History

By the Treaty of Berlin of 1899, the United Kingdom and Germany renounced in favor of the United States all their rights and claims over the eastern islands of Samoa. This treaty went into effect on February 16, 1900. On April 17, 1900, the matai (chiefs) of Tutuila formally ceded the islands of Tutuila and Aunu'u to the United States. On July 16, 1904, the king and matai of Manu'a ceded the islands of Ta'u, Ofu, Olosega, and Rose Atoll to the United States. Congress formally ratified the 1900 and 1904 deeds of cession retroactively in 1929. Swains Island became part of American Samoa by joint resolution of Congress in 1925. Political Status
American Samoa, an unincorporated and unorganized territory of the United States, is administered by the U.S. Department of the Interior. It is "unincorporated" because not all provisions of the U.S. Constitution apply to the territory. The Congress has not provided the territory with an organic act, which organizes the government much like a constitution would. Instead, the Congress gave plenary authority over the territory to the Secretary of the Interior, who in turn allowed American Samoans to draft their own constitution under which their government functions.

Introduction [Top of Page] Background: Settled as early as 1000 B. C., Samoa was "discovered" by European explorers in the 18th century. International rivalries in the latter half of the 19th century were settled by an 1899 treaty in which Germany and the US divided the Samoan archipelago. The US formally occupied its portion - a smaller group of eastern islands with the excellent harbor of Pago Pago - the following year.     American Samoa has been a territory of the United States since the signing of the Deed of Session on April 17, 1900. During this long period, the Samoans maintained local management of the islands while U.S. activity was limited to the operation of the coaling station and the naval base in the Pago Pago harbor area. When the Japanese Empire began aggressive actions in the Pacific during the late 1930's, the quiet naval station at Tutuila suddenly acquired a new strategic importance. In 1940 the Port of PagoPago became an advanced training and staging area for the U.S. Marine Corps. During those war years the heightened activity exposed American Samoa to the U.S. way of life and the benefits of American built roads, airstrips, docks, and medical facilities. Since World War II, American Samoa has developed into a modern, self coverning political system. The government is divided into three branches: Executive, legislative, and judical. The Governor and Lieutenant Governor head the executive branch and are elected to four year terms. The legislature, or Fono , consists of two houses: the Senate, selected by each matai (village chief) and the House of Representatives, elected by the general population. The judicial branch is part of the U.S. judicial system. American Samoa has a non-voting representative to the U.S. Congress.

    ESTIMATED 2000 POPULATION LOCATION AND GEOGRAPHY: American Samoa is a small group of five volcanic islands and two coral atolls located in the South Pacific Ocean about 3,700 km (2,298 mi) southwest of Honolulu and 2,575 km (2,220 mi) northeast of New Zealand. The principal island is Tutuila while the other islands are the Aunu'u, Tau, Ofu, Olosega, Swains island and the small isolated atoll of Rose Island. CLIMATE: American Samoa has a tropical maritime climate moderated by the SE trade winds. The rainy season is from November to April and the dry season is from May to October with little seasonal temperature variation. PEOPLE: The principal ethnic majority are the Samoans who are Polynesians and ethnically the same as those located in Western Samoa, speaking the same language. RELIGIONS: Mostly Christians with more than half the islanders members of the Congregational Church while 19% of the population are Roman Catholic. LANGUAGES: The official languages are Samoan and English with the majority of the population bilingual. The Samoan language is closely related to Hawaiian and other Polynesian languages.

    History: For the history of American Samoa before the mid-19th century, see the entry for Samoa (until recently, Western Samoa). US interest in Samoa was prompted by the late-19th century search for a deep-water port in the South Pacific. Control of the islands was eventually divided between the USA and Germany – the USA took Tutuila, in order to use Pago Pago Bay as a coaling station. As Washington had no established apparatus for colonial government, the US Navy was put in charge. Despite the US presence, island life remained largely unaffected until the 1940s, when American Samoa acquired great strategic importance in the course of the Pacific war and was subject to a huge influx of US Marines. After the war, the Americans started to encourage the island towards self-government. In 1956, the first indigenous Samoan governor was appointed, followed a decade later by a new constitution that sought to guarantee the rights of the local inhabitants in matters of land ownership and civil rights. The first full election for the post of governor was held in 1977. The post is currently held by Tauese Pita Fiti Sunia, who narrowly won the gubernatorial elections in November 1996. He was re-elected as incumbent at the most recent poll four years later. Sunia died in 2003 and was temporarily replaced by the Lieutenant-Governor, Tojiola Tulafono, pending new elections.
