Jim Lear feels a little smug when he fuels one of his two Chevy Cavaliers. Despite gasoline prices that AAA Utah said averaged a near-record $1.79 per gallon in the Salt Lake City-Ogden area Wednesday, Lear pays the equivalent of 91 cents per gallon of gasoline to fill his tank with compressed natural gas.
Alternative-fuel vehicles such as Lear's emit few or no pollutants and offer consumers savings at the pump and in maintenance while getting mileage equivalent to gasoline-fueled vehicles'. Also, owners are eligible for a state tax credit for buying or converting a vehicle to clean fuel usage.

    The State of California has supported the development of alternative transportation fuels (fuels other than gasoline or diesel) since the creation of the Energy Commission in 1975. Earlier programs included demonstration programs with vehicles using "neat" ethanol and methanol; infrastructure development for methanol/gasoline blends - M85; support for and flexible fuel, natural gas and electric vehicles.
    Nearly 100 percent of the state's transportation system is fueled currently by fossil fuels. Moving toward a more diversified approach to fuels and supporting the advancement of higher efficiency vehicles is one of the goals of the State's programs.

    Preface
    The public's need for cleaner air resulted in legislation and regulation that promote the introduction of alternative fuel vehicles into California's marketplace. The California Energy Commission has developed this Resource Guide to inform local governments and fleet operators of the infrastructure needed to support alternative fuel vehicles. Through this effort, the California Energy Commission hopes to facilitate alternative fuel vehicle acquisition and consistent regulatory treatment of alternative fuel vehicle fueling and charging stations statewide. This guide was developed in response to a recommendation put forth in the California Energy Commission's Calfuels Plan: Developing an Infrastructure Plan for Alternative Fuel Vehicles (Commission Publication number P500-94- 002, available by calling 916-654-5200).

    The program has long been popular with automakers because it helps their vehicles meet federal fuel economy standards. And the government calls it a good initiative to help reduce dependence on oil imports. "Diversifying the fuels we use will help protect the environment while achieving greater energy independence and security for our nation," Transportation Secretary Norman Mineta said. But environmental and consumer groups claim the incentive program is flawed and fails to provide even symbolic energy savings. A flexible-fueled or dual-fueled vehicle is capable of operating on gasoline, diesel, or an alternative like an ethanol-gasoline blend. The incentive has been active for several years, and the Transportation Department's National Highway Traffic Safety Administration extended it Wednesday for another four years.

    The Department of State Fleet Management Office has developed a comprehensive strategy to comply with the requirements of Executive Order (E.O.) 13149. The strategy includes the use of biodiesel (B-20) instead of conventional diesel fuel, continued acquisition of alternative-fuel vehicles (AFVs) and use of alternative fuels in AFVs, acquisition of light-duty vehicles with higher fuel economy, and improvements in the efficiency with which DOS vehicles are operated. Section 13218 of the Energy Policy Act of 1992, 42 U.S.C. 13218(b), requires each Federal agency to place its annual Federal fleet Alternative Fuels Vehicle compliance report on a publicly available website. Many agencies, including State, inadvertently failed to comply with this requirement. Last year, a Federal judge issued an order in Center for Biological Diversity et al. v. Spencer Abraham, et al., Civil Action C-02-0027 (MEJ)(U.S. Dist. Ct. M.D. Cal.) requiring agencies to post their reports to a website not later than January 31, 2003.     Alcohol has been used as a transportation fuel ever since Henry Ford used ethyl alcohol to run his Model T. Two types of alcohol are used: methyl alcohol (methanol) and ethyl alcohol (ethanol). These similar liquid fuels are different in chemical composition, but both can be used in alternative fuel vehicles.
    Ethanol
    Ethanol, ethyl alcohol or grain alcohol (CH CH OH), is a liquid made from corn or other grains, other agricultural products or even biomass waste typically anything that contains carbon. Ethanol can be used as a high-octane fuel in vehicles. More than four million cars run on the fuel in Brazil as a result of a government program to make ethanol from sugar cane. The number of vehicles using ethanol is increasing in the United States. Ethanol's history as a transportation fuel goes back many years to Henry Ford and other transportation pioneers. In the 1880s, Ford built one of his first automobiles - the quadricycle - and fueled it on ethanol. Early Ford Model Ts had a carburetor adjustment that could allow the vehicle to run on this fuel, which would be produced by America's farmers. Ford's vision was reportedly to build a vehicle that was affordable to the working family and powered by a fuel that would boost the rural farm economy. Recently, because of support from corn-growing states and the U.S. Departments of Energy and Agriculture, ethanol fuel and vehicles that it are increasing. Auto manufacturers began producing flexible fuel cars and pickup trucks that could use ethanol or gasoline, beginning with the 1997 model year. Currently, there are no "after-market" kits that can be used to "convert" a regular gasoline vehicle to run on alcohol fuels.

    The Database contains data on a few vehicles running 'alternative' fuel Liquefied Petroleum Gas (LPG) and hybrid vehicles. Compressed Natural Gas (CNG) is another alternative fuel for road vehicles.
    LPG and CNG cars are generally converted from petrol fueled cars, either by the original manufacturer or by an after market converter. For reasons of practicality, CNG and LPG vehicles tend to be dual fuel vehicles i.e. they can run on either petrol or the gaseous fuel.
    It is VCA's understanding that with regard company car tax, if a vehicle is converted post registration then the vehicles original CO figure will be used for taxation purposes unless formal approved test data can be supplied.
    The Government supports the purchase of alternatively fuelled vehicles through the Powershift programme. Powershift provides information on all aspects of clean fuel vehicles and can provide grants to help offset the extra costs of purchasing an alternative fuel vehicle or converting an existing vehicle to run on an alternative fuel. These include hybrid vehicles and vehicles running on CNG, LPG and electricity.

    Finding substitutes for oil. Alternative Fuel Vehicles. More than 3 million alternative fuel vehicles are now on the road. But increasing that number remains a challenge. Fueling these vehicles requires new infrastructure, with special pumps for such fuels as ethanol and natural gas. Consumers may be reluctant to buy alternative fuel vehicles unless they are assured that fueling these vehicles will be as convenient as stopping at the local gas station. And gas station owners may be reluctant to build additional special pumps unless they are assured that there will be enough vehicles on the road to make them worthwhile.
    Biofuels. Biofuels such as ethanol made from starch and biodiesel made from vegetable oil already clean our air and help support our rural economies.
