    Interim Evaluation Condensed Executive Summary

    The PRIA was made possible by an IFAD Technical Assistant Grant of USD 2.000.000 and a Technical Cooperation Grant of USD 150.000 contributed by the Andean Finance Corporation (CAF). At the beginning the operations were planned to start in Bolivia, Brazil, Colombia and Venezuela. The main purpose of the PRIA has been to support appropriate conditions and opportunities, necessary to the survival, the cultural defence and the strengthening of the Indigenous peoples of the Amazon basin. To achieve this aim, PRIA established the following specific objectives: 1) to strengthen the Indigenous organisations through co-financing pilot initiatives, promoting and developing these pilot experiences with the full participation of the Indigenous communities and Organisations; and 2) to formulate development projects for Indigenous communities. The PRIA has been promoting: 1) the direct participation of Indigenous peoples during the different stages of the project cycle; 2) the direct allocation of funds to the Indigenous peoples, without the involvement of any intermediary Institution.

As the Delegates of Indigenous Peoples and organisations convened on the occasion of the Sixth Conference of the Parties of the Framework Convention on Climate Change in the Second International Indigenous Forum on Climate Change at the Hague from November 11 th to the 12 th , 2000, we affirm the Albuquerque Declaration, the Quito Declaration, Lyon Declaration and Position Paper of the First Forum of the Indigenous Peoples on Climatic Change.     View the Uncontacted People Photo Gallery: Go>> East of the Andes Mountains, deep in the Amazon River Basin in the southeastern region of Peru known as Madre de Dios, loggers congregate in the village of Monte Salvado. The loggers come from throughout the region to Madre de Dios to extract mahogany from the forests. Close to the village of Monte Salvado, across the Las Piedras River, lies a newly-created reserve for indigenous people. Anthropologists believe these indigenous people are living in voluntary isolation from the rest of the world. Though they may know the outside world exists, they want nothing to do with it. After a six-year campaign by indigenous rights activists, the government of Peru established the reserve in April 2002 for the protection of these peoples. The reserve encompasses more than two million acres (810,000 hectares) and by law is closed to resource extraction. "But a lot of people are invading this area, they are going against the law and cutting as much as they can, as fast as they can, and they are getting into the area of uncontacted Indians," said Enrique Ortiz, an expert in rainforest management and senior program officer with the Gordon and Betty Moore Foundation in Washington, D.C.
