An Army of One?
In the war on terrorism, alliances are not an obstacle to victory. They're the key to it. By Gen. Wesley Clark A few days after September 11, I happened to be walking the halls of the Pentagon, the scene of so many contentious meetings during my years as commander of NATO forces in Europe, and ran into an old acquaintance, now a senior official. We chatted briefly about TV coverage of the crisis and the impending operations in Afghanistan. At his invitation, I began to share some thoughts about how we had waged the Kosovo war by working within NATObut he cut me off. "We read your book," he scoffed. "And no one is going to tell us where we can or can't bomb." That was exactly how the United States proceeded. Of course, the campaign in Afghanistan, as it unfolded, wasn't an all-American show. The United States sought and won help from an array of countries: basing rights in Central Asian states and in Pakistan; some shared intelligence from Pakistan, Saudi Arabia, and other Muslim states; diplomatic backing from Russia and China; air and naval support from France; naval refueling from Japan; special forces from the United Kingdom, and so on. But unlike the Kosovo campaign, where NATO provided a structured consultation and consensus-shaping process, allied support in this war took the form of a "floating" or "flexible" coalition. Countries supported the United States in the manner and to the extent they felt possible, but without any pretenses of sharing in major decisions. European leaders sought to be more involved. At the Europeans' urging, NATO even declaredinvoking, for the first time, Article V of its founding treatythat the attack on the United States represented an attack on every member. But even so, Washington bypassed and essentially marginalized the alliance. The United Nations was similarly sidelined.

John Bell Hood was a gallant combat leader and one of the fiercest fighters in the Confederacy, whose brigade of Texans was generally considered by historians to be the best to serve the South. Born in 1831 in Owingsville, Kentucky, Hood graduated from West Point in 1853 near the bottom of his class. He served on the western frontier, and joined the Confederacy when the War began. He gallantly led a Texas brigade during the bloody Seven Days Battles, Second Manassas, and Antie-tam, where his heroism brought him command of a division under Lt. Gen. James Longstreet at Fredericksburg and Gettysburg. He led his men in a nearly successful assault on Round Top in pivotal action on the second day of Gettysburg, and lost the use of his arm. He accompanied Longstreet with reinforcements to Georgia, where at Chickamauga he led the successful assault on the Union right flank, smashing the Federals and sending them retreating back into Chattanooga. During this battle, a .58-caliber lead Minie ball shattered his right leg, which was amputated leaving a 4-1/2 inch stump. His bravery earned him a promotion to lieutenant general, and fought strapped into his saddle. During the Atlanta Campaign he served under Johnston, and wrote letters to Davis undermining Johnston's authority. When Johnston was replaced with Hood, he lost four bloody battles and the city of Atlanta by launching aggressive attacks against

An English abstract of the book - The American Captain Who Managed the Korean President ("Han-guk Dae-tong-ryon-ul um-ji-ghin miguk dae-wi") - coauthored by James Hausman and Jung Il Wha, published in Korean by Korean Mun-Won Publishing, Seoul, Korea in 1995. Gen. Song Ho Sung served in Kim Ku's Independence Army in China as the head of training (He went by his nom de guerre Song Ho - 'Song the Tiger'). After World War II, he became the first commander of the S. Korean Army (Guk-gyong Gyong-bi-dae). Capt. James Hausman was a 'special' adviser to the Korean commander and had the authority to countermand or take over the supreme command of the Korean army. Gen. Song's troops conducted scorched-earth campaigns on Cheju killing more than 30,000 unarmed civilians during 1948-1950. At the outbreak of the Korean War in 1950, Gen. Song defected to North Korea and organized the People's Volunteers Army (In-min yi-yong-gun) to fight the Americans. In June 1950, I heard Gen. Song's speech on Seoul Radio, exhorting all Korean patriots to rise up and fight the American invaders. Hausman claims that Gen. Song was captured by the Red and forced to do what he did. Army's early encounters with irregulars, none is more relevant to contemporary concerns than the army's campaign in the Philippines at the end of the nineteenth century, and my study of the Philippine-American War provided the foundation for much of my thinking on irregular warfare. I began research on the topic in 1964 when I embarked upon a Ph.D. program at Duke University. At the time the army's successful campaign in the Philippines stood in marked contrast to its then stalemated efforts in Vietnam. I finished my thesis in 1967, and over the next two years I revised the manuscript for publication in the Greenwood Press military history series. Although I sent the completed book manuscript to the publisher in 1970, publication was delayed until 1973. I have no idea why publication took so long, but I have always suspected that someone at the press did not want to bring out the book until American participation in the Vietnam War had ended. Praising the U. S. Army, even for work done more than a half century before, was bound to prove controversial, as it has. Since 1973 I have revised my views on the Philippine campaign to incorporate the work of other scholars and new research of my own. The first formal opportunity to present an updated analysis came in 1980 when I was invited to participate in the United States Air Force Academy's Ninth Military History Symposium. I revised the symposium paper, "The Pacification of the Philippines, 1898-1902,"

    The Origins of Memorial Day
    Three years after the Civil War ended, on May 5, 1868, the head of an organization of former Union soldiers and sailors - the Grand Army of the Republic (GAR) - established Decoration Day as a time for the nation to decorate the graves of the war dead with flowers. Maj. Gen. John A. Logan declared it should be May 30. The first large observance was held that year at Arlington National Cemetery, across the Potomac River from Washington, D.C. The cemetery already held the remains of 20,000 Union dead and several hundred Confederate dead.
    The ceremonies centered around the mourning-draped veranda of the Arlington mansion, once the home of Gen. Robert E. Lee. Gen. and Mrs. Ulysses S. Grant and other Washington officials presided. After speeches, children from the Soldiers' and Sailors' Orphan Home and members of the GAR made their way through the cemetery, strewing flowers on both Union and Confederate graves, reciting prayers and singing hymns.
    Local Observances Claim To Be First Local springtime tributes to the Civil War dead already had been held in various places. One of the first occurred in Columbus, Miss., April 25, 1866, when a group of women visited a cemetery to decorate the graves of Confederate soldiers who had fallen in battle at Shiloh. Nearby were the graves of Union soldiers, neglected because they were the enemy. Disturbed at the sight of the bare graves, the women placed some of their flowers on those graves, as well.
