March 2002 ICI Project Studies Alternative Schools Given the recent increase in the number of alternative schools, we have little current information about the characteristics, structure, and practices of alternative schools nationwide, including how and the extent to which alternative schools serve students with disabilities. In addition, very little is known about the impact of the IDEA 1997 requirements (especially those related to Interim Alternative Education Settings) on these schools and implications for students with disabilities. The ICI Alternative Schools Project will explore these issues via four studies:
  • Study I. An examination of alternative schools nationwide to provide a broad understanding of alternative schools and of the extent to which they serve students with disabilities.
  • Study II. An in-depth state-level examination of alternative schools yielding at least five state-level case studies describing alternative school policies and practices for students with disabilities.

For youth 16 years of age or older who are facing barriers that are preventing them from attending regular school or maintaining employment. Students can obtain academic high school credits, practical life skills training, upgrading and preparation for re-entry to school or entry into the work force. Personal counselling is arranged by staff or Breakaway Youth and Family Services.

  • Albany Free School The Free School is a process which must be experienced to be fully appreciated. The kids themselves make the choice to join us, after a week's visit (we do not leave that decision to parents alone) and since the changes they may want and need to make occur only over time and the space to discover for themselves who they really are, we ask parents for a commitment to allow their children to stay in the school for at least a year, so that the value we have for them can be fully realized.

    (Ithaca, NY) - ACS is a small middle school/high school, grades 6 through 12. There are about 260 students, who are accepted to ACS through random draw from the applicant pool. ACS is a public school, and there are no fees or tuition. We are an alternative to traditional schools, in our curricular and school governance philosophies. We believe in being both a community within our school and being part of the larger Ithaca community.

    - "Established in 1979, ACS has educated thousands of full and part-time students, many of whom have gone onto successful employment, both in industry or in their own businesses. Who We Are: Our Mission We are an Alternative High School of 340 students who range in age from 17 to 21 years old. Most of our students come to us from large, traditional high schools throughout the borough of Brooklyn, where they have been unable to succeed or complete their high school education. Because we are known for our success in guiding students toward a personal transformation, their schools refer students to us who are interested in graduating with a local or Regents high school diploma. At Bedford Stuyvesant Outreach, we are committed that our students receive and generate an education that initiates and fosters cooperation; harmony; mutual understanding; with an appreciation of diversity that ultimately empowers people to become profoundly related. Therefore, our mission is to graduate educated young people who learn to live a life of respect, love and responsibility. We face the enormous challenge of offering a curriculum that can match the needs of our students in relation to the new, higher, state standards. Our curriculum is always fluid and changing to discover new ways to meet the challenges of teaching and learning. We are willing to try new things, new ideas, and to encourage both creative and traditional approaches by which to impart information in order to raise a nascent spirit of intrinsic motivation in the student.

For us, the function of school in today's society is not to organize that children get abstract knowledge as much as possible. However we attach great importance to the fact that the children and young persons in our schools learn how to learn. By supply of team ability and initiative, our pupils independently acquire knowledge and abilities which are important for themselves. The Federation of free alternative schools (BFAS) was founded after a court case - presented to the German Federal Constitutional Court in 1988 - asking for recognition of one free alternative school. 4 years later a decision was made that was favourable for the school. Nevertheless the efforts of free alternative schools to establish a basically democratic and children oriented school are often rejected by state authorities. Therefore the BFAS is frequently dealing with court cases and procedures of recognition. During the last years, further decisions of the Federal Constitutional Court and the Federal Administrative Tribunal created a climat more favourable to free and alternative schools. So many new schools were founded - actually (february 2004) 60 schools and 19 initiatives are members of BFAS, with 3.800 pupils.
