Government
    Recent arms procurement by the Angolan government highlighted the importance of oil as collateral for arms purchases and the lack of transparency in government procurement. These events underscored the need for the Angolan government to disclose its use of oil revenues and military expenditures in order to facilitate proper accounting and effective scrutiny of the government's activities. Angola and Slovakia signed an arms-for-oil bartering agreement on April 3, 2000-the same day that the SMP was announced. This arms deal reportedly included the purchase of six SU-22 bombers and possibly T-72 battle tanks. On February 24, 2001, Spanish authorities on the Canary Islands seized a Ukrainian freighter carrying weapons destined for Angola. Authorities found approximately 636 metric tons of weapons, including grenades, night vision equipment, and ammunition aboard the ship that was seized after the captain failed to accurately report the cargo. The captain originally told the authorities that the ship was carrying automobile parts.

    In a rare oral briefing to the members of the U.N. Security Council by a non-governmental organization, Human Rights Watch today urged that the Office of the High Commissioner for Refugees (UNHCR) play an enhanced role in taking responsibility for more than four million displaced persons inside Angola, an extension of the agency's traditional responsibility only for refugees who have crossed an international border. The Angolan government has also failed to make public any significant data concerning its oil revenues, which totaled U.S.$3.18 billion in 2001. Human Rights Watch said that disclosing such data would have a positive effect on governance and could lay the foundations for improvement in human rights, and it urged the Security Council to press the Angolan government for such disclosure.

    Angola changed from a one-party Marxist-Leninist system ruled by the MPLA to a nominal multiparty democracy following the 1992 elections, in which President dos Santos won the first-round election with more than 49% of the vote to Jonas Savimbi's 40%;a runoff never took place.The Constitutional Law of 1992 establishes the broad outlines of government structure and delineates the rights and duties of citizens. The government is based on ordinances, decrees, and decisions issued by a president and his ministers or through legislation produced by the National Assembly and approved by the president. The parliament is generally subordinate to the executive.
    Few opportunities exist for opposition parties to challenge MPLA dominance. A multi-party constitutional reform process is underway in parliament. President dos Santos has stated he intends to organize new parliamentary and presidential elections after the approval of a new constitutioncurrently under debateand following consultations with political parties and civil society. The leading opposition parties, including UNITA, favor a 2005 date. The MPLA has announced its preference for elections in 2006.
    Angola is governed by a president who isassisted by a prime minister and 30 cabinet ministers, all appointed by the president. Political power is concentrated in the presidency. The executive branch of the government is composed of the president (head of state and government), the prime minister, and the Council of Ministers. The Council of Ministers, composed of all government ministers and vice ministers, meets regularly to discuss policy issues. The President, the Council of Ministers, and individual ministers in their areas of competence have the ability to legislate by decree.

    Angolans march at a political rally. AFTER THIRTEEN YEARS of guerrilla warfare, Angola finally escaped from Portuguese colonial rule in 1975, but with few of the resources needed to govern an independent nation. When an effort to form a coalition government comprising three liberation movements failed, a civil war ensued. The Popular Movement for the Liberation of Angola (Movimento Popular de Libertação de Angola MPLA) emerged from the civil war to proclaim a Marxist-Leninist one-party state. The strongest of the disenfranchised movements, the National Union for the Total Independence of Angola (União Nacional para a Independência Total de Angola UNITA), continued to battle for another thirteen years, shifting the focus of its opposition from the colonial power to the MPLA government. In late 1988, the social and economic disorder resulting from a quarter-century of violence had a pervasive effect on both individual lives and national politics. Among the first actions taken by the MPLA-PT was its conversion into a vanguard party to lead in the transformation to socialism. Throughout the 1980s, the MPLA-PT faced the daunting task of mobilizing the nation's peasants, most of whom were concerned with basic survival, subsistence farming, and avoiding the destruction of the ongoing civil war. Only a small minority of Angolans were party members, but even this group was torn by internal disputes. Factional divisions were drawn primarily along racial and ideological lines, but under dos Santos influence within the MPLAPT gradually shifted from

    Angola Table of Contents Political units in southwestern Africa evolved into complex structures long before the arrival of the first Portuguese traveler, Diogo C o, in 1483. The Bantu-speaking and Khoisan- speaking hunters the Portuguese encountered were descendants of those who had peopled most of the region for centuries. Pastoral and agricultural villages and kingdoms had also arisen in the northern and central plateaus. One of the largest of these, the Kongo Kingdom, provided the earliest resistance to Portuguese domination. The Bakongo (people of Kongo) and their southern neighbors, the Mbundu, used the advantage of their large population and centralized organization to exploit their weaker neighbors for the European slave trade. To facilitate nineteenth-century policies emphasizing the extraction of mineral and agricultural resources, colonial officials reorganized villages and designed transportation routes to expedite marketing these resources. On June 20, President dos Santos announced that all of Jonas Savimbi's rebels, "perhaps Savimbi himself," would be well received by the government if they lay down their weapons. The President's public statement was the first in a series of offers by the government to end the war in a peaceable fashion. President dos Santos reiterated his offer of a pardon to UK Minister Peter Hain on July 4 and Angolan Foreign Minister João Miranda echoed the President's statement during a visit to Lisbon on July 7. "If Jonas Savimbi today…were to ask for a pardon and ask for the forgiveness of the Angolan people, naturally the door would be open to that," he said.

    Angola News Angola Peace Monitor IRIN - Angola afrol.com, 3 November - The Angolan government endorsed a national health program and dramatically increased funding for public health initiatives across the country. At the end of September, the Council of Ministers approved US$ 35 million for the fight against malaria, tuberculosis, leprosy, trypanosomiasis, diarrhea and lung disease. Trypanosomiasis, more commonly known as sleeping sickness, leprosy and tuberculosis, are three of the worst diseases affecting Angolans. The government has earmarked US$ 3 million to combat sleeping sickness, a potentially fatal disease transmitted by the tsetse fly that leaves victims feverish and lethargic. Sleeping sickness strikes more than 100,000 people a year in Angola. Health officials say some 4 million people are at risk. Angola's Minister of Health said priority would be given to training personnel, preventing the spread of diseases, diagnosing diseases, and improving the treatment of the disease.

Thank you for inviting me to testify today on the Administration’s policy towards Angola The international community has a historic opportunity to assist Angola in following the right path after more than two decades of civil war and poor governance. Secretary Powell witnessed first hand the commitment of Angolans to securing peace and achieving national reconciliation and development during his visit there in September. The Administration believes that we should seize this opportunity to transform Angola from a war-torn nation to a center for stability and economic growth in southern Africa. Angola is blessed with tremendous natural resources, which can assist the country’s positive transformation. But they must be used to benefit all Angolans and the region. Angola will have a prominent role to play in international affairs and in both the southern and central African regions.     RELATED STORIES, SITES KINSHASA, Congo (CNN) Zimbabwe's President Robert Mugabe said Monday his nation was ready to help Angola put down renewed attacks by UNITA rebels that left a 1994 peace accord in tatters. "We are going to give material support to Angola to put an end to this war," Mugabe told reporters at the close of a five-hour meeting with Angolan President Jose Eduardo dos Santos, Congolese President Laurent Kabila and Namibian President Sam Nujoma. Zimbabwe, Angola and Namibia are already supplying troops and materiel to Congo to help Kabila put down a seven-month rebellion that has occupied at least one-third of the country. The meeting was held to discuss future cooperation in Congo. Mugabe did not elaborate on what kind of support Zimbabwe would give to Angola.

    Santos Virgilio LUANDA, Dec. 3 (AIA/GIN) Doctors and non governmental organizations have warned the Angolan government not to ignore AIDS as the rapidly escalating epidemic is headed for catastrophic proportions. Dr. Marques Gomes, an epidemiologist with the National Programme for the fight against AIDS (PNLS), has accused the government of apathy regarding the disease. "There is absolutely no support from the government and I have never seen nor heard of any fund or budget from the Ministry of Health for the fight against AIDS." He says any project undertaken by PNLS is funded by donors, such as the World Health Organization (WHO), Swedish International Development Authority, European Commission and OXFAM. His sentiments are echoed by the executive director of the Angolan Association for the Fight Against AIDS (AALSIDA), Antonio Coelho, who has called on the government to urgently create a national commission on AIDS. He warns that, if the prevailing conditions and attitudes towards the disease continue, there will be two or three cases of AIDS in each family in the next five years. "It is vital to involve leaders and public figures in the fight. We have been independent since 1975 and people have been talking about AIDS for the last 10 years, but we have never seen the president or the prime minister speaking about the disease or participating in a forum on AIDS people at the top are not setting any examples," he says.
