    The Angolan government has been criticised for rejecting refugee food donations of American maize seed containing genetically modified (GM) material, according to the Science and Development Network.
    However, a high-ranking civil servant in Luanda has hit back, noting that it is not an outright ban but a request for the seed to be milled so it cannot accidentally cross-contaminate their own crops, which might result in struggling peasant farmers being sued by a giant agro-business such as Monsanto. In addition, it accuses charities of secretly smuggling in GM seeds without informing the government. According to Elizabeth Matos, the chairperson of the National Plant Genetic Resources Centre, the move protects Angola's great diversity of plant life. "We are holding in our gene bank almost 800 different types of maize and local ecotypes that we have picked up from all over the country and we don't want this material crossed with GM," she says. Furthermore, she said, Angola has a complete lack of GM regulatory systems - there is no national biosafety framework and no legislation concerning GM products, unlike South Africa or the US. According to Mike Sackett, the Southern Africa director for the UN World Food Programme (WFP), however, the decision will "quite dramatically" affect efforts to fight hunger in Angola. "Even before the question of the new legislation came out, there were serious constraints on our food pipeline - such that we were going to cut rations for April and May for 1.9 million people by 30%," Sackett said in Johannesburg. "The result of this cancellation is that we have cut rations in half for April and May and there is no food at all for June."

    Luanda - Angolan Government this Friday, here, called on civil society to organise debates on the new Land Bill, which was approved by the Cabinet Council on 28 November 2003.
    The exhortation was made by the deputy minister for Environment and Urbanism, Graciano Domingos, at the opening of a seminar whose main theme was "The land as an important factor to combat poverty", organised by the Rede Terra (Land Network) association.
    According to the deputy minister, the peace achieved in the country brings about secure perspectives, thus, it is important to legislate on the mechanisms to protect and have access to land, always to the benefit of the State, and particularly the citizens. "This initiative is of great importance for the imperative need to re-dynamize, in a legal way, the life of citizens who have been contributing- in the countryside and in urban centres- to the development of society", he said. Graciano Domingos is of the opinion that this action will be an incentive to the population in regard to making the land more productive, since the majority of the Angolan population is peasant.

    The Committee to Protect Journalists (CPJ), an independent organization of journalists dedicated to the defense of press freedom worldwide, is once again writing to protest your government's brutal repression of the independent Angolan press.
    On August 9, 1999, four plainclothes police officers from the Criminal Investigation Department (DNIC) raided the studios of Radio Ecclesia, a Roman Catholic FM station in Luanda, while the station was rebroadcasting a BBC interview with UNITA leader Jonas Savimbi. Armed with search and arrest warrants, the police officers seized Radio Ecclesia's transmission equipment and the recording of the BBC interview. They then arrested chief editor Paulo Juliao and two other Radio Ecclesia journalists, Laurinda Tavares and Filipe Joaquim.
    The three men were held at DNIC headquarters for about four hours and were interrogated separately. The interrogators accused them of "disseminating dangerous information" and "threatening public security," and questioned them about their political views.
