    The new prominence of Central Asia and its potential oil riches is but one sign of a larger transformation of U.S. strategic thinking. During the Cold War, the areas of greatest concern to military planners were those of confrontation between the U.S. and the Soviet blocs: central and southeastern Europe and the Far East. Since the end of the Cold War, however, these areas have lost much strategic significance for the United States (except, perhaps, for the demilitarized zone between North and South Korea), while other regions the Persian Gulf, the Caspian Sea basin, and the South China Sea are receiving increased attention from the Pentagon. Behind this shift in strategic geography is a new emphasis on the protection of supplies of vital resources, especially oil and natural gas. Whereas Cold War era divisions were created and alliances formed along ideological lines, economic competition now drives international relations and competition over access to these vital economic assets has intensified accordingly. Because an interruption in the supply of natural resources would portend severe economic consequences, the major importing countries now consider the protection of this flow a significant national concern. In addition, with global energy consumption rising by an estimated two percent annually, competition for access to large energy reserves will only grow more intense in the years to come.

    27 February 2004 ARMED WITH a 44% shares in Mundo Startel and a concomitant investment of about US$14 million (N$91m), Telecom Namibia plans an aggressive roll-out of high-speed networks, the so-called next generation networks (NGN), in Angola over the next three years.
    The company's Managing Director yesterday said Angola's geography is very challenging and requires a network based mostly on fixed-wireless technologies. "We will try to stay away from the traditional digging of trenches and laying of cables but rather opt for wireless digital technologies such the latest VSATs, etc.," Mr Frans Ndoroma told a media briefing in Windhoek yesterday. TN on Wednesday signed a joint venture company with Angola's Mundo Startel to provide fixed-line telecommunication services in that vast African country of about 18 million people. Mr Ndoroma said the joint venture represents a very unique relationship based on sound business principles and ethics but more so, which relies heavily on the cornerstones of mutual trust, confidence, commitment and respect for each other. "I think the Mundo Startel owners and my own team will agree that what we have achieved is probably marking the most significant joint venture business agreement between a state-owned enterprise from Namibia, on the one side, and private Angolan citizens, on the other side, since the civil war ended," he said.

    2.1 Oil Africa's oil reserves are concentrated north of the equator, as shown in TABLE 2.2 and MAP 5 . Libya possesses the largest proved recoverable reserves on the continent (3,892 million tonnes) followed by Nigeria (3000 million tonnes), and Algeria (1236 million tonnes). The principle exception to the "north of the equator" rule is Angola. Angola's reserves (at 730 million tonnes) are still much less than the three countries already mentioned, but they have been growing rapidly as a result of recent deep-sea discoveries such as the Dalia, Girassol and Kuito fields off shore from Cabinda province. This now makes Angola the fourth African oil country in terms of reserves. Egypt, Congo (Brazzaville) and Gabon also possess significant reserves. Even modest oil reserves can be very important for a small country. Three new fields discovered offshore Mauritania might contain around 10 million tonnes of reserves, which would represent a major income boost for that country. It should also be stressed that oil exploration in many areas of Africa began only after independence. For example, oil reserves in Chad are currently estimated at around 120 million tonnes, but industry sources believe they may be several times this amount with further exploration. This also applies to other countries (Angola has already been mentioned) so Africa's share of world oil reserves may well rise.

    COUNTRY DESCRIPTION: Angola is a large, developing African country that has been engulfed in war and civil strife since independence from Portugal in 1975. A peace accord signed in 1994 brought a temporary halt to Angola's civil war, but in late 1998 fighting returned the country to war, making travel to and within Angola extremely unsafe. Facilities for tourism are non-existent. Severe shortages of lodging, transportation, food, water, medicine and utilities plague the capital city of Luanda and other cities. Shortages cause unsanitary conditions in many areas, including Luanda.
    ENTRY REQUIREMENTS: A passport and visa, which must be obtained in advance, and an International Certificate of Vaccination, are required. Persons arriving without visas are subject to possible arrest and/or deportation. Travelers whose international immunization cards do not show inoculations against yellow fever and cholera may be subject to involuntary vaccinations and/or heavy fines. Visitors remaining in Angola beyond their authorized visa duration are subject to fines and possible arrest.
