In 1995, the Pacific Islander community of San Diego held its first major community festival - more than 60,000 people came to the two-day festival, July 22nd and 23rd.
Organizing to overcome a perceived inviability of Pacific Islander people in San Diego, Chamorros, people of the Cook Islands, Fijians, Guamanians, Hawaiians, Maoris, people of the Marianas, Marshallese, people of the Federated States of Micronesia, Samoans, the Tokelau, Tongans, and others came together to put on this historic event.
With the theme of Hokule'a-Ho'oku'i I Ka Pakipika (Bridging the Pacific), the festival was a vivid expression of the Pacific Islander people's history, culture, arts, crafts and cooking. Central to the festival was the visit to San Diego of the Hokule'a ship (photo above) - a symbol of exploration among Pacific Islanders.
The festival received a lot of support in San Diego city and county and has lead to steps towards Pacific Islander empowerment including the establishment of various new organizations and the placing of Pacific Islanders on city and county commissions.
After the success of this first festival the planning of the second festival is well under way. The following article about the Samoan people was written by Samoa Koria a member of the education committee of the 1995 festival and was chair of the 1996 festival.

The Victorian Morality Period, 1873-1948 The Territory of American Samoa was acquired from Germany by the Convention of 1899 but sodomy never was a criminal offense until the Samoan legislature was given home rule. Period Summary: The Kinsey Period, 1948-1986 The first sodomy law was enacted in 1963 and was a verbatim adoption of the law of Georgia with a penalty of up to 10 years for "carnal copulation against the order of nature, by man with man, or in an unnatural manner with woman[.] Thus, Lesbians could not be prosecuted in the territory. A comprehensive criminal code revision adopted in 1979 redefined sodomy so as to exclude consenting adults from coverage, with the age of consent set at 15. Common-law crimes were abrogated. There is no case law prior to the decriminalization. Period Summary: Once Congress exercised criminal jurisdiction over the territory, morals of another culture were superimposed on it. The sodomy law of 1963 was a verbatim enactment of the Georgia law, leading one to believe that a Georgian in Congress authored the code. Because of the unusual wording of the Georgia (and hence American Samoa) sodomy law, Lesbians could not be prosecuted, but both Gay men and heterosexuals could. Once home rule powers were given to the territory, it reverted to its traditions and repealed the law.

Generally, when I think of remote areas in the U.S. National Park System, I think of the northwest Alaskan parks like Cape Krusenstern or Kobuk Valley, parks that lie above the Arctic Circle and have no road access. A relatively unknown and remote unit of the national park system is the National Park of American Samoa , located some 2,600 miles southwest of Hawaii and 1,800 miles northwest of New Zealand, between Fiji and Tahiti. The only U.S. national park unit south of the equator was authorized by Congress in 1988 and officially established in 1993.

American Samoa is a collection of seven islands administered and influenced by the USA. Tutuila is by far the largest and most populated island of the group . Its coast is rugged, with few beaches and its mountains steep and covered in tropical rain forest. Pago Pago is the capital set against steep mountains and a deep and extremely attractive harbour. Pago Pago is a 30-minute flight from the capital town of Apia in Western Samoa.
There is virtually no tourism on American Samoa and the hotels in Pago Pago and along the south coast of Tutuila cater mostly to businessmen and the occasional discerning travellers in search of the islands pristine and hidden environment. The best beaches in American Samoa are found on the three outer islands of the Manu'a Group about 60 miles from Tutuila. Fa'asamoa Fa'a Samoa, means the Samoan Way. This is an all encompassing concept that dictates how Samoans are meant to behave. It refers to the obligations that a Samoan owes their family, community and church and the individuals sense of Samoan identity. The concept of respect is also very important. You must always respect you betters, this includes those older than you, matais, ministers, politicians doctors and teachers. This unquestioning demand for respect is taking its toll in modern Samoa as the younger generation, which is invariably better educated than its predecessors, constantly finds itself trying to balance the demands of a conservative Samoan society with its knowledge of the world, increasingly gathered from overseas education and experience. This has lead to one of the highest suicide rates in the world. Fa'a Samoa is also evident in the legal system which is actually two seperate systems, a western style system administered by a police force and justice department, and a traditional system administered at a village level.
