As early as 1965, the Samoan Director of Education mandated Samoan be taught to levels 1-4 in public schools. The concern at that time was the apparent deterioration of some of the basic Samoan courtesies expected from students. It should have started in Early Childhood Education, but the thought was nevertheless important in later thought about the place of Samoan in the Department of Education's Language planning. At about this time, television was a medium of instruction in public schools, and it was a convenient method for the non-Samoans in particular. The course included reading and writing. During the 1970s, levels 7 and 8 were added. The high school program included Samoan as an elective. In the latter half of the 70s, the government of American Samoa through the Department of Education (DOE) launched a very aggressive bilingual program in public school s with federal funding. Much of the funding was used for developing instructional materials, training personnel, and providing workshops. Some of the workshops and fact finding missions were conducted in the independent state of Western Samoa, which at that time had a very strong program going in all public schools from kindergarten through high school. Toward the end of the 1970s, the Samoan Studies section of the Department of Curriculum and Instruction (DCI) was developing a separate Samoan curriculum to be offered to Levels 1-12. By the mid-80s, the DCI began to shift its focus from bilingual programs to development of monolingual programs in Samoan for all levels. This section of the DCI has at this time changed its name to Samoan Studies. An ambiguity in the latter title as well as the nature of the instructional materials thus far developed are slowly giving preference to Samoan Language Arts and Culture (Gagana ma Aga a Samoa) as a more appropriate title.

Photograph - Peter Craig The Samoan culture is Polynesia's oldest. It is believed that, the first people on the Samoan Islands came by sea from southwest Asia some 3,000 years ago. Over the centuries, distinct cultural traits emerged that we now call fa'asamoa (fah-ah-SAH-mo-ah). From Samoa, seafaring explorers and settlers journeyed to other Polynesian island groups hundreds of miles away. The concept of a National Park - particularly a park encompassing both natural and cultural aspects - fits well with the traditional Samoan way of life, the fa'asamoa . Samoans consider this island world to be sacred. Lands, waters, and food sources are managed in order to sustain them for the future. Samoan culture, customs, and traditions emphasize the importance of the extended family, the aiga (ah-ING-ah). Each aiga's lands are managed by its chief, or matai (mah-TIE), for the common good. The Samoan people welcome visitors; in fact, a stay with a family can be an important part of your island experience. See Visitor Information section for further information. About the ASHPO
Background:
Established in response to the National Historic Preservation Act of 1966, the American Samoa Historic Preservation Office (ASHPO) identifies, evaluates, registers, interprets and protects American Samoa's historic and cultural properties, from star mounds to shipwrecked vessels. The ASHPO provides communities and preservation organizations with a variety of services, and maintains an inventory of historic properties. It also reviews nominations to the National Register of Historic Places and oversees sites on that register. Under Section 106 of the National Historic Preservation Act, the ASHPO reviews all Federal undertakings for impacts on historic properties. Mission Statement:
It is the responsibility of the American Samoa Historic Preservation Officer to administer the Territorial Historic Preservation Program. American Samoa's strong indigenous culture and traditional system of communal land ownership impose special conditions of cultural sensitivity upon such an endeavor. A primary concern of the ASHPO is to fulfill its responsibilities in a manner that recognizes and honors these inherent cultural conditions.

Basic Information
American Samoa is an unincorporated and technically unorganized territory of the United States. It is "unincorporated" because unlike Hawaii and Alaska during their years as U.S. territories, not all provisions of the U.S. Constitution apply to the territory. American Samoa is an "unorganized" territory because Congress has not provided the territory with an organic act, which would organize the government, much like a constitution would. Instead, Congress gave plenary authority over the territory to the President of the United States who has delegated this authority to the Department of the Interior. The Secretary of the Interior in turn allowed American Samoans to draft their own constitution under which their government functions. American Samoans are not United States citizens. They are classified as United States nationals and have freedom of entry into the continental United States. Many Samoans have served with distinction in the U.S. armed forces.

I am seeking dancers, choreographers and other performers who would like to participate in a research project that will document Samoan dance and other performance arts as they are performed today. Would you like to be in a short film about Samoan dance and performance? Are you a dancer or choreographer of traditional Samoan dance? Are you currently in American or Independent Samoa, or will you be on Tutuila in September or October?
  • You must be at least 18 to participate. You must have danced or performed for at least one year. If you are under 18, you must get written permission from your parent or primary caregiver. Everyone must sign a consent form before they begin to participate (see below).
I am also interested in talking to other performers in the Samoan tradition, including comedians and storytellers.

    American Samoa American Samoa
    , a group of islands in the mid-South Pacific, is located about 2,300 miles from Honolulu. American Samoa has a land area of 76 square miles and approximately 57,291 residents (est. 2000, U.S. Census Bureau), most of whom live on Tutuila. Since American Samoa is an unincorporated territory of the U.S., its people are U.S. nationals who freely enter the U.S. An estimated 65,000 Samoans have migrated to the West Coast and some 20,000 live in Hawaii. The territory has an important tuna processing industry, and its capital, Pago Pago, has a great natural harbor with dry dock and port facilities. The local government is the biggest employer in American Samoa. Culture
    The Samoan culture is strong and intact. The Faasamoa (Samoan way of life) is centered on the "aiga" (family), which consists of the immediate family and extended family members (maternal and paternal) such as grandparents, uncles, aunts, and cousins. The family name holds special value in the hearts of Samoans and every opportunity is taken to keep that name in good standing within the community. The "matai" (chief) is the head of the family and has the final say on decisions that are made for the family and their land. Land in American Samoa is communally owned; therefore, it is up to the matai of the family to distribute the land among family members. Community hospitality is ingrained into the Samoan way of life with families commonly inviting guests into their homes.

    Fagatele Bay National Marine Sanctuary comprises a fringing coral reef ecosystem nestled within an eroded volcanic crater on the island of Tutuila, American Samoa. This smallest and most remote of all the National Marine Sanctuaries is the only true tropical reef in the Program. Fagatele Bay provides a home to a wide variety of animals and plants, that thrive in the protected waters of the bay. The coral reef ecosystem found in the Sanctuary contains many of the species native to this part of the Indo-Pacific biogeographic region. Turtle, whales, sharks and the giant clam all find refuge in this protected area. Fagatele Bay National Marine Sanctuary was designated in 1986 in response to a proposal from the American Samoa Government to the National Marine Sanctuary Program. The Sanctuary program protects and preserves natural and cultural resources in areas of special significance in the oceans and Great Lakes of the United States. There are 13 Sanctuaries in the program ranging from Stellwagon Bank off Cape Cod to the Channel Islands in southern California. All manage their precious resources through a combination of education, research, long-term monitoring, regulation and enforcement. Fagatele Bay Information Sheet

    Freycinetia The American Samoan Islands are a group of seven islands, five volcanic and two atolls, in the South Pacific between the Hawaiian Islands and New Zealand. Three of those islandsOfu, Olosega, and Taucomprise the Manua island group, where the Manuan culture is closely linked to a vine the locals call 'ie'ie. The vine, Freycinetia reineckei, is in the Pandanaceae family. Members of this family are typically lianas, which are woody climbing vines, and dioecious, meaning that the male pollen-bearing anther and the female pistil are located on separate plants. The people of the Manua islands use the roots of the vines to weave fish traps called 'enu. The roots are used because they can withstand repeated submersion in seawater. The traps catch a small fish called I'a sina, which migrates to the islands several times a year. Local culture demonstrates the close relationship between the 'ie'ie vine and the peoples of Manua through fishing techniques, songs about fish-trap weaving and fish migration, and other cultural practices. Because the vine has become so scarce on the islands, there are presently fewer than five elders who know how to weave the fish traps. During a recent field trip to the Manua islands, ethnobotanists filmed one of the Manuans weaving a fish trap in order to document and preserve the artform. Although hurricanes and other natural disasters sometimes take their toll on population distributions, the activities of humans have influenced this particular plant's decline.
