    American Samoa Government (ASG)
      ASG is American Samoa's largest employer. In March 1995 it employed 4,281 workers, slightly fewer than in 1993 but still representing 33 percent of the territory's work force. Unlike government in the United States, ASG is a government with no local or municipal government sublevels. As such, it is highly centralized and performs all basic government functions and a few more. Government's role goes well beyond the provision of public goods such as defense, police protection and public infrastructure. The roots of strong government in American Samoa lie in the traditional communal system where leaders are responsible not only for preserving social order but for the extended family's economic welfare as well. The government represents the extended family structure, and US taxpayers underwrite most of the cost of preserving this system, enabling American Samoans to share in American prosperity. From this affiliation the United States gains the exclusive right of access to and use of the territory for defense and other purposes. In effect, US aid, grants and other payments amount to rent the United States pays for access. As long as the two sides agree on a given level of rent (the sum of so-called aid and grants), the arrangement works for both sides.
      The average annual payroll cost to ASG was $14,680 per worker in 1995, including benefits. Aside from the usual government work, ASG also manages power, water and sewer systems through the American Samoa Power Authority (ASPA). An autonomous agency, the ASPA is among the brighter spots in a history of financial management that has often generated criticism from federal agencies.

    Economic Environment The estimated population of American Samoa was 67,084 as of July 2001, with about 38 percent of the population under 15 years old, 57 percent between 15 and 64 years old, and 5 percent 65 and over. The estimated growth rate was 2.42 percent. With an estimated 24.88 births per 1,000 people and 4.31 deaths and 3.58 migrations per 1,000 people, the population of American Samoa is expected to increase significantly over the next several years. In November 2000, Tauese P. Sunia was reelected to serve a second four-year term as governor of American Samoa. Democrat Sunia narrowly beat out independent Lealaifuaneva Peter Reid with 50.7 percent of the votes compared to Reid's 47.8 percent. The major sources of income in American Samoa are the tuna canneries, government services, and remittances from Samoans overseas. In 1998, the two fish canneries located in Pago Pago provided more than 5,000 jobs, surpassing the American Samoa Government as the Territory's largest employer. Exports of canned tuna and related products to the U.S. totaled about $400 million that same year. It should be noted, however, that the majority of cannery workers come from neighboring Samoa (formerly known as Western Samoa). In addition, the future viability of the tuna industry in American Samoa depends on its continued duty-free status and tax exemption and on a competitive wage scale. Without these tax exemptions and with the growth of foreign competitors with lower payroll costs, the future of the canneries could be in jeopardy.

    Scientific Names Samoan Common Names English Common Names Browse Pictures This page was developed from the National Park Service Inventory and Monitoring websitean intranet site as yet not generally available to the public. The data are from a report on fishes of the National Park of American Samoa dated November 2, 2001. The NPS Inventorying and Monitoring site is a work in progress at this time. It is expected to be on line to the public in a couple more years. This webpage, "Fishes of the National Park of American Samoa," is simply an alphabetical list of the scientific names of fishes recorded from waters in and near the park. Each fish name is linked (click on the scientific name) to its individual Family. Within the Family, if a fish is illustrated click on the thumbnail image to link to the large photograph page.. There are also indexes to both Samoan and English common names of at least the fish families. Names in these indexes are linked to the Family pages (click on the name). Macrons are not included over the Samoan names since their transmission becomes garbled with different internet browsers. This fish page is a work in progress. More illustrations will be added. Eventually it will be replaced by the National Park Service's Inventory and Monitoring website with live links to bibliographic sources for the records, and in some cases species distribution maps.
